Mayor Manuel called the meeting to order at 8:40 p.m. All members of Council were present. All
members of staff were present.
FIRE RESCUE VEHICLE REPLACEMENT
At this time, item 2b was moved forward on the agenda. Discussion took place concerning
waiving the purchasing policy to move forward with the purchase of a new Chevrolet Tahoe to
replace the 2002 Chevrolet Suburban identified in the Capital Improvement Plan (CIP) for
replacement in FY 2014. Fire Chief J.D. Armstrong provided details regarding the purchase and
use of CIP funds.
This item was forwarded to the next Regular Session agenda.
HEALTH INSURANCE
Shawn Fleming, Senior Benefits Consultant with the Gehring Group reviewed the new health
insurance industry fees associated with health care reform and addressed the Affordable Care Act
provision that has been delayed. Mr. Fleming explained the Village's penalty exposure and
discussed options to reduce or avoid penalties.
Mr. Fleming reviewed claims history and insurance projection. Mr. Fleming gave a cost
comparison of the schedule of benefits in the current health insurance plan. Mr. Fleming
advised that renewal of the Village's current medical plan with Cigna was initially proposed at
an increase of 16.7% (with no plan changes) and negotiated down to 12.1 % however, if the PPO
plan (Preferred Provider Option) is removed, the renewal increase would be reduced to 8.9 %.
Mr. Fleming stated that renewal of the Cigna dental insurance plan would be provided at an 8%
increase. Mr. Fleming advised that the Gehring Group recommended renewal with no changes
to the HMO plan and elimination of the PPO plan, which currently has four employees enrolled.
Discussion ensued on the HMO and PPO plans, as well as employer /employee premium costs.
Council consensus was to renew the Village's health and dental insurance with Cigna.
