VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA

ROLL CALL
Mayor Manuel called the meeting to order at 7:30 p.m. All members of Council were present.
All members of staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
The invocation was given by Councilman Bush. Councilman Norris led the public in the Pledge
of Allegiance.
APPROVAL OF MINUTES
The Minutes of the Regular Session held January 23, 2014 were approved as written.
CONSENT AGENDA APPROVED
Councilman Norris moved to approve the consent agenda. Vice Mayor Aubrey seconded the
motion and all present voted aye. The following items were approved:

RESOLUTION 2014 -06 — JULY 4, 2014 FIREWORKS
A motion was made by Councilman Bush and seconded by President Pro Tem Gebbia to adopt
Resolution 2014 -06 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA ACCEPTING THE PROPOSAL SUBMITTED BY PYRO ENGINEERING, INC.
D /B /A BAY FIREWORKS FOR THE JULY 4, 2014 FIREWORKS DISPLAY AND
AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE A CONTRACT
RELATING TO SUCH SERVICES; AND PROVIDING FOR AN EFFECTIVE DATE.
Mr. Green reviewed the Request for Proposal (RFP) process and recommended Council accept
the proposal submitted by Pyro Engineering. Parks and Recreation Director Mark Hodgkins
discussed RFP's issued and received. Mr. Hodgkins reviewed the shell count distribution.
Council consensus was to increase the amount budgeted for fireworks in the next fiscal year.
Thereafter, the motion to adopt Resolution 2014 -06 passed unanimously.

RESOLUTION 2014 -07 — HERITAGE DAY AMUSEMENT RIDES
A motion was made by Councilman Norris and seconded by Vice Mayor Aubrey to adopt
Resolution 2014 -07 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA ACCEPTING THE PROPOSAL SUBMITTED BY BIG FUN, INC. FOR
THE HERITAGE DAY 2014 AMUSEMENT RIDES AND AUTHORIZING THE MAYOR
AND VILLAGE CLERK TO EXECUTE AN AGREEMENT RELATING TO SUCH
SERVICES; AND PROVIDING FOR AN EFFECTIVE DATE.
Mr. Green reviewed the Request for Proposal process and recommended Council accept the
proposal submitted by Big Fun, Inc. Discussion took place concerning contract provisions
related to inclement weather.
Thereafter, the motion to adopt Resolution 2014 -07 passed unanimously.
RESOLUTION 2014 -08 — CUSHMAN SERVICE VEHICLES DECLARED SURPLUS
A motion was made by Councilman Bush and seconded by President Pro Tern Gebbia to adopt
Resolution 2014 -08 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, DECLARING TWO CUSHMAN SERVICE VEHICLES UTILIZED BY
THE PUBLIC WORKS DEPARTMENT AS SURPLUS PROPERTY AND AUTHORIZING
THEIR DISPOSAL; AND PROVIDING FOR AN EFFECTIVE DATE.
Mr. Green requested Council declare two Cushman service vehicles as surplus property and authorize
disposal of the vehicles. Public Works Director Brian Moree reported the vehicles can't be
retrofitted and parts are not interchangeable with the other Cushman vehicles owned by the Village.
Thereafter, the motion to adopt Resolution 2014 -08 passed unanimously.
MAYOR AND COUNCIL MATTERS /REPORTS
Discussion took place regarding the issue of sober houses. Council reviewed a resolution
adopted by the City of Lake Alfred, Florida, urging the Florida League of Cities to support
legislation concerning the regulation of sober houses. Council consensus was to consider a
similar resolution at its next Regular Session.
Mayor Manuel read a letter commending exceptional service by the NPB Police Department.
President Pro Tem Gebbia gave an update on the draft Lake Worth Lagoon Management Plan
prepared by Palm Beach County Department of Environmental Resources Management and
reviewed the notification process for proposed projects.
Mayor Manuel discussed flood insurance legislation recently passed by the U.S. Senate.
Mayor Manuel announced the Recreation Department's Puppy Love event on February 15, 2014.

VILLAGE MANAGER MATTERS /REPORTS
Chief of Police Rick Jenkins presented the Police Department Annual Report for 2012 -2013.
Discussion took place concerning the MyPD app, a mobile phone app that connects users with
the local law enforcement agency.
