CHANGE TO STATE OF FLORIDA
PERMIT SURCHARGE
The State of Florida has amended its statutes with a change that will affect the price of permits statewide.
The fee is collected for the enforcement of the Florida Building Code and for the building code administrators
and inspectors fund. In the past, the fee may or may not have applied, depending on the type of work being
permitted.
Under the new rules which went into effect on October 1, 2010, the
surcharge will apply to all permitted work. The new surcharge will be
3.0% of the permit fee with a minimum of $4.00 per permit. The Village
of North Palm Beach will collect this fee for the State of Florida
for all building permit applications submitted on or after
Friday, October 1, 2010.

NEW REGULATIONS FOR POLITICAL SIGNS: Political signs are limited to 1 sign per candidate or
issue, per parcel in any federal, state, county or municipal election. Political signs shall not be placed on
any parcel within the Village without the consent of the property owner. For vacant parcels, the property
owner's written consent must be filed with the Village Clerk prior to the erection or placement of any
temporary political signs. Campaign signs shall not be displayed more than 30 days prior to the election
or vote to which they are directed and shall be removed within 7 days following the election or vote.
VETERANS DAY CELEBRATION
The Village of North Palm Beach Department of Public Safety
invites you to join us as we host our annual Veterans Day Celebration at
Osborne Park on Thursday, November 11th at 10:00 a.m. This is a great
opportunity for you to join together with your Public Safety staff, military
personnel, Village Council and other honored guests for a ceremony to pay tribute
to our men and women in the armed forces and celebrate the greatest country of
all...AMERCIA.. Immediately following, Riverside National Bank will be providing
a cookout in the park for those that can attend. We look forward to seeing you!

4TH ANNUAL ADOPT-A-FAMILY
The North Palm Beach Public Safety Department is holding the 4th
Annual holiday program to adopt a family in need. Our goal is to offer
assistance to legitimately needy families that live in or are associated with this
community.
We are looking for local businesses and residents to partner with us in this
endeavor. Any contribution that you make will only be used for the identified
families and will not go towards any administrative cost.
A box will be placed in the lobby to collect donations. Items collected
can be unopened/unused food, clothing and toys. Thank you for
your consideration of this project. Together we can make a
difference in the lives of those that are less fortunate.

NPB POLICE CARS
North Palm Beach residents might be asking themselves what are those "Black & White" Police cars doing in
my neighborhood? Not to worry, starting in October, the police department began rolling out a new paint
scheme for their marked patrol vehicles with the hope of better visibility to help deter crime! The black-and-
white scheme is recognized throughout the country as a police car and is an icon in American culture. When
a black-and-white vehicle pulls up, people know it's the police. The Village is not the first police agency that
has migrated back to the Black & White paint scheme for their Police Vehicles, in fact, our bordering city to
the west, Palm Beach Gardens moved in that direction better than a year ago. That too will aid in the
deterrents of crime as there will be a perception of additional Police Officers patrolling our communities.
When crooks see a black-and-white vehicle, they should know the police department has arrived. They will
think twice before they commit criminal activity.

Would you like to be involved with a fun group of people, dedicated to a patriotic
purpose? Do you have helping hands and a head full of ideas? Support Our Troops
needs YOU! Our program is comprised of community volunteers with a commitment to
support and lift the spirits of our military serving in Iraq and Afghanistan. We can do it, if
you help.
We need folks who can make phone calls, send emails, write cards and letters, solicit
donations, help with PR, schedule volunteers, and organize events. We’re looking for all
ages and all skill levels, from grunts to generals. Whatever your area of expertise or
amount of time available, we have a place for you. Call the Clerk’s office at 841-3355 for

