Except for single-family and two-family dwell-
ings, prior to the issuance of any permit for
paving which is included under the provisions of
this article, a plot use plan shall be submitted to
and approved by the building official, subject to
review and approval of such other agencies as
maybe deemed advisable by the building official.
The plot plan shall be drawn to scale, including
dimensions and distances, and clearly delineate
the existing and proposed parking spaces, or
other vehicular use areas, access aisles, drive-
ways,
