Consider a motion to approve second reading and enactment of Bill 1097, a proposed ordinance amending various sections of Art. VI, Code Enforcement Board, of Chapter 2 of the Code for the purpose of updating and bringing Code Enforcement provisions in conformity with the Florida Statutes. Enact Bill 1097 as Ordinance b. BILL 1098 -CODE AMENDMENT -AMENDING PERMITTED TEMPORARY SIGNS. Consider a motion to approve first reading of Bill 1098, a proposed ordinance amending Subsection D of Section 6-114, Permitted Temporary Signs, of Article V, Signs and Outdoor Displays, of Chapter 6 of the Code to add grand openings as a temporary use. c. BILL 1099 -BUDGET AMENDMENT -VILLAGE HALL RENOVATION. Consider a motion to approve first reading of Bill 1099, a proposed ordinance amending the North Palm Beach General Fund Budget for the Fiscal Year 2002-2003 to appropriate funds in the amount of $10,000 for various items needed for the completion of Village Hall renovation. 2 REGULAR SESSION AGENDA -THURSDAY, MARCH 27, 2003 d. BILL 1100 -JURISDICTION OF APPEARANCE BOARD. Consider a motion to approve first reading of Bill 1100, a proposed ordinance amending Section III, Areas of Jurisdiction, entitled "Areas and Elements under Jurisdiction" of Appendix A-Appearance Plan, of the Code to update and include the zoning districts of the Village over which the Appearance Board has jurisdiction. 13. RESOLUTIONS a. RESOLUTION -AUTHORIZING MAINTENANCE AGREEMENT WITH FLORIDA DEPT. OF TRANSPORTATION (DOT) FOR NORTHLAKE BLVD (TABLED ON 3/13/031• Consider a motion to adopt a resolution authorizing the Mayor and Village Clerk to enter into an agreement with the Florida Department of Transportation which provides that the Village shall maintain the landscaping for Northlake Blvd. from State Road 811 to U. S. Highway One. ACTION b. RESOLUTION -EMPLOYEE RELATIONS POLICY. Consider a motion to adopt a resolution amending the use of the Employee Relations budget line item. ACTION c. RESOLUTION -AMENDING TRAVEL POLICY. Consider a motion to adopt a resolution amending mileage and meal allowance in the travel policy of the Village. ACTION d. RESOLUTION -OPPOSING WAIVER OF SOVEREIGN IMMUNITY. Consider a motion to adopt a resolution opposing Senate Bill 1164 and House Bill 113 that would subject local and state governments to further liability for the constitutional exercise of their legislative and quasi- judicial responsibilities and powers. ACTION REGULAR SESSION AGENDA -THURSDAY, MARCH 27, 2003 14. MISCELLANEOUS BUSINESS a. HANDICAP RAMP AND OUTSIDE LIGHTING -VILLAGE HALL. Consider a motion to add additional outdoor lighting and another handicap ramp at Village Hall. ACTION b. VILLAGE MANAGER - REQUEST FOR PROPOSALS. Consider a motion to approve the Request for Proposals for Village Manager recruitment and direct staff to proceed with advertising. ACTION c. BUDGET TRANSFER -DRAINAGE AT NPBCC. Consider a motion to approve a budget transfer for the purpose of correcting drainage problem at the dumpster area at the North Palm Beach Country Club; cost not yet determined (quotes to come). ACTION 15. ADJOURNMENT Next Ordinance 08-2003 Next Resolution 18-2003 If a person decides to appeal any decision by the Village Council with respect to any matter considered at the Village Council meeting, he will need a record of the proceedings, and for such purpose he may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. This agenda represents the tentative agenda for the scheduled meeting of the Village Council. Due to the nature of governmental duties and responsibilities, the Village Council reserves the right to make additions to, or deletions from, the items contained in this agenda. 4
