III A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
NORTH PALM BEACH, FLORIDA, ADOPTING UPDATED RULES AND
REGULATIONS FOR THE OPERATION OF THE NORTH PALM BEACH
COUNTRY CLUB; PROVIDING FOR CONFLICTS; AND PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, through the adoption of Ordinance No. 2007-20, the Village Council created the
Golf Advisory Board as a purely advisory body with no final authority with respect to Country
Club operations; and
WHEREAS, notwithstanding the foregoing, the Country Club Rules and Regulations granted the
Golf Advisory Board final authority with respect to certain operational matters, such as
membership cancellations; and
WHEREAS, the Village Council wishes to revise and update the Rules and Regulations to vest
all final authority regarding Country Club operations in Village Administration and to reflect the
current practices and procedures for all aspects of Country Club operations, including gold
tennis and the swimming pool; and
WHEREAS, the Village Council determines that the adoption of updated Rules and Regulations
for the North Palm Beach Country Club is in the best interests of the residents and citizens of the
Village of North Palm Beach.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA as follows:
Section 1. The foregoing recitals are hereby ratified and are incorporated herein.
Section 2. The Village Council hereby adopts updated Rules and Regulations for the North
Palm Beach County Club as set forth in Exhibit "A" attached hereto and incorporated herein.
Section 3. All resolutions or parts of resolutions in conflict with this Resolution are hereby
repealed to the extent of such conflict.
Section 4. This Resolution shall take effect immediately upon adoption.

INTRODUCTION
Welcome to the North Palm Beach Country Club. We value your patronage
and ask that you take a few minutes to read through this booklet and thoroughly
familiarize yourself with the Rules and Regulations of the Club.
The North Palm Beach Country Club is a Village owned and operated rec-
reational facility consisting of an 18-hole, Jack Nicklaus "Signature"
Course. North Palm Beach Country Club represents only the second
municipal golf course designed by Nicklaus. The Renovation began in
April 2006 and was completed in November 2006. This included a
new irrigation system, total re-grassing of all the playing surfaces,
new greens construction, improved fairway surface drainage, and redesign
work from the Nicklaus Design team. The Golf facility includes a driving
range, putting green, short game green, members-only short game area, golf
shop, and well-appointed locker room facilities. In addition, we offer ten-
lighted Har-Tru tennis courts, as well as an exquisite dining room and
lounge overlooking both the Olympic size pool and golf course. North
Palm Beach Country Club is Ranked #1 Municipal Golf Course in
Florida and Ranked#27 in America by Golfweek Magazine.
The Village of North Palm Beach celebrated its 50th anniversary in 2006.
The property containing the Country Club and the golf course, were
purchased in 1961 through a bond issue approved by a Village-wide referendum.
These bonds were retired in 1987-88. The Clubhouse and pool were originally
constructed in 1962 and opened for operation in 1963. The golf course was
originally designed in 1927 as a private club for the affluent golfer of that
era. It was called The Palm Beach Winter Club and was designed by Seth
Raynor. The Golf Club celebrates its 5& anniversary in 2013.
We sincerely hope that either as a Village resident, Country Club member,
or guest you will enjoy this marvelous facility and comply with the Rules &
Regulations of the Club.
The facilities are under the direction of the Village Council, Country Club
Advisory Board, Village Manager and Club Directors. The Village Manager
and Club Directors exercise supervision and control of the North Palm
Beach Country Club facilities, including the daily operations and other Club
activities. The Golf Advisory Board consists of seven (7) volunteer members.
The Golf Advisory Board meets on the second Monday of each month in the
Village Managers Conference Room at the Village Hall. All meetings are
open to the public.

