A Message from the Village Manager

The results of the focus groups and surveys which we recently completed provided a
few surprises and validated some things that we suspected. First, there was
overwhelming support for both Council and staff and the work that they do. In fact,
the firm conducting the analysis stated that this was the highest approval percentage
(87%) they had ever witnessed for a municipality. I know I speak for both Council and
staff in saying that we are grateful for your support and humbled by the confidence
you have demonstrated in us.
Not surprisingly, the services characterized as most important to residents included
the current five day per week trash collection and the excellent police and fire
response and protection services. All three were rated very highly by the community. Also recognized as excellent were the
parks and recreation programs, especially the ones for kids.
From a community standpoint, residents are very satisfied with the “home town feel” of their community and want that to be
preserved. Positive comments have included the fact that it is convenient to everything, has many outdoor activities, nice
streets and sidewalks with spacious yards, feels safe, great parks, and close to the water and the beach. One suggestion was
that we continue to develop more community activities like the 4th of July celebration, Heritage Day, Hot Cars & Hot Chili, and
the Veterans Day ceremony and that we continue to improve the ones we already have.
One area of concern for residents was the US1 corridor. Residents are troubled by the number of “for lease” signs all along
the highway and believe that more should be done to encourage occupancy of the office buildings. Additionally, there is a
sentiment that US1 should be made more inviting to residents, similar to the downtown Gardens concept. Further, residents
would like to see the Village do more to improve its business environment.
With respect to “big picture” issues, we learned that, above all else, the community places a high priority on its parks and wants
the Village to continue to care for and improve them. The residents also see value in the country club, but many in the
community don’t use it and, therefore, are not as invested in it as the parks. The sentiment in the community is that there
needs to be something done with the current country club facility but there is no clear-cut conclusion regarding renovation
versus demolition and rebuild. Service within the country club is a concern and many suggested that the restaurant needed to
be contracted out to a private firm. Some in the focus groups went further and suggested that the entire country club
operation, including golf, tennis, the restaurant, and pool, all be contracted out. Another interesting finding is that most
residents feel the most important aspect of the country club is not golf or tennis, but the swimming pool. They see that as a
rally point for the community and the point at which many enjoyable functions occur.
I have just scratched the surface of all the information we received from this analysis. Fortunately, you can review the results
for yourself and draw your own conclusions by going to the Village website with a link to the analysis on the home page. There
you will see the power point presentation made by Bendixen and Armandi, our consultant, along with some of the raw data
from the phone surveys. In the alternative, we will make copies of the analysis available at the Clerk’s Office and at the
Library.
The Council plans to convene a work session to discuss the results of the survey and prepare their follow-on questions for the
consultant. After that, Council and the consultant will have a “table top” work session to discuss, in more detail, the findings
and to better assess the path forward for the Village. We plan to have both of these meetings accomplished by the end of
March. This analysis is just the beginning of the work we must do to further improve our community. This spring, Council and
staff will be adjusting our strategic initiatives to align with the input you have all provided us. We intend to keep you involved
and informed about any initiatives that come from this analysis. Thank you for participating in the focus groups and survey and

AARP TAX-AIDE PROGRAM
AARP Tax-Aide volunteers will be available to help you prepare your tax return
through April 14, 2014 on Monday, Wednesday, and Friday from 9:00 a.m. to
1:00 p.m. in the Village Hall Council Chambers.
Taxpayers should bring 2014 tax forms, W-2’s, 1099’s
and other tax information along with their 2013 tax re-
turn. Taxpayers are also asked to bring proper ID. For

The North Palm Beach Police Department would like to urge residents to lock their car doors and remove all valuables from
inside of your vehicles to prevent criminals from seeing the items when scanning the inside.
Safeguard your property and prevent your items from being a criminal’s tool to commit an-
other crime.
Firearm theft is a growing issue nationwide because it is a targeted choice for thieves.
Theft is the number one source of guns to criminals. They use stolen weapons to commit
violent crimes and escape detection. It is imperative to practice responsible gun ownership
by removing all firearms from your vehicle when unattended. Secure your weapons as if
someone’s life depends on it, because someone’s life does depend on it.
It is important to remember that failure to properly secure a firearm such as leaving it in an
unlocked vehicle where a minor is likely to gain access to it is a violation of Florida State Statue 790.174.
Practice these tips:
1) Do not "advertise" that you own guns. 2) Instruct others not to discuss your guns to their friends or acquaintances.
3) Do not display your gun in plain view. 4) Do not display stickers or signs on your house or vehicle which indicate you own
guns. 5) The stickers only advertise to burglars that there are guns in the house or vehicle. 6) Keep a record of all your
firearms including serial numbers.

