Office is committed to providing the public with current
information on public hearings, and pending or final

INTRODUCING THE NEW VILLAGE MANAGER
MR. JAMES S. TITCOMB
I am excited to be your new village
manager! Working with the council,
citizens and staff of this wonderful
village, we will do many things to make
a great community even better. If you
have suggestions, ideas, or even
concerns, my door is always open.
Please feel free to call me “Jamie” as
most people do.
I am a 31-year resident of Palm Beach County and a
life-long boater! A unique combination of beautifully
kept neighborhoods, excellent library, parks and
recreational services, famous country club facilities and
the amazing Intracoastal waterway, natural islands and
a spectacular oceanfront park all combine to create a
jewel location and beautiful quality of life. Of course to
keep this wonderful, it takes hard work, care and
dedication all of which I pledge to you. I know I have big
shoes to fill and a great village workforce to lead, but I
think we will be a very successful as Team North Palm
Beach!
I come here from the Palm Beach County League of
Cities, promoting best practices and advocacy for the
38 municipalities of Palm Beach County. I worked
tirelessly countywide as its longest serving Executive
Director. Prior, I’ve served as an elected City
Commissioner. For nearly 20 years, I headed up an
award-winning advertising design agency as CEO and
Creative Director. My resume is long and loaded with
three decades of community involvement… I only
reference it here to make the point that I plan to use
every skill, connection and best practice toward the
benefit of your village to enhance the way it works and
deliver the best quality of service and lifestyle we can
deliver!
I grew up in a small Connecticut town and understand
the quality and desire of that dynamic. I attended the
prestigious Hill School and learned teamwork,
cooperation and the importance of being true and
earnest. I graduated from Pratt Institute in Industrial
Design teaching me critical thinking and problem
solving by design. I’ve spent my entire adult life
professionally helping others be the best that they can
be. North Palm Beach just seems a perfect place to
bring it all together. My wife Nellie and I are looking
forward not only to my job as your manager, but
meeting and interacting with each and every one of you
over time at the wonderful events and facilities around
the village.

Village News
The Birth of a Village
August 13, 2011 marks a special date in the history of our community. It is the 55th
anniversary of the incorporation of the Village of North Palm Beach. Before the Village was
incorporated in 1956, the area changed hands a few times. Originally, the land was owned by
Harry Kelsey. The early 1920s were good for real estate sales, but the deteriorating economy and
the onset of the 1928 hurricane left Kelsey nearly destitute. Sir Harry Oakes—the man whose
mysterious death in the Bahamas has added a degree of intrigue to our Village—became the next
owner of what is now North Palm Beach.
John D. MacArthur bought the land and sold over a thousand acres to the Ross brothers—Dick
and Bob—for $3,700,000. North Palm Beach was a success
because it was well-planned; utilities and roads were installed in
preparation for the homes. The brothers teamed up with John
Schwencke, a local realtor, who would
become the first Village councilman. At last,
North Palm Beach was incorporated, and
the 1956 Parade of Homes warmly
welcomed families to move into the Village.

Our National Night Out Against Crime event will be held on
Tuesday, August 2nd from 6-9 pm at Anchorage Park.
Your North Palm Beach Police Officers will be there not to
write tickets, but to hand out hotdogs and prizes to
celebrate our neighbors uniting to fight back against crime.
Bring the whole family and enjoy music, Police/Fire/Rescue
demonstrations, food, FREE child fingerprinting and a kids'
fun area with bounce houses, and more! National Night
Out is designed to heighten crime and drug prevention
awareness; generate support and participation in local
anti-crime efforts; and strengthen neighborhood spirit and
police community relations. Join us at Anchorage Park to send a message to criminals letting
them know that the neighborhoods in North Palm Beach are organized and fighting back!
YOUR INVITED TO A PARTY
The summer heat is on and working too hard or having too much fun in the sun can create medical
problems. We want to take some time to introduce you to one of the more common problems.
Heat exhaustion is a milder form of heat-related illness that can develop after several days of exposure to
high temperatures and inadequate or unbalanced replacement of fluids. Those most prone to heat exhaustion
are elderly people, people with high blood pressure, and people working or exercising in a hot environment.
Warning signs of heat exhaustion include:
The skin may be cool and moist. The victim's pulse rate will be fast and weak, and breathing will be fast and
shallow. If heat exhaustion is untreated, it may progress to heat stroke, which is a medical emergency. Seek
medical attention and call 911 immediately if: symptoms are severe, or the victim has heart problems or high
blood pressure. Otherwise, help the victim to cool off, and seek medical attention if symptoms worsen or last
longer than 1 hour. Try to stay in a cool, shaded place in the heat of the day and drink plenty of water.

