ROLL CALL
Mayor Aubrey called the meeting to order at 7:30 p.m. All members of Council were present.
All members of staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
Councilman Manuel gave the invocation. The Pledge of Allegiance was led by Vice Mayor Gebbia.
AWARDS AND RECOGNITION
Police Chief Richard Jenkins presented a plaque to Paul Frasca, President of MOSA Technology
Solutions, in gratitude for his donation of a mobile fingerprint reader to the North Palm Beach
Police Department. On behalf of the Village Council, Mayor Aubrey presented Mr. Frasca with
a Distinguished Service Award in recognition of services rendered in the public interest.
APPROVAL OF MINUTES
The Minutes of the Regular Session held May 22, 2014 and the Special Session held May 29, 2014
were approved as written.
FIRST READING OF ORDINANCE 2014 -05 — ZONING CODE AMENDMENT
RESTAURANTS WITH DRIVE - THROUGHS IN C -1 DISTRICT
A motion was made by Councilman Manuel and seconded by President Pro Tern Norris to adopt
Ordinance 2014 -05 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA AMENDING APPENDIX C (CHAPTER 45), "ZONING," OF THE VILLAGE
CODE OF ORDINANCES BY AMENDING SECTION 45 -33, "C -1 NEIGHBORHOOD
COMMERCIAL DISTRICT," OF ARTICLE III, "DISTRICT REGULATIONS," TO ALLOW
RESTAURANTS WITH DRIVE - THROUGHS WITHIN THE C -1 ZONING DISTRICT;
PROVIDING FOR CODIFICATION; PROVIDING FOR SEVERABILITY; PROVIDING FOR
CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.
Mr. Huff reviewed the issue concerning an application to construct a Dairy Queen Grill & Chill
Restaurant with a drive - through at 124 U.S. Highway One. Mr. Huff reported the Planning
Commission, sitting as the Local Planning Agency, considered this item at its June 3, 2014
meeting, and recommended approval of the proposed ordinance as drafted by a vote of 4 -1.

Mayor Aubrey opened the public hearing. There being no comments from the public, Mayor Aubrey
closed the public hearing.
Thereafter, the motion to adopt Ordinance 2014 -05 on first reading passed unanimously.
CONSENT AGENDA APPROVED
A motion was made by Vice Mayor Gebbia, seconded by Councilman Bush, and passed
unanimously to approve the consent agenda. The following items were approved:

RESOLUTION 2014 -34 — SURPLUS ENCLOSED EQUIPMENT TRAILER
A motion was made by President Pro Tern Norris and seconded by Councilman Bush to adopt
Resolution 2014 -34 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, DECLARING ONE ENCLOSED EQUIPMENT TRAILER AS SURPLUS
PROPERTY AND AUTHORIZING ITS DISPOSAL; AND PROVIDING FOR AN
EFFECTIVE DATE.
Discussion took place concerning purchasing a replacement trailer. It was noted a new trailer
would be purchased from Kauff's Truck and Trailer pending surplus of the current trailer, which
would be used as a trade -in.
Thereafter, the motion to adopt Resolution 2014 -34 passed unanimously.
RESOLUTION 2014 -35 — SURPLUS LAWN EQUIPMENT TRAILER
A motion was made by Councilman Manuel and seconded by Councilman Bush to adopt
Resolution 2014 -35 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, DECLARING ONE LAWN EQUIPMENT TRAILER AS SURPLUS PROPERTY
AND AUTHORIZING ITS DISPOSAL; AND PROVIDING FOR AN EFFECTIVE DATE.
Mr. Huff reported the 1998 lawn equipment trailer would be sold to International Golf
Maintenance, Inc. at a fair market value of $500. Public Works Director Brian Moree estimated
the cost of the replacement trailer at $1,400.
Thereafter, the motion to adopt Resolution 2014 -35 passed unanimously.

