ROLL CALL
Mayor Manuel called the meeting to order at 7:30 p.m. All members of Council were present.
All members of staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
The invocation was given by Vice Mayor Aubrey. Mayor Manuel led the public in the
Pledge of Allegiance.
AWARDS AND RECOGNITION
Village Clerk Melissa Teal introduced the new Deputy Village Clerk Jessica Green.
APPROVAL OF MINUTES
The Minutes of the Regular Session held February 27, 2014 were approved as written.
ADMINISTRATION OF COUNCILMAN OATHS
Village Clerk Melissa Teal administered the Oath of Office to re- elected council members
Robert A. Gebbia, Darryl C. Aubrey, and William L. Manuel. Said Oaths are attached to the
official Minutes.
COUNCIL REORGANIZATION
Mayor Manuel opened the floor to nominations for the office of Mayor. William Manuel
nominated Darryl Aubrey for Mayor. With no other nominations for Mayor, Darryl Aubrey was
declared Mayor.
Darryl Aubrey nominated Robert Gebbia for Vice Mayor. With no other nominations for Vice
Mayor, Robert Gebbia was declared Vice Mayor.
William Manuel nominated David Norris for President Pro Tem. With no other nominations for
President Pro Tem, David Norris was declared President Pro Tem.
Thereafter, the names of Darryl C. Aubrey, Robert A. Gebbia, and David B. Norris were entered
into Resolution 2014 -11.

RESOLUTION 2014 -11— APPOINTING COUNCIL OFFICERS
1 A motion was made by Councilman Bush and seconded by Councilman Norris to adopt
Resolution 2014 -11 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, APPOINTING THE MAYOR, VICE MAYOR AND PRESIDENT PRO
TEM FOR THE UPCOMING YEAR; AND PROVIDING FOR AN EFFECTIVE DATE.
Mayor Manuel thanked the Council, Staff, and Clerk's office for their support and assistance
during his term as Mayor.
Thereafter, the motion to adopt Resolution 2014 -11 passed unanimously. Village Clerk Melissa Teal
administered the Oath of Office to Mayor Aubrey, Vice Mayor Gebbia, and President Pro Tern Norris.

FIRST READING OF ORDINANCE 2014 -02 — CODE AMENDMENT- EARMAN RIVER PIERS
A motion was made by Councilman Bush and seconded by Vice Mayor Gebbia to adopt
Ordinance 2014 -02 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, AMENDING DIVISION 4, "DOCKS AND PIERS," OF ARTICLE III,
"CONSTRUCTION REQUIREMENTS," OF CHAPTER 5, "BOATS, DOCKS AND
WATERWAYS," OF THE VILLAGE CODE OF ORDINANCES BY AMENDING SECTION
5 -84, "REGULATIONS GOVERNING CONSTRUCTION IN WATERS OTHER THAN
LAKE WORTH AND ATLANTIC OCEAN," TO ALLOW ALTERNATE PIER
CONFIGURATIONS WITHIN THE EARMAN RIVER; PROVIDING FOR CODIFICATION;
PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; AND PROVIDING
FOR AN EFFECTIVE DATE.
Mr. Green stated that the Earman River runs within the jurisdiction of the Village and
unincorporated Palm Beach County, and noted that docks and piers within the unincorporated
areas require permitting by the South Florida Water Management District, which does not restrict
the configuration of the docks. Mr. Green reported that Village Code does not restrict the shape of
piers in any other body of water. Mr. Green advised the ordinance would revise Section 5 -84(6) of
the Village Code of Ordinances to provide that "Piers located in the Earman River may be
constructed with "L" heads, "T" head, or other configurations that may allow for the docking of
vessels parallel to the shore provided the maximum allowable length waterside is reduced by
twelve (12) feet."
Discussion ensued on a current code provision related to the placement of mooring posts and
other items not more than 25 percent of the waterway width from the bulkhead or the shore.
Mr. Rubin stated that staff would continue to use the current benchmark until there was
additional clarification or a code amendment. Community Development Director Chuck Huff
explained the measurements and calculations used for the benchmark.
Thereafter, the motion to adopt Ordinance 2014 -02 on first reading passed unanimously.