ANNUAL MEMBERSHIPS
Memberships are available to both residents and non-residents. At the time an
application for membership is submitted one must furnish proof/documentation
of residency within the Village of North Palm Beach in order to receive a
"resident" rate.
A resident is:
1 A person who resides and pays taxes in the Village of North
Palm Beach, either full or part-time resident. Proof of ownership
is a deed or tax bill.
2. A person who rents residential property within the corporate
limits of the Village of North Palm Beach on a full-time basis
and who is able to produce proof of such full-time residency.
A twelve-month lease agreement may be used as proof of
residency.
All membershi s must be paid in full at the time an aDDlication is
submit Renewing members may pay their dues in full or make installment
payments based on the following allocation: October 42%, January 29%
and March 29%.There will be an Administration fee for installment
payments. All members are required to have a valid credit card number on
file.
Resident or non-resident status is set at the time the contract is signed and
cannot be changed during the contract year, regardless of address change.
It is the responsibility of each applicant to read, understand, and comply
with the Rules and Regulations of the North Palm Beach Country Club.
All players requesting a discounted "resident rate" must present a valid North
Palm Beach resident card at time of play. Resident cards may be purchased
at the Golf Shop with proof of residency as outlined above.

MEMBERSHIP CLASSIFICATIONS
We offer the following four (4) membership classifications:
FAMILY - Consisting of husband and wife and all children, 18 years of age or
younger, or a matriculating undergraduate (college) student, with a maximum
age not exceeding 23 years.
SINGLE - Adult male or female, over the age of 18.
NORTH PALM BEACH BUSINESS/PROPERTY OWNERS MEMBERSHIP-
Open to North Palm Beach Business Owners who reside outside of the Village.
CORPORATE MEMBERSHIPS - North Palm Beach Country Club offers
three different levels of membership for corporations. Please contact the
membership office for further details.
JUNIOR GOLF PASS
The Junior Golf Pass is offered to youth between the ages of 8 and 18. Juniors
between the ages of 8 and 12 years of age must be accompanied by an adult 18
years of age or older.
• During the "Shoulder" Season and "High" Season (October - April),
the Junior Golf Pass holder may utilize the 7-day advance reservation
system to make tee times after 2:00 p.m.
• During the summer season, May - September, Junior Golf Pass holders may
make tee times 7 days in advance, after 11:00 a.m.
• Junior pass holders must be approved by the Director of Golf to play prior
to 2:00 p.m. Approval is determined by one's skill level, golf experience,
knowledge of rules, understanding and display of proper golf etiquette, and
the Junior's age.
• Juniors who are pass holders under a "Family Membership" may play
before 2:00 p.m. any day of the week as long as they play with their adult
parent or member.
• Only Juniors who are playing under the "Family Membership" are permitted
to use a golf cart, but must be at least 16 years of age with a valid drivers
license.
• The accounts and billing of Junior Golf pass holders will be subject to the
same rules and regulations as annual members.
MEMBERSHIP ACCOUNTS AND BILLING
Members are allowed to charge fees and purchases on their Country Club
account if a credit card has been supplied to secure the account. Members with-
out a credit card for security do not have Club charging privileges. The Country
Club office sends out monthly statements of charges on members' accounts, from
the first to the end of each month. Monthly statements reflect the billing date, as

well as the date when payments are due. Payments may be made by cash, check,
or credit card. A monthly 1.5% late payment fee with an annual percentage
rate of 18%, will be charged if total amount due is not paid by due date.
Any member(s) whose account(s) become delinquent (60 days and over) shall
have charges applied to credit card on file and the account will be paid in full.
All delinquent accounts must be satisfied before purchasing a membership
renewal.
MEMBERSHIP CANCELLATION POLICY
All requests for cancellation of a membership must be submitted in writing to
the Director of Golf. Requests for cancellation will be reviewed by the Director
of Golf and Village Manager and a decision letter will be mailed to the
requester. If you anticipate any upcoming medical condition or treatment that
would prevent you from using your membership for a limited time, please be
aware that a teml)orary medical condition is not grounds for cancellation. All
cancellations resulting in refunds will be based on the reverse of the installment
schedule and will be determined by the date of notification with proper
documentation. A written letter from a doctor or physician stating the reason
for cancellation is due to "permanent disability" must accompany all requests
for cancellation. A disagreement with the rules and regulations is not an acceptable
reason for cancellation. The following are acceptable reasons for cancellation:
Death
Loss of Limb
Loss of Vision
Permanent Disability
Memberships are not transferable
RULE ENFORCEMENT
The Rules and Regulations will be enforced by the rangers and designated
Country Club staff. Infractions will be documented. Rangers and Country Club
Staff may request customers to leave the Club due to rule infractions or inap-
propriate use of the facility.
Serious violations may result in immediate removal from the Country Club
premises. At the discretion of the Director of Golf, customers commit-
ting infractions of club rules will receive a letter of warning for the first
offense. A second infraction may result in the suspension of all L
playing privileges at the recommendation of the Director and approval
of the Village Council. A third infraction may result in suspension or
denial of membership, depending upon the severity of the infraction.

