YOUR INPUT IS IMPORTANT TO THE COUNCIL; LET YOUR VOICE BE HEARD:
A critical strategic objective that Council and staff will be working on for
the next several months will be the placement and execution of a contract to conduct
an assessment of what our residents consider to be important initiatives that the
Village should accomplish over the next few years. This assessment will also gauge
our resident’s level of satisfaction with the services provided by the Village. The
input we receive will help Council and staff determine what services should be
enhanced, scrapped, or left the same and will also give us an idea of what large
dollar projects would be most beneficial to the Community. To accurately deter-
mine the priorities of our residents, we will conduct a statistically based market analysis which will include a combination of
focus groups and surveys. If you are asked to participate in one of these venues, we encourage you to do so. It will be your
opportunity to “weigh in” and help chart the future course of the Village.
Our plan is to hire an experienced independent consultant/facilitator this summer. The project itself will not start
until October when all of our seasonal residents are back for the fall and winter months. We anticipate that Council will be
receiving results in March/April next year in the form of both a written report and presentations. We will provide
information regarding those results on the web site and as a part of this newsletter. This is an exciting time in the Village. We
have a number of important initiatives to consider and your input will be very important to us.
IMPORTANT INFORMATION
The North Palm Beach Police Department
would like to inform the public about a
scam that is targeting Northern Palm
Beach County involving residents in the
community. The scammers are targeting locals by
approaching them while they are doing yard work, taking
out the trash or gathering their mail. The person will then
plead that their personal vehicle or their elderly mother’s
vehicle broke down or ran out of gas in a nearby
intersection. The scammer will appear distraught and
appreciative of any assistance you can provide. Victims
have reported that the scammer on occasion knows
personal information about local residents and describes
things to people to dispel their alarm and suspicion. They
have acted as if they were the son of a neighbor and gave
details about the neighbor to confirm their story. The
entire time the focus is to get cash from the victim and
move to the next target. Remember: Do not get caught in
the moment and give money to someone you do not know
without first confirming the source. If you feel like
something is not right, it normally is not. Just like
“Nothing is free”, "You just don't win a million dollars"
the average person does not ask someone they do not know
to “help their mother or neighbor” with car problems.
If you observe suspicious activity or encounter a situation
similar to this contact the Police Department immediately
at 561-848-2525.
A Message From The Village Manager: Ed Green
YOUR SAFETY IS OUR MAIN
PRIORITY!
The North Palm Beach Police Department
is concerned with the well-being of the
citizens in our community. This is why
you will notice police officers out in force over the
holiday weekends to ensure a safe celebration for all to
enjoy. Remember that Gunfire is Dangerous and Illegal.
Do not fire a gun in celebration. Numerous people are
injured or killed each year due to “celebratory gunfire”.
Help us to keep you, your family and your neighborhood
safe by making good decisions when it comes to safety.
Reports of gunfire are taken seriously and officers will
respond appropriately. While our intention is not to
dampen the spirit of celebration, anyone engaged in the
illegal discharge of a firearm will be arrested. Please
help us in protecting our community. If you know of
someone that engages in firing a gun as a means of
celebrating on holidays, please call us ahead of time to
report this information. If you hear or observe
violations, report them immediately. You can report
illegal gunfire and remain anonymous. Do not spend the
rest of your holiday behind bars
because of a reckless and dangerous act. Our goal is for
everyone to enjoy a safe and happy holiday in North
Palm Beach.

