04-24-2008 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA APRIL 24, 2008 Present: William Manuel, Mayor David B. Norris, Vice Mayor Darryl Aubrey, President Pro Tem Dr. Edward M. Eissey, Councilman T.R. Hernacki, P.E., Councilman Jhmny Knight, Village Manager Leonard Rubin, Village Attorney Melissa Teal, CMC, Village Clerk ROLL CALL Mayor Manuel called the meeting to order at 9:17 p.m. All members of Council were present. All members of staff were present. PUBLIC SAFETY 800 MHz RADIO SYSTEM Public Safety Director Steve Canfield distributed a handout titled Radio Issues to the Council. Village Manager Jimmy Knight reviewed issues regarding implementation ofthe 800 MHz radio system. Mr. Knight reported the total project cost is $345,621.44, which is offset by $154,000 in $12.50 funds from traffic tickets, leaving a balance of $191,621.44 to be funded from reserves or Council contingency. Additionally, Mr. Knight noted an annual fee of $13,155.12, which is due in November, and advised it would be a budgeted expenditure. Mr. Knight reported $297,141 available in Council contingency and $7,529,659 in undesignated reserve. Brief discussion ensued on spare equipment. By consensus, Council moved this item to an upcoming Regular Session agenda. COUNCIL MEETING TIME CHANGE Councilman Eissey rewmmended that Council consider moving the time for Regular Session meetings from 7:30 p.m. to 7:00 p.m. Councilman Eissey felt this would allow residents, especially those with young children, more opportunity to attend, if the meetings ended before 11:00 p.m. Discussion ensued on how the change would impact the schedule of working members, in addition to the scheduling of special meetings, such as Executive Sessions or Attorney-Client Sessions immediately prior to the Regular Session.
