Mayor Manuel called the meeting to order at 8:50 p.m. All members of Council were present.
All members of staff were present.
The purpose of the Special Session was to consider the Compensation Study performed by
Evergreen Solutions, LLC.
Mr. Green introduced Brian Wolfe, Manager, Evergreen Solutions, LLC, who presented the
findings, results, and recommendations included in the report.
Mr. Wolfe described the major tasks involved in the study: gaining an understanding of the
current environment and compensation structure; conducting a market salary survey, including
the collection of benchmark job classifications and data collected from market peers; updating
compensation structures based on market analysis findings, and providing recommendations for
how changes should be implemented and the fiscal impact of the changes
Mr. Wolfe noted the current range spread (difference between minimum and maximum of pay grade)
varies from 36% to 60% in width. Mr. Wolfe recommended a consistent range spread of 60 %.
Council consensus was in favor of a 60% range spread.
Mr. Wolfe compared the average tenure of public sector employees to that of Village employees
(7 vs. 7.3 years) and discussed where most Village employees are in their pay range.
Mr. Wolfe discussed the group of competing organizations within our geographic region that
were used for market comparisons. Discussion ensued on the use of private sector salary data.
Mr. Wolfe advised that private sector companies were identified and contacted, but declined to
share their proprietary salary information; therefore, aggregated, secondary data from the
Economic Research Institute was utilized for private sector comparisons. Mr. Wolfe explained
the Village's salary ranges were compared to the median (50th percentile) of the group, and noted
the recommendation is not based on Village leading the group in compensation.
Mr. Wolfe reviewed ten job classifications that were greater than 10% below market, some of which
are key leadership positions in the management team. Mr. Wolfe clarified that this reflects pay
(� ranges not salaries. Discussion ensued regarding a comparison of management pay ranges between
\ the Village and other groups in terms of amount of responsibility (number of employees supervised
and departmental budget) of the positions. Mr. Wolfe stated this is not reflected in the data, as his
report is a compensation study not a classification study.

Mr. Wolfe addressed benefits are part of the overall compensation package and noted the market
range for benefits as a percentage of compensation is 28% — 35 %, with the Village at 33 %.
Discussion took place concerning employee turnover. It was requested that staff provide
information on employee turnover by department over the last three years.
Mr. Wolfe made these recommendations:
• pay plan adjustment of 8.5%
(7% market differential at mid -point of the ranges, plus 1.5% cost -of- living)
• consistent range spread of 60%
• re- establishing consistent range of progression (distance from one pay grade to the next)
• re- numbering of the pay structure
(100 series = general employees; 200 series =1AFF; 300 series = PBA)
Mr. Wolfe discussed pros and cons of various implementation options. Discussion was held
regarding conducting salary surveys more frequently. Mr. Wolfe noted the opportunity to participate
in the annual PEPIE salary survey, in order to determine market competitiveness. It was requested
that staff obtain the most recent Florida League of Cities salary survey.