Dear NPB Support Our Troops Volunteers,
I just wanted to take the time to write you and your
generous group a proper thank you.
My name is 1LT Seth Fabin and I'm currently the platoon
leader for third platoon, Delta company,
1-187 IN BN, 3BCT, 101st Airborne Division out of Fort
Campbell, KY. I am in charge of 30 infantrymen ranging in
ages from 18 to 38. They come from all over the
country and all walks of life. The one thing they all have in
common is that they love their country and are
honored to serve it.
We spent the first part of the deployment in Zerok
District of Paktika Province, Afghanistan. It was a very
difficult time due to the terrain and the high amount of
enemy in the area.
My men stayed strong and we managed to have zero
casualties despite being in a number of fire fights. Next,
we are scheduled to move to Kandahar which is in
southern Afghanistan. After we are done there, we will
be headed back to the United States for some well
deserved time off.
Now that you all know a little about my men, I would like
to say on behalf of our entire platoon thank you from the
bottom of our hearts.
Its humbling to see the effect that reading a child's card
has on a battle hardened infantrymen. It is truly uplifting.
The guys are so appreciative of all the gifts you all send
us. They look forward to them as well. They are always
asking me "Sir, when are we getting more of the goodie
bags?" It really brightens their day! Some Soldiers over
here have no family and no one to send them stuff, so
when they finally do get a package they really cherish it.
People like you all are why we fight. We fight to keep
America safe and give her people the most precious
thing one can have: freedom. Seeing the people over
here that have been living in fear for years and years
makes me appreciate what I have at home every single
day. Thank you again for taking the time to brighten the
day of a group of grunts on the front line of the war on
terror.

Nov. 13th Arts & Crafts Fall Festival - The
North Palm Beach Recreation Department is
holding its annual Arts & Crafts Fall Festival on Sat.,
Nov. 13th from 9:00 am – 4:00 pm. The event is
located at the NPB Community Center with over 100
exhibitors selling their crafts in booths that are
located both indoors and outdoors. All items in the
show must have been created, hand crafted, or
embellished by the exhibitor.

Dolphins vs. Bears - The Rec. Dept has a few
seats remaining for the Nov. 18th Dolphins/Bears

Movie in the Park – November’s movie in the park

school break with NPB Recreation. Camp meets at

Refuse to be a Victim Strategies to keep you and
your family safe! This is an educational, personal
safety program that teaches strategies you can use
to avoid situations where self–defense is required.
By making yourself more difficult to prey upon, you
lessen your risk of criminal attack. This class is for
men/women, all ages. Instructor David D’Eugenio is
a NRA Advanced Certified Instructor. This course

It is a 6 hr course. Pre-registration and minimum of

Village Players present “Cocktails with Mimi” on

We are proud to be the home of the NPB Junior Tennis Academy. A comprehensive after school program
for children ages 4 -18: Pee Wee through Elite Training. Participants are evaluated by staff and then placed
with the group that is age appropriate and at the skill level that meets your junior’s needs. What sets NPB’s
JTA apart from the other junior academies is our uniquely qualified professionals and our “convenience
scheduling”— classes are offered Mon. - Fri. at 3:30pm and 4:30pm and Sat., 9:30am and 10:30am. You
pick the day and the time that is convenient for you.
Kim Franklin, Director of Tennis Programming, and our uniquely qualified staff offer a comprehensive
instructional, social, competitive, and fitness program. Including a wide variety of lessons,
group clinics, fitness classes, teams, leagues, and social events. Programs are offered
during the week, weekends, daytime, and evening. Following is a small sample of what is
offered: League Tennis - Palm Tennis, PBCWTA, and USTA for women, men, mixed, and
seniors; Clinics – Beginner, Intermediate, and Advanced; Cardio Tennis – Mon., Wed.,
and Fri. at 9am. There is a full Evening Program - Men’s or Women’s Drill & Play, Mixed
Evening Workout, Men’s or Women’s Singles, Men’s or Women’s Doubles.

With November’s arrival, the NPBCC Golf Tournament schedule is underway. This year we will
continue many of the well-supported event formats and add a few new ones. Early this month
we will be conducting our Men’s Two-Day Member Guest (Nov. 6th & 7th). This year the Club
Championship for men and women (both Gross and Net Divisions) will be a more traditional
Match Play event that will take place throughout our “seasonal” months. Sign ups for the Club
Championship have begun and will close on December 19th so call or stop by the Golf Shop to
sign up soon.
Each month we will host several of the popular Nine, Wine & Dine events and weekend events with various
fun formats. Our first ever (as far as we know) Night Golf Tournament is scheduled for Sunday, November
21st. Additionally there will be a season-long “Play with the Pros,” a Couple’s Championship (Jan. 30th), Beat
the Pro events, and much more! We look forward to your participation! For a listing of events check out the

Events are open to all NPBCC Golf Members and many allow you to bring guests. Some weekend events
are also available to non-members with a valid USGA handicap. This is a great way to meet new friends,
