A Message from the Village Manager

No doubt you have noticed all the activity going on at the site of our former
North Palm Beach Elementary School! For the next two years the kids are all
being bused to the Dwight D. Eisenhower campus to continue their studies
while a brand new school is being prepared for them. The Village and School
District went through a very detailed planning, vetting, and approval process
including the passing of the comprehensive plan amendment on June 28th,
2012, for the construction of the new school. The School Board of Palm
Beach County issued a demolition permit on November 20th, 2012 and work
began immediately to demolish most of the existing structures. That
demolition work will be completed in late spring. Bids for construction of the new school were opened and
construction of the new facilities will begin this summer. The first phase of construction will include placement of
utilities and other infrastructure on the site in preparation for laying of the foundation for the new facility. From there,
the project will progress to actual construction of the facility and improvements to the grounds. The new school will
be ready for student occupancy by August 18th, 2014. For more information regarding construction progress, please

Another project that the Village will construct in the school/municipal campus is the placement of a Veterans
Memorial to be located just north of the Library. We are currently finalizing design and will begin construction in late
spring once our partial grant funding is in place for the project. The memorial is scheduled to be completed early
this fall and our plans are to host this year’s Veterans Day program there.
These projects will be a tremendous asset to our community and will greatly enhance the school and municipal
campus that has been a focal point of Village activities for decades.
VOLUNTEER OPPORTUNITIES – VILLAGE BOARDS
Village Boards serve our community by advising the Council on issues and activities of the Village. Village
Boards include Audit Committee, Business Advisory Board, Construction Board, Golf Advisory Board, Library
Advisory Board, Planning Commission, Recreation Advisory Board, Waterways Board, and Zoning Board of
Adjustment. Annual appointments will be made in April. The Village Council may appoint new members or
re-appoint incumbents, at it’s discretion. Additional information about the duties and responsibilities of the
various boards is available online at www.village-npb.org under Boards and Committees or through the Clerk’s
office at 841-3355. Appointees serve for a period of 1 - 3 years, depending upon the Board.

AARP Tax-Aide volunteers are available to help you
prepare your tax return now through April 16th on
Monday, Wednesday, and Friday from 9:00 a.m. to 1:00
p.m. in the Village Hall Council Chambers.
Taxpayers should bring 2011 tax forms, W-2’s, 1099’s
and other tax information along with their 2010 tax
return. Taxpayers are also asked to bring proper ID.

The NPB Police Department would like to invite parents of
children ages birth - six years old to attend a child safety program.
The event will be held at the Police Department located at 560 US
Highway 1 on April 22nd, 2013 at 6:00 p.m. This program will
address home safety, babysitting, caregiver fatigue, and resources
available to parents. Children are welcome to attend with their parents
to be fingerprinted and photographed as well as enjoy refreshments. Contact

Business Advisory Board
The Village Council has established a Business Advisory Board of local
business owners to provide recommendations to the Village Council on
matters affecting businesses located within the Village and to act as a
liaison between the Village and our local business partners. Please come
out and meet our board members and support your local businesses. The
Board meets the last Monday of each month in the Council Chambers at 6:30 PM. The meetings are
open to the public.
Matching Grants Are Available for Small Business “Curbside Appeal”
$7,500 Matching Grants Are Available for Small Business “Curbside Appeal” recently increased from
$5,000.In June 2010, the Village Council approved a Small Business Grant program designed to assist
the rehabilitation and viability of small businesses within the Village.
“The goal would be to enhance the aesthetics of our commercial corridors while fostering a collaborative
partnership with our business community. ”After reviewing the program, the Village Council has
expanded guidelines increasing the matching grant of up to $7,500 and eliminating the 20% percent limit
for exterior painting. Businesses are required to match each dollar of grant funds with one dollar from

Mark your calendars now! The annual Heritage
Festival is right around the corner! The exciting event
will be held on Saturday, April 27th at Anchorage
Park from noon – 8:00 pm!
We are also looking for festival sponsors. If you or
your business would be interested in helping make
this festival a fun, family-friendly event, we can use
your support! There are various levels of sponsor
support.