RULES AND REGULATIONS
I. GENERAL RULES
a. All players must register by paying their fees and obtain a receipt
in the Golf Shop.
b. North Palm Beach Resident greens fee players must provide Resident card.
c. All players must adhere to restrictions regarding tee time availability and
must abide by all rules of the golf course.
d. Handicap flags will be distributed by the Golf Shop or outside service staff.
A state issued handicap sticker is the only valid form of ID that will allow
you to receive a handicap flag.
e Each player must have his/her own bag or carry his/her own clubs. Two or
more players may not play from the same bag.
f. All players must wear proper golf attire on the course. #1. MEN: Collared
Shirts or Mock Turtlenecks Must Be Worn and tucked in at all times.
2. WOMEN Sleeveless shirts with a collar or collarless golf shirts with
sleeves are acceptable. Cut offs, running-shorts, denim, swimsuits and/or
bathing trunks are strictly prohibited. No tank tops, tee shirts, halters or
midriff Tops.
Metalspikes are prohibited. Tennis or approved golf shoes with or without
rubber (soft) spikes are acceptable. Bare feet are not permitted on the golf
course.
g. Players shall leave each green promptly when play is completed. Putting
practice is not allowed on the course greens; a putting green is located near
the first tee and a pitching green is located on the west side of the Clubhouse.
h. No mulligans permitted.
i. Play will not be permitted at any time when the golf facility is closed.
Unscheduled closings due to inclement weather, regrassings, and use of
electric carts will be at the discretion of the Golf Course Superintendent
and/or Golf Professionals.
j. Any certified PGA member, LPGA member, or GCSAA member may be
provided a complimentary round at the Director of Golf's discretion, a golf
cart fee will be charged and proper credentials are required.

k. Lockers and bag storage are available to members first and any spaces left
will be offered to the general public on a space availability basis.
1. Use or possession of coolers on the golf course by customers is strictly
prohibited unless for medical purposes.
m. Lightning Siren — When Playing conditions are not safe the lightning siren
will have one (1) long blast. At this time all golfers MUST evacuate the
course and practice areas. Players can resume play or practice after the
lightning siren sends three (3) blasts.
n. When the lightning siren sounds red alert, all practice areas will be closed.
This includes the driving range and short game areas.
o. Junior Golfers, players between the ages of 8 and 18, can walk in the seasonal
months (October- April) after 2:00 p.m. During the summer months (May
- September) they can walk after 11:00 a.m. All juniors may play before
these times if riding in a cart with a playing adult who is riding at the dis-
cretion of the Director of Golf.
II. GOLF COURSE ETIQUETTE
a. Under USGA Rule 6-7, any time there is one clear hole ahead; players
must close the gap through faster play, or pick up their ball and move
forward to proper position. Rangers will help players keep pace with the
group in front of them.
b. If players are unable to maintain a normal speed of play on the golf course
and, following two (2) warnings, fail to close gaps created by their slow
play, they will be asked to skip a hole (s).
c. If the gap is not closed or they refuse to skip a hole (s), they will be removed
from the course. THERE WILL BE NO REFUND OF GREENS FEES OR
CART RENTAL FEES.
d. All players must repair their ball marks on the greens, apply sand on tees
and in divots on fairways, and rake over footprints and club marks in
bunkers. Sand containers are provided in each cart. Rakes should be left
with the heads in the bunkers, prongs down, and the handles out of the
bunkers.
e. Players must not trespass on private property bordering the Club, and
should exercise courtesy and etiquette when playing next to residences
bordering the course.