Mark your calendars now! The annual Heritage
Festival is right around the corner! The exciting event
will be held on Saturday, March 29 at Anchorage
Park from noon – 8:00 pm! Parade will be start at
11:00. It travels from Village Hall - north on Eastwind
Dr. to Lighthouse - Lighthouse to Anchorage -
ending at Anchorage Park.
We’re looking for parade entries: clubs, organized
groups, antique cars, floats, etc. We need bands! If
your child participates in a school band, please con-
tact your band’s director and ask them if they will
march in our parade. The Village is more than willing
to make a donation to the school band.
We are also looking for festival sponsors. If you or
your business would be interested in helping make
this festival a fun, family-friendly event, we can use
your support! There are various levels of sponsor
support.

Discounted Heritage Festival Wristbands
As in the past, you can purchase a wristband for un-
limited carnival rides at the Heritage Festival. The
wristbands are on sale at the Anchorage Park Activi-
ties Bldg from 9:00 am – 7:00 pm (M-F) beginning on
March April 17th. The price is $20.00/wristband.
Wristbands will be $25.00 at the festival.
Attention NPB ramp users and dry/wet storage
patrons:
You will not have access to your items stored in
the dry storage lots or the wet slips on Saturday,
March 29. No one will be allowed to launch boat
at the Anchorage ramp on this day. All roads in
the park will be closed for the Heritage Festival!!
Plan your schedule accordingly!
Attention residents in the Lighthouse/Acnhorage/
Eastwind Drive areas:
There will be road closures from 11:00-noon on
Saturday, March 29 for the Heritage Parade. This
will affect all roads leading to/from/through the
parade route which is Village Hall north on East-
wind Dr – Lighthouse Dr – Anchorage Dr to arrive
at Anchorage Park. All roads into the park will be
closed for the Heritage Festival!! Plan your
schedule accordingly! Should you have an emer-
gency, you will be able to get through.

Pickleball Tournament – There will be a pickleball tournament for
intermediate/advanced players on Saturday, March 1st. This will be
held at the Community Center. Registration fee is $20/person and
you will need a partner. Round robin play begins at 9:00 am. Join

Flag Football – registration begins March 1st and continues until full.
Mark your calendar. This is for youth.
Village-Wide Garage Sale – We barely get past one garage sale
and it is time to start signing up for the next! Start cleaning out the
closets and getting ready for the March 8th garage sale. This hu-
mungous sale will be held at the NPB Community Center, 1200
Prosperity Fm. Rd. from 7:30am – noon. Spaces are available for
$21.30. Reserve your space early!
Travel Trips – The North Palm Beach Recreation Dept. invites you to
join us for upcoming trips to local attractions! The Recreation Dept.
now owns a bus so we will be able to take the trips with less chance
of cancelling due to low enrollment. Sign up now for these scheduled

Miami Heat Basketball – We will take a group to Miami for the Heat
vs. Washington Wizards on Monday, March 10th. The cost is $65/
person. The bus will leave at 4:30pm and return at approx. 11:30pm.

Zumba Fitness
Zumba fitness is a Latin inspired dance fitness program. The class
introduces international music and easy to follow dance steps to indi-
viduals of all age and fitness levels. This is a great workout that is fun
and exciting! Participants enjoy a party-like atmosphere while experi-
encing an exhilarating, innovative and effective workout! Classes are
for all ages and fitness levels on Mondays from 6:30-7:30 pm. Fee:
$25/$20(RDF)/4 cls, or $8/$6(RDF) by the class.
Spring Camp – Now accepting registrations for NPB Recreation’s
Spring Camp. This camp will be held on March 17-21 from 9:00 am –
4:00 pm and will be held at the Community Center. This camp fea-
tures field trips, indoor/outdoor activity, games, and lots of fun! Reg-
istration is limited. Register early. Fee: $155/$150 (RDF)/week. For

Teen’s Summer Job Prep - This
free, informational workshop is geared
toward teens who will soon be going out
looking for a job. Local employers will
let you know what they are looking for in
you when you go to them looking for the
job. How do you dress? How do you
present yourself? What should you take
in with you? What kind of questions will
they ask? What should you never do at
a job interview. You will learn the
answers to these and many more
questions that will pertain to jobs not
only this summer, but throughout your
life! Start off on the right foot. Once you
have the job and you get your first check
– then what do you do? BB&T will also
present information regarding checking
accounts, debit cards and more! This is
very important information that you will
benefit from. There is no charge, but we
do ask that you RSVP your seat so we
are prepared for everyone. Questions

Congratulations to Chef Mingo for the winning chili at January’s
Hot Cars and Chili event held on January 26th. Mingo won the
“People’s Choice” Award with over 400 votes for the best tasting
chili! Come try some at the North Palm Beach Country Club! 2nd
place was NPB Little League, 3rd place Blue Collar Chili. The
Judge’s Choice winners were: 1st place-Pittsburgh Chili, 2nd
place—Firehouse Chili and 3rd place—NPB Country Club.