RESOLUTION 2014 -36 — SURPLUS MOWERS AND COMPRESSOR
- A motion was made by Councilman Manuel and seconded by President Pro Tern Gebbia to
j adopt Resolution 2014 -36 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, DECLARING TWO COMMERCIAL MOWERS, ONE REEL MOWER, AND
ONE COMMERCIAL AIR COMPRESSOR AS SURPLUS PROPERTY AND AUTHORIZING
THEIR DISPOSAL; AND PROVIDING FOR AN EFFECTIVE DATE.
Thereafter, the motion to adopt Resolution 2014 -36 passed unanimously.
RESOLUTION 2014 -37 — HOME DEPOT BLANKET PURCHASE ORDER
A motion was made by Councilman Manuel and seconded by .Councilman Bush to adopt
Resolution 2014 -37 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA APPROVING A BLANKET PURCHASE ORDER WITH HOME DEPOT, INC. IN
AN AMOUNT NOT TO EXCEED $5,000 FOR PUBLIC WORKS DEPARTMENT
EQUIPMENT, SUPPLIES, TOOLS AND MATERIALS; AND PROVIDING FOR AN
EFFECTIVE DATE.
Mr. Huff noted Village policy requires Council approval of blanket purchase orders over
$10,000. Mr. Huff reviewed the current year's expenditures to date compared to total
expenditures in fiscal years 2012 -2014. Public Works Director Brian Moree estimated total
expenditures for this year would be $14,000.
Thereafter, the motion to adopt Resolution 2014 -37 passed unanimously.
RESOLUTION 2014 -38 — MULILNAX FORD BLANKET PURCHASE ORDER
A motion was made by Councilman Bush and seconded by President Pro Tern Gebbia to adopt
Resolution 2014 -38 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA APPROVING A BLANKET PURCHASE ORDER WITH MULLINAX FORD IN
AN AMOUNT NOT TO EXCEED $5,000 FOR PUBLIC WORKS DEPARTMENT PARTS,
AUTOMOTIVE SUPPLIES, AND VEHICLE REPAIR SERVICES; AND PROVIDING FOR
AN EFFECTIVE DATE.
Mr. Huff advised that the current year's expenditures total just over $10,000 to date. Mr. Huff
detailed the total expenditures in fiscal years 2012 -2014. Public Works Director Brian Moree
explained the overage was due to unanticipated vehicle repairs.
Thereafter, the motion to adopt Resolution 2014 -38 passed unanimously.
MAYOR AND COUNCIL MATTER/REPORTS
Mayor Aubrey reported attending the naming celebration for the new school in North Palm Beach.
Because the school will house Pre - kindergarten through Grade 8 students, it will no longer be
known as North Palm Beach Elementary School. Mayor Aubrey stated the new name would be
The Conservatory School at North Palm Beach, in order to reflect its emphasis on arts and music.

1 Mayor Aubrey requested Council input on whether to consider a resolution opposing pet stores
associated with puppy mills. It was noted that pet stores are not currently a permitted use under
the Village's zoning code. Mr. Rubin explained that other municipalities have adopted
resolutions prohibiting the live sales of dogs and cats unless they come from animal shelter
organizations. By consensus, Council was not in favor of considering a resolution at this time.
Councilman Bush commended Police Chief Jenkins on apprehending the perpetrators of recent
car break -ins. Discussion ensued regarding educating the public on crime prevention measures.
VILLAGE MANAGER MATTERS /REPORTS
Police Chief Jenkins reported on crime trends in the Village.
Public Works Director Brian Moree detailed the Solid Waste Authority's (SWA) pilot program
on recycling, in which the SWA provides larger bins for recycling bottles and cans. Mr. Moree
stated the Village's participation in the pilot program would begin in October 2014, with SWA
providing the new bins to all single - family homes in the Village. Mr. Moree clarified that the
recycling bins are provided by SWA at no charge, and residents are not required to use the new,
larger bins, but may keep their current bins if they choose.
Mr. Huff reported on the redevelopment project being proposed for the Panama Hattie's site, and
advised that Commissioner Valeche's office would organize a meeting between the developers
and Lost Tree Village, to which North Palm Beach officials would be invited. Discussion took
placed concerning annexation and traffic. Mr. Rubin explained that the development application
includes annexation of the property from unincorporated Palm Beach County into the City of
Palm Beach Gardens. Discussion ensued regarding whether the proposed project would meet
countywide traffic concurrency standards.
