Sec. 17-73. Organization.
At the first organizational meeting of the board,
the members shall elect a chairman and vice
chairman from among the regular members. Sub-
sequent to the initial organization meeting, the
board shall appoint a chairman and vice chair-
man from among its members at the first regular
meeting in May of each year.

Sec. 17-74. Mission; duties.
(a) Mission. The board shall serve in an advi-
sory capacity to the village council, and its mis-
sion shall be to promote business development
and to support and sustain existing businesses
within the village by identifying business oppor-
tunities and acting as a liaison between the
owners of businesses within the village and the
village council.
(b) Duties. The board's duties shall consist of
the following:

lishment of, village policies and proce-
dures impacting the business community;
(2) Review and recommend appropriate com-
munication strategies to disseminate vil-