f. Any player who intentionally or flagrantly violates the course rules or golf
etiquette (e.g. obnoxious behavior, intoxication, damage to the course,
violating order of hole-to-hole play, etc.) will be removed from the course.
THERE WILL BE NO REFUND OF GREEN FEES OR CART RENTAL
FEES.
g. Players dropping out after nine holes (for any reason) lose their priority
to tee off for their next nine holes and may resume play only at the
discretion of the Starter.
h. It is the responsibility of all players not to litter.
III. STARTING TIMES/TOURNAMENT PLAY
a. Preference for advance reservation of tee times will be given as follows:
Member: 7 days in advance
All others: 5 days in advance
b. A credit card authorization will be required at time of making all tee times
reservations (Members and Non-members). Non-member credit card
holder will be charged 100% of the green fee, if tee time reservations are
cancelled less than 24 hours before schedule play. Club Member credit
card holders will be charged 100% of the cart fee if tee time reservations
are cancelled less than 24 hours before scheduled play and the tee time can
not be sold.
c. Members may only obtain reservations by calling the golf shop or using
the online tee time reservation system at www.npbcc.org seven days in
advance of the day they wish to play. Allocation of tee times begins at 6:30
a.m. One (1) reserved tee time will be given per telephone call, and only
one (1) tee time will be allotted per player, per day. The names of all
121avers in our group must be given when making our tee time.
d. Three (3) tee times per hour may be reserved by the Club Golf Administration
for Non-member "walk-in" players. During the weekend and holiday
afternoon reduced rates the Club Administration may reduce reservations
for Non-member "walk-in" players to two (2) tee times per hour to provide
greater opportunities for Member play.
e. Allocation of tee times will be established by the Director of Golf.

f Only one person in a foursome is allowed to call for a tee time. If more
than one tee time appears for a foursome, that foursome will lose both
times.
g. Reserved tee times will be for twosomes, threesomes, and foursomes only.
Twosomes will be paired with other twosomes whenever possible.
Each tee time will be filled with four (4) players; single players may fill an
open slot at the discretion of the Golf Shop staff. Singles will be paired
with twosomes and threesomes.
h. Tuesday mornings will be designated as Men's Golf Association
(MGA) Day at the Club. Tournaments arranged by the Golf Pros and
the MGA will be scheduled as a 7:16 a.m. tee time start and may
be adjusted at the discretion of the Administration up to 30 minutes.
i. Wednesday mornings will be designated as Women's Golf Association
(WGA) Day at the Club. Tournaments arranged by the Golf Pros and
the WGA will be scheduled as an 8:30 a.m. shotgun (in season)
and may be adjusted at the discretion of the Administration up to 30
minutes.
j. Tournament schedules and course closings for spraying and periodic
maintenance will be posted in advance, when possible.
k. All Special Event requests must be submitted first to the Director of
Golf for review on a "Special Events Application Form" at least thirty
(30) days in advance of the event. Upon Director's approval the
request will be brought forth to the Village Manager for approval.

• Adhere to the Club's re lac greens fee rates or winter "special"
rates if play is in the afternoon for `in-season' groups.
• Follow `Summer Special' rates for the summer season
• Require a deposit of 10% for the maximum participants two
weeks prior to the planned event.
• Require full payment for the guaranteed minimum number of
participants in the event application ten da s before the event occurs.
• Balance of payment due shall be made before play begins on the
day of the event via a single credit card or check.
• The event applicant shall coordinate advance booking of special
coups through the Director of Golf so as not to infringe on member
or normal outside daily play!._
• At the discretion of the Director of Golf, special events may be
booked and competitively riced that make fiscal sense to
NPBCC while giving consideration to course availability to the
membership.
n. All tournament play requires use of a golf cart unless otherwise specified
by the Director of Golf.
IV. ELECTRIC CARTS
a. Members may walk the course while playing anytime year round; all
others must rent an electric cart.
b. No vehicle other than golf carts shall be permitted on the course
without the permission of the Director of Golf or the Golf Course
Superintendent.
C. Operation of an electric cart will be restricted to persons 18 years of
age or older and in possession of a valid drivers license or to person 16
years of age who are family members of the Club.