We’re also looking for parade entries: clubs,
organized groups, antique cars, floats, etc. We need
bands! If your child participates in a school band,
please contact your band’s director and ask them if
they will march in our parade. The Village is more
than willing to make a donation to the school band.
The parade will be Saturday morning starting at
11:00. It travels from Village Hall north on Eastwind
Dr – Lighthouse Dr – Anchorage Dr. to arrive at
Anchorage Park. The route is 1 mile long and you
can observe it from any point in the route.
At the Festival enjoy entertainment, music, dancing,
food, rides, games and more! Something for
everyone! You will be allowed to park in the swales of
the streets adjacent to Anchorage Park. Various
musical groups will perform all day long on the main
stage featuring Eclipse from noon – 3:00 followed by
the School of Rock who will be jamming from
3:30 - 7:00pm. The day is packed with action,
energy, activity, dancing, food, rides, games and
more! Something for everyone! We’ll be looking for
you!
NPB Yacht Club Hosts "Bicycle Brigade" for Heritage Day
Once again the North Palm Beach Yacht Club will give away $250 in prizes for the three best decorated bicycles
parading with the Club on Heritage Day.
The Club invites all children 12 and under who live or go to school in the Village to decorate their bicycles and join
the Yacht Club members as they parade from the kick-off point all the way to Anchorage Park where prizes will be
awarded. The winner will receive a check for $125; second place will go home with $75; and third place will get
$50. The first-place winner will also be invited to a Yacht Club dinner meeting with his or her parents where a
trophy will be presented.
If you will be 12 or under on Heritage Day, April 27th, 2013, now is the time to start thinking about your decorations
and costume. Imagination is the key!
Discounted Heritage Festival Wristbands
As in the past, you can purchase a wristband for
unlimited carnival rides at the Heritage Festival. The
wristbands are on sale at the Anchorage Park
Activities Building from 9:00 am – 7:00 pm (M-F)
beginning on April 15th. The price is $20.00/wristband.
Wristbands will be $25.00 at the festival.
Attention NPB ramp users and dry/wet storage
patrons:
You will NOT have access to your items stored in
the dry storage lots or the wet slips on Saturday,
April 27th 2013. No one will be allowed to launch
boat at the Anchorage ramp on this day. All
roads in the park will be closed for the Heritage
Festival!! Plan your schedule accordingly!
Attention residents in the Lighthouse/Acnhorage/
Eastwind Drive areas:
There will be road closures from 11am-noon on
Sat., April 27th for the Heritage Parade. This will
affect all roads leading to/from/through the
parade route which is Village Hall north on
Eastwind DR – Lighthouse DR – Anchorage DR to
arrive at Anchorage Park. All roads into the park
will be closed for the Heritage Festival!! Plan
your schedule accordingly! Should you have an
emergency, you will be able to get through.

Summer Camp Registration
Online registration for the NPB Summer Camp programs will begin April 1st.
NPB Residents can register starting April 1st and non-residents can begin
registering April 8th. Visit www.village-npb.org (dept-parks & rec-activity registration) to register online. Camp will be
held at the NPB Community Center. Summer Rec Camp begins June 10th and runs for 8 weeks. This camp for
youth 7 - 12 years of age, is registered in 1-week time blocks, and runs from 8am - 5pm (except for Fridays when
parents will be notified of later pick up times.) The fee is $180/$175(RDF)/wk. Multiple session discounts
applicable upon registration. A cancellation fee of $25/session will apply.
This program has limited enrollment. Do not procrastinate in registering, as it will fill.

Summer Adventure Camp
Back by popular demand is the Summer Adventure Camp
for teens 13 - 15 yrs. This camp begins June 10th and
runs for 8 weeks. It registers in 1- week time blocks, and
runs from 8am - 5pm discounts applicable upon registra-
tion. A cancellation fee of $25/session will apply. Regis-
tration begins online April 1st for NPB Residents and April
8th for non-residents. Adventure Camp gears trips specif-
ically to the interests of the registered kids. They will also
enjoy some of their old favorites; big Friday trips, NPB
Pool, etc. However, Adventure Camp will give the teens
their own identity for a more fulfilling summer experience.
Special only for the Adventure Campers is Mystery Trip
Tuesdays! Adventure Campers will be given general
information and what they need to bring, but they will
have to guess where they will actually go that day! Be
prepared for surprises! They will also experience
indoor/outdoor games, magicians, local wildlife groups,
entertainers, and sport/game competitions against local
camps to promote teamwork and sportsmanship.

Fishing Camp
Building Up Sports Academy returns with 2 sections
of the popular Fishing Camp. This program is held
at Anchorage Park, for youth 6 - 13 yrs of age and
runs from 9am – 12pm. Session #1 June 24- 28,
Session #2 July 22 - 26. Fee: $110/$105
(RDF)/SSN. Register online beginning April 1st.
Flag Football – limited space remains. Call Mary
at 561-841-3389 (after 2:00 pm) to determine
availability. Age Groups: 5-6, 7-8, 9-11, 12-14.
Drafts held for youth participating in 9-14 yearr age
groups.
Summer Basketball: Join us for another great
season of our Co-ed Summer Basketball
League. Register online or in person April 1st – May
5th. Age Groups: 11 - 14 and 15 – 17 (age as of
June 1, 2013). Season runs June – August.
Participants will get at least 1 game and 1 practice
per week. Weekday games held in the evenings
after 5:30 pm. Early registration fee: April 1st – May
5th $55/R $65/NR After May 5 fees increase to $65/

Tennis for Everyone!
We’re your site day or night. We offer a wide range
of activities - all ages and abilities – and everyone is
welcome. Let us assist you in meeting your leisure
needs and fitness goals through tennis. Give us a

adults there are private lessons and group clinics
offered during the day and early evening hours.
There’s always something happening seven days a
week. You’re invited to receive lots of instruction, get
some exercise, and have loads of fun. It’s that time
of year… the PBCWTA women’s teams are forming
and organizing this month.
Call us if you’re interested in a clinic once a week
and a match versus an opposing club each week.
This is a great way to have some competitive tennis