The Village Council made annual appointments to Village Boards at its April 25
meeting. Village Boards are an integral part of citizen participation in our government and an
important asset to the Village for proper growth and development and the
long-term stability of our community. Our volunteers provide vital input in the
decision-making process regarding present and future activities, programs, and
policies. Many thanks to all who have come forward and volunteered their time and talent to
serve our community! North Palm Beach is truly fortunate in having a wealth of well quali-
fied, civic-minded residents. If you have applied for a board and have not been appointed,
please apply again in the future, and remember – all board meetings are open to the public, you
do not have to be a member to attend. The following persons were appointed for terms of 1, 2,
or 3 years:
Heritage Parade and Festival
Karen Marcus served as the Grand Marshall of this year’s
Heritage Parade. During the Festival, the Village Council
presented Karen with a Key to the Village in recognition of her 28 years
of steadfast service as Palm Beach County Commissioner from
1984 – 2012. During her tenure representing District 1 on the County
Commission, Karen was instrumental in obtaining funding for the sports
fields complex at the North Palm Beach Community Center, and the
beautification of Prosperity Farms Road and Northlake Boulevard,
among many other accomplishments. A Cathedral Oak Tree has been
planted in Anchorage Park in her honor. Thank you, Karen, for many
years of service to the citizens of North Palm Beach!

What is the National Flood Insurance Program (NFIP)? The NFIP is a Federal program enabling property owners in
participating communities to purchase insurance protection against losses from flooding. This insurance is designed to
provide an insurance alternative to disaster assistance to meet the escalating costs of repairing damage to buildings and their
contents cause by floods. Participation in the NFIP is based on an agreement between local communities and the Federal
Government that states if a community will adopt and enforce a floodplain management ordinance to reduce future flood
risks to new construction in Special Flood Hazard Areas, the Federal Government will make flood insurance available
within the community as a financial protection against flood losses. The Village of North Palm Beach participates in the
National Flood Insurance Program (NFIP), which makes federally backed flood insurance available for all eligible
buildings, whether they are in a floodplain or not.
What Flood Zone Is My Property In? The Village Library and Community Development Department maintains a complete
section that has information covering all areas of flood protection, building construction and flood insurance. Flood zone
maps are available for inspection also. If you need to know what flood zone your home is in or obtain a copy of an elevation
certificate (If on file), please call the Community Development Department, Village Planner at 561-882-1156,
Email: jnentwick@village-npb.org or go to www.floodsmart.gov
What Should I Know When Preparing My House For Hurricane Season? The Village Council passed an Ordinance in 2009
which includes an amendment to section 14 - 31, limiting the amount of yard waste the Village will remove from a
residential property on any scheduled yard waste collection day. Branches, tree limbs, shrub clippings, and palm fronds
shall be limited to one pile not exceeding 8 cubic yards, measuring approximately 4 feet wide by 15 feet long by 4 feet
tall. If yard waste placed for collection exceeds the allowable limit, property owners shall be required to pay the costs
associated with removal. Remember, any person, group of persons, corporation or other entity paid a fee to perform tree
trimming or landscape maintenance shall be required to remove all yard waste generated by such activities . To learn more
about the Village Code of Ordinances please visit
www.village-npb.org or call 561-691-3440
No property owner shall generate yard waste for collection once any portion of the Village has been placed
under a hurricane or tropical storm watch or warning by the National Oceanic and Atmospheric
Association (NOAA)

ENJOYING FIREWORKS SAFELY
Everyone enjoys watching fireworks on the 4th of
July, but fireworks can be dangerous. The U.S.
Consumer Product Safety Commission reported that
6,500 people were treated in emergency rooms
across the country due to injuries caused by
fireworks during the Fourth of July holiday
weekend, according to the latest data. There were
10,800 firework-related injuries for the entire year,
an increase of 1,400 injuries. North Palm Beach Fire
Rescue urges you to use care with
fireworks and follow these important safety tips:
♦ Only use fireworks outdoors.
♦ Read and follow all instructions on fireworks.
♦ Obey all local laws when using fireworks.
♦ Children should be under close supervision when
fireworks are being used.
♦ Only adults should ignite the fireworks.
♦ Always have a bucket of water or sand nearby.
♦ Alcohol and fireworks do not mix.
♦ Never try to reignite used or faulty fireworks.
Enjoy Independence Day celebrations by using
fireworks safely or consider a safer option: enjoy
public displays of fireworks conducted by trained
professionals.