d. No more than two (2) persons and two (2) golf bags will be allowed at
any time in a cart. Pull carts are not allowed to be towed by an electric
cart.
e. Carts shall be used on Cart paths only on all par 3's, no carts are
allowed in fairway on par 3's.
f. Golf carts are not permitted in the parking lot.
g. Handicap flags will be distributed by the Golf Shop and outside service
staff. A state issued handicapped sticker is the only valid form of ID
that will allow you to receive a handicap flag.
V. RAIN CHECK POLICY
a. No refunds will be given.
b. If a player has purchased a greens fee or cart fee and does not get to tee
off, they will be issued a refund.
C. If staff closes the course during the hours of operation, rain checks will
be issued as follows:

One to Four Holes Completed - Rain Check for 9 and 18-hole play.
(As applicable)
Five to Twelve Holes Completed - 9-hole rain check for 18-hole play
Players who have completed play through hole twelve will not receive
a rain check.
d. Rain checks are valid for 30 days from date of issue.
e. Rain checks will not be issued until 30 minutes after rain or a lightning
delay has started.
f. Rain checks will not be given to players who do not wish to finish their
rounds if no inclement weather is present.

VI. DRIVING RANGE AND PRACTICE AREA
a. To insure safe practice conditions for everyone, all persons using the
facility must remain within the designated hitting areas at all times.
Anyone violating this safety rule will be immediately removed
from the range.
b. Electric carts are prohibited on all tee areas of the driving range.
C. ALL players using the driving range must use North Palm Beach
Country Club range balls.
d. North Palm Beach Country Club range balls or baskets are NOT to be
taken off property for any reason.
e. Children ten (10) years of age or under, must be accompanied by an
adult (18 years of age or older).
f. The short game area adjacent to hole 3 is for members ONLY.
g. When using the members short game area all shots must be hit from
north of the cart path on hole 3.
VII. HOURS OF OPERATION
a. The posted hours of operation will vary with seasonal changes by the
number of daylight hours available.
b. Use of the golf facilities before or after posted hours of operation is
STRICTLY PROHIBITED and will be viewed as trespassing.
VIII. CLUBHOUSE RULES
a. All players (member/non-member or resident/non-resident) may enjoy
the privileges and amenities of the entire golf course facilities subject
to all applicable rules, ordinances, and general laws.
b. Golf clubs and/or bags cannot be stored or left in the dining room, bar
area, or locker room facilities.
C. Appropriate attire is required in the Clubhouse.
d. In accordance with state law, gambling, games of chance, betting or
any other form of wagering is prohibited.
e. In accordance with state law, no smoking is permitted anywhere in the
Clubhouse. -12-

TENNIS
I. GENERAL RULES
a. All members and guests must register in the Pro Shop prior to playing.
b. All fees are to be paid in advance. Members are responsible for
payment of guest fees.
C. Court times are reserved not courts, all court assignments are at the
discretion of the tennis staff.
d. Decisions on unscheduled closing due to inclement weather, or other
situations where use might damage courts, will be made at the discretion
of the tennis staff.
e. All players must wear appropriate tennis attire and smooth-soled tennis
shoes.
f. Players must leave a court promptly when their assigned time has
expired and others are waiting. If players wish to play longer they
must check with the staff to see if a court is available.
g. Approved scheduled activities have priority over other play.
h. Intentional or flagrant violation of the court rules of tennis etiquette,
or actions detrimental to the tennis operation (e.g. obnoxious behavior,
profanity, intoxication, damage to the courts, etc.) will be cause for
immediate removal of the offender from the courts, with the possibility
of further disciplinary action.
i. Special Events must be scheduled with the Tennis Supervisor.
HOURS
OFFICE HOURS - Hours may vary but will always be posted. Currently we
open everyday 7:45 a.m. Depending on play and weather conditions, Monday
through Thursday we may close as early as 7:00 p.m. or as late as 9:00 p.m.;
Friday 5:30 p.m.; Saturday 1:00 p.m., and Sunday 12:00 noon.
SHOP HOURS (Tennis and More): the shop is open Monday through
Saturday and closed on Sundays. Hours will vary, so it is recommended
that clients call to determine James Bewley's availability (561) 694-7557.
COURT HOURS: Monday-Thursday 7:00 a.m.-10:00 p.m.; Friday-Sunday
7:00 a.m. to dark; lights are always available for members with a reservation.
Courts are closed daily for court maintenance, inclement weather or circum-
stances that may warrant a change in operating hours.