FITS Day Camps
Summer Camp with Coach Blair Kaiser will be held
at Anchorage Park from Aug 1st – Aug. 12th. This
camp has no traveling. All programs and activities
are on-site and for youths 4-12 yrs of age. FITS
camps are held from 8:45am-3:00pm. The price is
$32/$30(RDF)/day. This is a great program for your
visiting children/grandchildren. Fun stuff includes:
games, waterslides, bounce house, arts & crafts,
face painting, minute to win it, sporting activity, and

Anchorage Aweigh Fishing Tournament
The 6th Annual Anchorage Aweigh Fishing
Tournament will be held on Sat., Aug. 20th. Entry fee
is $150/boat. On shore will be a kids fishing derby at
2:00pm. Food, entertainment and awards at
Anchorage Park begin at 4:00pm. This is a great
day not only for fishermen, but for anyone looking for
a good time. Entry forms can be obtained at Rec.
Centers or on the recreation pages at www.village-

Everyone is invited to join us for an afternoon picnic
at Anchorage Park on Sat., Aug. 20th. Food and
drink are available for purchase. There will be music
playing from 4:00-7:00pm. You can purchase raffle
tickets for fantastic prizes including fishing gear,
dinners at local restaurants, merchandise, and more!
The event is free but you will have to purchase your
drinks, food and raffle tickets. Please bring your
lawn chairs, blankets and join us!
NPB County Little League

from 9am-1pm and held at the NPB Recreational
Center. MAIL-IN Registration Forms available at

31st. Team Sponsorships are available from $200.00

Football Trip: Ohio State vs. Miami Hurricanes
The Rec. Dept will be taking a group to the Sun Life
Stadium in Miami on Sat., Sept. 17th. This trip is sure
to sell out quickly, so don’t delay in reserving seats!
Game time TBA. The $85 fee includes: ticket, luxury
bus ride, sub-n-soda tailgate party, and more! Space

International Coastal Cleanup
North Palm Beach is participating in the International
Coastal Cleanup 2011, sponsored by Keep Palm
Beach County Beautiful, on Sat., Sept. 17th, 8:00am -
noon. We are encouraging residents to join the
efforts to clean our public waterfront areas by boat or
by land! Our cleanup areas will be Anchorage Park
and Lakeside Park. We are looking for volunteers.
Community service hours will be given to school

We all know how difficult the greens at North Palm Beach Country Club can be. They run extremely true
but the quick greens remain difficult to putt due to the undulations. These slopes can add to the
excitement of your next round, but they can also make putting a real challenge. Think of this as a great
opportunity to gain an advantage over your playing partners. Improving your putting will lower your scores
and probably leave you enjoying the game even more. Follow these green reading strategies and practice
drills and you will be on your way to putting greatness.
When reading a putt ask yourself if it is uphill or downhill and if the overall break is from left to right or right
to left. To best determine how uphill or downhill a putt is go to the low side of the putt about half way
between your ball and the cup. From this side angle you should be able to see if the cup is higher than
your ball (uphill putt) or if your ball is higher than the cup (downhill putt). Next we want to gauge how much
break the putt has. It is common to have a putt with multiple breaks. In this case you should read each
break individually and derive an overall break. When reading the greens it can also be helpful to imagine
pouring water from your ball to the hole and seeing where it drains. This exercise will help you imagine the
putts break.
Now that we are reading the putts better, there are certain ways to practice that will improve our speed on
the short grass. Try going to the practice green with just one golf ball and putt around to different holes. By
creating different putting scenarios just like you find on the course you will be improving your ability to
recall a certain distance. Next, try taking your practice strokes while starring at your target. This will allow
your eyes to tell your body how hard to hit each putt. Finally, there are those days that our putts are
always finishing short of the hole. Next time this happens to you, try putting to an imaginary target past the
hole. This will allow you to react to your target instead of thinking “hit it harder” during the stroke.
