VOLUNTEERS NEEDED
Code Enforcement Board: The Village Council is seeking
a resident to fill one vacancy on the Code Enforcement
Board. Appointments shall be made based on experi-
ence or interest in the fields of zoning and building con-
trol. The Code Enforcement Board meets on call at 6:30
p.m. the first Monday of each month.
Golf Advisory Board: Two volunteers are needed for po-
sitions on the Golf Advisory Board. One volunteer must
be a resident golf member of the Country Club and one
volunteer must be a non - resident golf member. The
Golf Advisory Board meets the second Monday of each
month at 5:00 p.m. at Village Hall. The Golf Advisory
Board administers, reviews, and interprets NPB Golf
Course rules, regulations, policies, and procedures.
Village Historian: Are you interested in history? The Vil-
lage Council is accepting applications for a resident to
serve as Village Historian. The Historian collects and
organizes articles, documents, photographs, and other
items of historical significance to North Palm Beach.
To apply for any of these positions, please complete an
Application for Appointment available from the Clerk's office
in Village Hall, 501 U.S. Highway 1, by calling 841 -3355 or
download the application from the Village website

link.) Return your application to the Clerk's office. The Vil-
lage Council will interview all applicants at an upcoming
meeting.
Charles O'Meilia, long -time public services director and former councilman known as a stickler for detail and
passion for the village, died October 16, 2008. He was 85.
Known as Charley to his friends, the Oklahoma native was short in stature but big in spirit for the village
where he made his home in 1968. O'Meilia served 26 years as public services director and then 12 years on
the village council. Anchorage Park, Osborne Park and the North Palm Beach Community Center were built
while he served.
"There wasn't a pipe or wire he didn't know about. You couldn't find anyone who put more time or effort into
the village than Charles," said former Councilman Don Noel, who served with Mr. O'Meilia from 2000 -2006.
While public service director in North Palm Beach, Mr. O'Meilia oversaw everything from the construction of Old Port Cove on
U.S. 1 to maintenance of playgrounds at Anchorage and Osborne parks. During his tenure, Mr. O'Meilia was chairman for 13
years of the Southern Building Code Congress, a committee that rewrote hurricane building codes.
"He was tough. But he was fair. Nothing got past him," said Mark Hodgkins, village director of the Parks and Recreation.
When Mr. O'Meilia retired in 1994, he then served six two -year terms on the village council. When village officials named the
public works building on Prosperity Farms Road after him, Mr. O'Meilia was never comfortable with the honor, said Council-
man Ed Eissey. "Charley cared not just about things. He cared about people," said Eissey.
The flag at Village Hall is at half -staff in honor of Mr. O'Meilia, and will remain until his funeral, said Village Manager Jimmy
Knight.
"Charles served his country and community with great honor. We are lucky he chose North Palm Beach to be his home," said

Three Good Reasons to...
Mark Commercial Vehicles
• Public Safety! When vehicles are
clearly marked, Village Personnel can
quickly identify individuals engaged in le-
gitimate business activity and confirm
proper registration with the Village. This
includes building construction, swimming
pool maintenance, gardening, tree trimming, houseclean-
ing and other residential services.
• Advertising! A clearly visible company name, ad-
dress and phone number can help generate future cus-
tomers.
• It's the Law! Village code section 17- 33.1(a), marking
of commercial vehicles, "It shall be the duty of every per-
son doing business within the village to have each and
every truck or other vehicle used on a job, painted with or
otherwise display the name of the owner along with the
business address and telephone number."
Holidays and Code Compliance
The holiday season is a time of celebration and fellowship
for Village residents and businesses alike. During this hec-
tic time of year, please keep in mind the following Village
codes.
Parking: Please park vehicles on paved surfaces whenever
possible. This may present a challenge when entertaining
guests. Be considerate of pedestrians and other right -of-
way traffic by parking in a manner that prevents obstruc-
tions in passage or visibility. Sec. 18 -34, 19 -47, 45- 27(e).
Recreational vehicles: Keep in mind, when out -of -town
guests arrive: A guest of an occupant -owner or occupant -
lessee may park this equipment in the front yard for not
more than five (5) days in any fourteen -day period. Beyond
this time, equipment shall be stored on the side yard (with
required screening) or in the rear yard. Sec. 18 -35.
Holiday lights and decorations: Our residents express
creativity every year with dazzling and unique outdoor light
displays throughout the Village. Christmas and Hanukkah
decorations may be erected any time after October 15 and
must be removed within two (2) weeks following the holi-
day. Sec.6- 112(F).
The Village Code Compliance division strives to enhance
cooperative relationships with residents and businesses by
providing information and education to support voluntary
compliance with the Village code.

If You're Out For The Evening.......
• Turn on lights and a radio or television to give the appearance that someone is home.
• Lock all doors and windows when you leave, even if it is just for a few minutes.
• Don't display gifts where they can be seen from outside of the residence.
• Tell the members in your Neighborhood Watch Program to keep an "eye" on your property.
If You're Shopping.......
• Remain alert of your surroundings and park in a well lit area.
• Lock the car, close the windows and hide shopping bags and gifts in the trunk.
• Avoid carrying large amounts of cash; pay with a check or credit card when possible.
• Don't overburden yourself with packages and be extra careful with purses and wallets. Carry a purse close
to your body, not dangling by the straps and put a wallet in an inside coat or front pants pocket.
• If you are shopping with children, teach them to stay close to you. If they are separated teach them to go to
a store clerk, security guard or pre- determined person.
If A Stranger Comes To The Door......
• Criminals occasionally pose as couriers delivering gifts. It is not uncommon for people to try to take advan-
tage of others generosity during the holidays by going door -to -door for charitable donations when there's
no charity involved.
• If you do not know the person, don't answer the door. Contact the police department to check them out.
• If you are outside and they approach you ask for identification and find out how the funds will be used. If
you are not satisfied with the response you are given, don't give. Help a charitable organization you know
and like instead.
If You're Traveling......
• Get an automatic timer for your lights.
• Ask a neighbor to watch your home and occasionally park in your driveway.
• Have your mail and newspapers delivery stopped. If it piles up, it is a sure sign that you are gone.
• Contact The North Palm Beach Department of Public Safety and request a Vacation House Check. The
program extends periodic checks on residents' homes while they are on vacation. If you are interested
contact Officer Williams at 561- 848 -3300.
Take a Holiday Inventory
The holidays are a good time to update or create your home inventory. Take photographs or make a video of
items, list descriptions and serial numbers. If your home is burglarized, having a detailed inventory can help
identify stolen items and make insurance claims easier to file. Make sure things like televisions, VCRs, DVD
players, stereo equipment, cameras, camcorders, sports equipment, jewelry, computers, home office equip-
ment, and power tools are on the list. Remember to check it twice!
Do your part to make the holidays a safe and happy time for everybody- except criminals!

A Message from your Fire Department
Now that holiday season is in full swing, your Fire
Rescue Division wants to remind you to be careful
in your choice of decorations. A few simple steps
can help you make this time of year safe and en-
joyable for everyone.
Never leave candles burning unattended.
Better yet, use "flameless" candles.
Make sure to use the proper light string for
the location. Not all light strings or extension
cords are rated for outdoor use. Check the

Your Public Safety Department is holding the
2 "d annual holiday program to adopt a family in
need. Our goal is to offer assistance to legiti-
mately needy families that live in or are associ-
ated with this community. A box will be placed
in the lobby of the Public Safety building to col -
lect donations. Items collected can be un-
opened/unused food, clothing and toys. Thank
you for your consideration of this project. To-
gether we can make a difference in the lives of
those that are less fortunate.
