02-14-2008 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA FEBRUARY 14, 2008 Present: Dr. Edwazd M. Eissey, Mayor William Manuel, Vice Mayor David B. Norris, President Pm Tem Dazryl Aubrey, Councilman T.R. Hernacki, P.E., Councilman Jimmy Knight, Village Manager Leonard Rubin, Village Attorney Melissa Teal, CMC, Village Clerk • • ROLL CALL Mayor Eissey called the meeting to order at 8:19 p.m. All members of Council were present. All members ofstaffwere present. DEVELOPER IMPACT FEES Discussion was held concerning implementing a traditional developer impact fee or amending the Code of Ordinances to expand the permitted use of funds received in lieu of land dedication. Mr. Knight reviewed two options regazding impact fees: conduct a traditional impact fee study, or revise the platting ordinance and develop a Master Fees Schedule. Discussion ensued on amending the Code of Ordinances to allow cash contributions to be used for public purposes other than only For pazks and recreational purposes. Discussion took place regazding property development or redevelopment that may not be subject to platting requirements, but may impact services beyond pazks and recreation. Discussion ensued on the interpretation of "public facilities." It was clazified that the intent is that funds would be used for structures or infrastructure. Council consensus was to address both the use of funds and the issue of platting. This item will come back to a future Workshop agenda. SUMMER GOLF MEMBERSHIPS Golf Director Mike Gray explained the concept of summer golf memberships and recommended $700 for afive-month membership for both residents and non-residents. Discussion ensued on the cost of summer memberships and the advantages of membership. The Council was in favor of summer memberships and agreed a membership cap is needed. This item was moved forward to the 2/28/08 Regulaz Session agenda.
