Mayor Norris called the meeting to order at 7:54 p.m. All members of Council were present. All
members of staff were present.
THE BENJAMIN SCHOOL LAND USE AMENDMENT AND REZONING TO PUD
Discussion took place concerning an application by The Benjamin School for a site-specific
large-scale comprehensive plan amendment (12-1) and rezoning to a Planned Unit Development
(PUD) with underlying C-1 Commercial zoning district.
Ken Tuma, Urban Design Kilday Studios, agent for The Benjamin School gave a presentation
on the comprehensive plan amendment, and rezoning to PUD, which will include waivers and
site plan approval to construct a 10,000 square foot maintenance building.
Rob Rennebaum, Simmons and White, reviewed the traffic management plan.
Discussion ensued regarding staff parking along McLaren Road, onsite-parking areas, traffic
circulation during peak hours, site plan revisions including the maintenance building, sidewalk
location, and proposed gates on Carolinda Drive, police/fire access to Carolinda Drive, PUD
waivers and conditions, and requirements for future redevelopment of the property.
Mr. Rubin confirmed the PUD provides for use of the property as a school; therefore, any
change in land use would require approval by the Village Council. Regarding parking and
traffic issues, Mr. Rubin suggested the ordinance could provide for either a specified review
period or a review period triggered by an increase in students above a designated number.
It was requested that Mr. Tuma meet again with residents at Royale Harbour Condominium in
an effort to reach agreement regarding parking and traffic issues. Mr. Tuma agreed to meet with
the Royale Harbour residents as well as representatives from Old Port Cove prior to first reading
of the proposed ordinances.
