VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA

ROLL CALL
Mayor Norris called the meeting to order at 8:17 p.m. All members of Council were present. All
members of staff were present.
BUSINESS ADVISORY COMMITTEE
Discussion took place concerning the composition, terms, duties, and mission of a permanent
Business Advisory Committee.
By consensus, Council added the responsibility to assist existing businesses to the list of duties,
and determined that the last bullet point: "The board shall advise the village council as to
recommended improvements and establishment of policies" should be moved to the beginning
of the list.
Discussion ensued on business events, such as forums and networking events. It was noted that
members of the Ad Hoc Business Advisory Committee had offered to fund such events. It was
determined that the Business Advisory Board could recommend a function or event and request
funding from Council, if necessary.
This item was moved forward to the next Regular Session on July 12, 2012 to consider first
reading of an ordinance establishing a permanent Business Advisory Board.
SOUTHWEST NEIGHBORHOOD SIDEWALKS AND STREETLIGHTS PROJECT
Mr. Green recounted the discussions, meetings, and actions taken concerning the proposed
project, and recommended moving forward with issuance of a Request for Proposals.
Residents addressed Council with questions and concerns related to parking, drainage, and
sprinkler systems. Residents requested the opportunity to engage the contractor to perform
additional work during the course of construction.
Discussion took place regarding various project costs. Community Development Director
Chuck Huff opined that the current appropriation should be sufficient.
• It was requested that staff investigate the parking/driveway issue. Staff was directed to provide
residents with contact information for the construction company, as soon as Council approves a contract.
By consensus, Council directed staff to proceed with issuance of an RFP for the project.

NORTHLAKE BOULEVARD OVERLAY ZONING DISTRICT
• Discussion took place regarding an amendment to Section 45-35.3, "Northlake Boulevard
Overlay Zoning District," of Appendix C, Zoning, of the Code of Ordinances to adopt a
procedure for review of conditional and special permit uses and to adopt a new land use chart to
incorporate uses within both the central and east districts.
Discussion took place concerning provisions of the Village Appearance Plan versus provisions
of the Northlake Boulevard Overlay Zoning District (NBOZ) with regard to non-conformities,
landscaping, and aesthetics.
This item was moved forward to the next Regular Session on July 12, 2012 to consider first
reading of an ordinance amending the Overlay District to incorporate uses within both the
central and east districts, and to establish standards and procedures for approving conditional
and special permit uses.
