ROLL CALL
Mayor Aubrey called the meeting to order at 5:00 p.m. All members of Council were present.
All members of staff were present, except Village Manager Ed Green.
VILLAGE MANAGER'S EMPLOYMENT AGREEMENT
Mayor Aubrey noted that Village Manager Ed Green had expressed his intention to retire.
Mayor Aubrey requested Council discussion of these issues: timing and conditions under which
the manager departs, appointment of an interim manager, and the search process for a new manager.
Mr. Rubin reviewed the terms of Mr. Green's employment agreement. Mr. Rubin advised that
Mr. Green had not yet submitted a written notice of resignation.
Discussion ensued on Section 11, Voluntary Resignation, of the Agreement regarding whether to
request that Mr. Green serve the full sixty -day notice period.
Discussion took place concerning appointing an interim manager. A suggestion was made to explore
the League of Cities program, which places retired managers with cities on a temporary basis.
The majority of Council was not in favor of appointing an interim manager from outside the
organization. Council consensus was to take no action until Mr. Green's resignation letter is received.
Discussion was held concerning the search process for a new manager. The Council was not in
favor of contracting with a consultant to perform an executive job search; instead, it was
suggested that North Palm Beach conduct the job search in- house. Discussion ensued on
limiting the search to candidates within the State of Florida. Mr. Rubin suggested that Attorney
Lara Donlon, Village counsel on personnel matters, could advise the Council regarding the
process for conducting a search.
Mr. Rubin left the meeting at 6:20 p.m.
A special meeting on April 10, 2014 was scheduled to discuss the process for conducting the
job search, with Ms. Donlon and Human Resources Director Loren Slaydon in attendance.
ADJOURNMENT
With no further business to come before the Council, the meeting was adjourned at 6:30 p.m.