II. RESERVATIONS AND STARTING TIMES
a. Tennis members may reserve a tennis court up to seven (7) days in
advance. Non-members may reserve a tennis court the day before play.
b. The reserving member or court captain is responsible for others.
C. The reserving member must be part of the group for which the court
time is reserved. Reserving courts for others is not allowed.
d. Play is limited to one (1) hour for singles and one and one half (11/a)
hours for doubles if there are players waiting for courts.
e. Failure to show up on time automatically forfeits a reservation; i.e. the
full party must be on the court within fifteen (15) minutes of the
reserved time when others are waiting.
f. Players are to inform staff of any changes to the reservation; (e.g.,
cancellation, additional guests, and doubles-to-singles). Each person
using the court should do his or her part to make this time a pleasant
experience for everyone. In particular, players are expected to
observe the following "good neighbor" rules of tennis etiquette.
III. TENNIS COURT ETIQUETTE
a. Crossing,Courts
1. Never enter another's court while play is in progress.
2. When one must cross another's court, wait until a point is
completed, excuse yourself, then cross quickly by the shortest,
most direct route. If the match is in progress or is part of a
tournament or inter-club team match, it is best to wait for a
change of sides before crossing.
3. Pairs or groups should cross together, to avoid prolonged or
repeated interruptions of play.
4. When changing ends between games, players should do so at
the end of the net away from the adjacent court.

1. Before requesting the return of a stray ball, wait until any +
point in progress on the adjacent court is finished. I
2. Return neighbor's stray balls promptly; preferably before the
beginning of the next point, sending them on one bounce to
the player who requests them. j
3. Use no more than three (3) balls when the adjacent court is in
use.

4. Ball hoppers may be used only when adjacent court is open
and with permission of tennis staff.
C. Noise
1. Refrain from any loud noise,exclamation, conversation, or the
clatter of equipment, as it may distract those on nearby courts.
d. Claiming Courts
1. Always wait until any point in progress is completed before
claiming an assigned court.
Make tennis fun for everyone by using good judgment, common sense,
and being courteous at all times.
SWIMMING POOL
I. GENERAL RULES
a. All persons who wish to use either pool must first take a hot soap
shower before entering.
b. Persons with skin rashes, open sores, or inflamed eyes will not
be permitted in the pool.
C. No running and/or rough play will be permitted in the pool area
or locker rooms.
d. Divers must dive or jump straight out from the end of diving f
boards and/or towers.

e. The 3-meter boards and the 5, 71/z and 10-meter towers will be
used only under the immediate supervision of a lifeguard.
f. No diving is permitted in the shallow portion of the pool, unless
permitted under the immediate supervision of a lifeguard or
during competition practices and events.
g. Wading pools are for the use of young children who are
non-swimmers. A child in the wading pool area must be
accompanied by a responsible adult at all times.
h. Members and guests are not permitted in the equipment room,
filter room or chlorinator room.
i. The club is not responsible for articles left in the dressing
rooms.
j. Children under eight years of age must be accompanied by a
responsible adult.
k. Children under nine years of age are not permitted to use the
diving towers.
1. Personal flotation devises are not permitted in the main pool.
Kick boards may be used with permission of the lifeguards.
M. The pool manager and his staff may take those measures
necessary, including disciplinary action, in order to maintain
a safe, wholesome environment for members and guests.
n. Minor infraction of these rules by children may result in
penalties assessed by the lifeguards, such as placement of the
child on a "penalty bench" for periods not to exceed one (1)
hour per day. A child requiring further discipline may be sent
home for the remainder of the day.
II. HOURS OF OPERATION
a. The hours of operation are posted at the pool office. The hours
will vary with seasonal changes.
