02-28-2008 VC WS-Mu MINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORH)A FEBRUARY 28, 2008 Present: Dr. Edwazd M. Eissey, Mayor William Manuel, Vice Mayor David B. Norris, President Pro Tem Darryl Aubrey, Councilman T.R. Hemacki, P.E., Councilman Jimmy Knight, Village Manager Leonard Rubin, Village Attorney Melissa Teal, CMC, Village Clerk ROLL CALL Mayor Eissey called the meeting to order at 8:30 p.m. All members of Council were present. All members of staff were present. MEDICAL INSURANCE OPT-OUT POLICY Discussion was held concerning proposed Administrative Policy #08-002, "Medical Insurance Opt-Out Policy" allowing eligible employees with alternate insurance to receive "opt-out" monies for waiving medical insurance with the Village • Mr. Knight advised that the Village currently provides medical insurance to all full-time employees as a benefit of employment. Mr. Knight reviewed a proposed policy allowing employees with alternate insurance to waive coverage with the Village. Mr. Knight discussed providing a monetary incentive of $85 per month (payable bi-weekly through the normal payroll process) to those employees providing proof of coverage. Although staff estimates less than 10% of Village employees would qualify, adoption of the policy would result in estimated savings of $32,000.00 (after incentive payments) per year. Discussion took place on the ability of employees to re-acquire coverage, due to a change in circumstances, and what wnstitutes a "qualifying event." Human Resources Director Mary Kay McGann gave examples of a "qualifying event" such as birth of a child, divorce, death in the family, loss of employment, or loss of spouse's employment. Discussion ensued on the requirement to provide proof of coverage on an annual basis and the possibility that an employee may lose or drop coverage during the year. It was suggested that staff consider reviewing proof of coverage more often, in order to ensure that all employees have medical insurance coverage. This item was moved forward to the 3/27/08 Regulaz Session agenda.