RESOLUTION 2014 -12 — FIRE BAY DOORS
A motion was made by President Pro Tern Norris and seconded by Vice Mayor Gebbia to adopt
Resolution 2014 -12 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA ACCEPTING THE BID SUBMITTED BY DOOR SYSTEMS OF SOUTH
FLORIDA, INC. FOR THE REPLACEMENT OF SIX ROLL UP FIRE RESCUE STATION
GARAGE DOORS AND AUTHORIZING THE MAYOR AND VILLAGE CLERK TO
EXECUTE A CONTRACT RELATING TO SUCH SERVICES; AUTHORIZING AND
DIRECTING THE MAYOR AND VILLAGE CLERK TO AMEND THE CAPITAL
PROJECTS FUND BUDGET TO TRANSFER $58,000.00 FROM THE CAPITAL RESERVE
ACCOUNT TO THE PUBLIC SAFETY BUILDING MACHINERY AND EQUIPMENT
CAPITAL ACCOUNT TO FUND THE PURCHASE; AND PROVIDING FOR AN
EFFECTIVE DATE.
Discussion took place concerning the budgeted amount and the actual cost to be expended to replace
the doors. Fire Chief J.D. Armstrong explained the increase in cost over the budgeted amount.
Thereafter, the motion to adopt Resolution 2014 -12 passed unanimously.
RESOLUTION 2014 -13 — LIGHTBARS PURCHASE
A motion was made by Councilman Bush and seconded by Councilman Manuel to adopt
Resolution 2014 -13 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, AMENDING RESOLUTION NOS. 2013 -51 AND 2013 -59 AND
APPROVING THE PURCHASE OF THREE LED LIGHTBARS FOR PUBLIC WORKS
VEHICLES FROM STROBES -R -US, INC. AT A TOTAL COST OF $3,372.00; PROVIDING
FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.
Mr. Green reviewed the history of this item. Public Works Director Brian Moree addressed
questions regarding pricing, testing of the equipment, and the procurement process.
Thereafter, the motion to adopt Resolution 2014 -13 passed unanimously.
RESOLUTION 2014 -14 — SURPLUS PROPERTY
A motion was made by Councilman Manuel and seconded by Councilman Bush to adopt
Resolution 2014 -14 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, DECLARING SPECIFIED ITEMS OF PERSONAL PROPERTY AS
SURPLUS AND AUTHORIZING THEIR DISPOSAL; AND PROVIDING FOR AN

EFFECTIVE DATE.
Mr. Green detailed the equipment to be declared surplus, and advised it would be offered for public
auction. Mr. Green noted that the equipment was operationally obsolete and would not be replaced.
Thereafter, the motion to adopt Resolution 2014 -14 passed unanimously.

RESOLUTION 2013 -15 — EMERGENCY INSTALLATION OF SEWER LATERAL
\i A motion was made by Councilman Bush and seconded by Vice Mayor Gebbia to adopt
Resolution 2014 -15 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, APPROVING THE EMERGENCY INSTALLATION OF A SEWER
LATERAL WITHIN THE OVERLOOK DRIVE RIGHT -OF -WAY TO CONNECT THE
COUNTRY CLUB GOLF COURSE RESTROOM TO THE MAIN SEWER LINE AND
AUTHORIZING PAYMENT TO SEACOAST UTILITY AUTHORITY IN AN AMOUNT
NOT TO EXCEED $14,000; AND PROVIDING FOR AN EFFECTIVE DATE.
Mr. Green discussed the need to install a separate lateral for the sewer line that serves the golf course
restroom facilities located behind 536 Overlook Drive. Mr. Green reviewed the cost estimate.
Thereafter, the motion to adopt Resolution 2014 -15 passed unanimously.
MAYOR AND COUNCIL MATTER/REPORTS
The status of the offer to donate a torpedo to be placed at Veterans Memorial Park was raised.
This item will be placed on the next Workshop Session agenda for Council consideration.
Vice Mayor Gebbia gave an update on Turtle Cove.
VILLAGE MANAGER MATTERS /REPORTS
Mr. Green reviewed two change orders to the contract with Green Building Construction Corp.
for Community Development Department office renovations. Mr. Green distributed a Project
Recap detailing the total estimated cost of the project at $75,000 and expenditures to date of
$59,716.62. A motion was made by Councilman Manuel, seconded by Councilman Bush, and
passed unanimously to approve and ratify the two change orders.
Mr. Green distributed the CIP Recap.
Mr. Green reminded Council of the Executive Session scheduled for March 27, 2014 to review
the status of union negotiations.
Mr. Green reported items for upcoming agendas:
Dive tower demolition contract — next Regular Session
Country Club HVAC and electrical systems — April Workshop Session
Golf Course projects — April Workshop Session
It was requested that Mr. Green provide a schedule of Budget Workshop meetings for Council
consideration. Brief discussion took place regarding whether the demolition of the dive tower
would affect the Support Our Troops 5K/1 OK Run in April.
