The Proposed dual vote amendment to the PBC Charter gives local residents a voice in county regulations and standards as they apply within their municipality. Without this amendment, the county could pass regulations overriding local standards including tree protection, adult business restrictions, landscaping, architectural guidelines, pet leash laws, sale of alcoholic beverages, redevelopment, water supply, charitable solicitation and billboard sign codes. Ballot Language Shall the Palm Beach County Charter be amended to have charter amendments that are approved by a majority of PBC voters take effect in a municipality only if the amended is also approved by a majority of voters in that municipality, when the proposed amendment transfers or limits a municipal service, function, power or authority? REGISTER to for November Presidential Election: The General Election is Tuesday, November 4, 2008. The Village Newsletter Page 3 -Clerk’s Office, Photo Contest Info. and Village Historian Do you know the story of how 1,350 acres of raw Florida land became a village in just one year? It’s true! This is the story of Bob and Dick Ross and The Village of North Palm Beach. In September of 1955, the two of them bought the land soon to become North Palm Beach for $3,700,000 dollars. They created our village with all the features of a municipality. A one million dollar sewage and water plan, a seventy thousand dollar city hall, a police and fire department, a city manager and a country club with an 18 hole golf course and a restaurant! The Ross brothers did all of this before they opened the village to builders. They opened 3,500 home sites to local builders and donated 10 acres for a school that would be ready in the fall of 1957. The Ross brothers hired Seward H. Mott Associates of Washington, D.C., famous land planners to “make the land one of the most desirable planes to live in the U.S.A.” Our village lies across U.S. 1 about three miles north of Palm Beach and includes more than a mile of frontage of Lake Worth. When the Home Builders Association of Palm Beach County stages its first Parade of Homes in 1956, they found themselves in an unusual position. The town they had chosen to feature had, or was soon to have, all a town could want (and a few things that most towns never even dream of) except for one thing. North Palm Beach did not have ANY PEOPLE! It was wide open for the business of selling houses then… AND LOOK AT US NOW! ?????????????????????????????????????????? I would like to thank all of you who play golf and utilize the golf facility! We have an excellent club here in North Palm Beach, that will continue to grow and get better. The conditioning of the course improved considerably this summer thanks to Shane Maguire from IGM and his staff. We will continue to improve upon what we have!! This past winter we installed a GPS system into our carts, which is a nice addition to help our golfers with their yardages from their ball to the green. **The system also helps improve the speed of play, which seems to be an ongoing issue. I have heard that we have 5 ½ to 6 hour rounds of golf. Well that information is incorrect. What our GPS system also does is keep track of how long the carts are on the golf course. Once the cart turns onto the first tee the tracking system thru the GPS system locks on. When the cart is returned after 18 holes to the cart staging area the time is recorded into the computer system which is located in the golf shop. Certainly some days play faster than others and certain times of the day will play faster than others. Also, the first tee time of the day will play faster than a tee time at 11:30. The following is the AVERAGE time it took to play 18 holes at NORTH PALM BEACH C.C. last winter: January 4 hours 16 minutes, February 4 hours 22 minutes, March 4 hours 22 minutes, April 4 hours 19 minutes, and March 4 hours 10 minutes. So you can see that we are about a 4 hour and 15 minute golf course to play 18 holes. We would like to ask that all players play within this time frame. “UNRESTRICTED” a new sports magazine for South Florida showed up on my desk in July. They did an article on the best golf holes in South Florida, our 11th hole made the list! Isn’t that great! Our golf course keeps popping up in different magazines. BE PROUD !!! If you register for this winter youth basketball program between October 1 – 25 the discounted rate is $60/resident, $70/non-resident. After October 25, the price returns to to the regular $70/resident and $80/non-resident. Each team has approximately 2 games/week and a practice. Games will be played weeknights and Saturdays at the NPB Community Center. All participants 9 years + will be drafted onto teams. Coaches are needed. For more details, call Adam at 841-3389, after 4:00pm. Online registration for this program begins Sept. 21st. 7-Day Caribbean Cruise -The Rec. Dept is offering a relaxing cruise from Nov. 30th – Dec. 7th on Royal Caribbean’s Freedom of the Seas. A $250 deposit is required to register and is due immediately. So get your deposits in early to ensure yourself a spot with the group. Total cruise price for inside cabin is $799 per person based on double occupancy. Trip balance is due early September. Ghost Run -The Recreation Dept is holding a 5K Ghost Run on Saturday, Oct. 25th. The 5 kilometer (3.1 mile) certified course begins and ends ends at Anchorage Park on Anchorage Drive in the heart of North Palm Beach. We will also be holding a 100 yd Ghost Sprint for youth 3-6 years and a 1 mile Goblin Run for youth 7-10 years of age. You are invited to join in even if you don’t run! The school with the most entrants will get an award too! Pre-registration fee is $20/person and includes a t-shirt. When the building fire alarm sounds what do you do? A fire can quickly fill the halls of your building with smoke and poisonous gases, making them dark and dangerous, especially if you do not know what to do. Having a home escape plan is an important part of your safety when a fire starts. The following checklist will help you make a home fire escape plan. Have working smoke detectors that will wake you when sleeping. ???? Be sure everyone knows two ways out of every bedroom. ???? Sleep with bedroom doors closed. This will protect you from smoke traveling through your home. ???? Be sure windows open easily from the inside, allowing for a speedy escape. ???? Never use the elevator in the event of a fire emergency. If you are unable to use the stairs to evacuate wait in your apartment and call 911. ???? Designate a meeting place where everyone in your family can meet once outside. ???? Call 9-1-1 from a safe phone once outside. ???? Make certain everyone understands that once out of the building no one is to re-enter without the permission of the Fire Department. www.village-npb.org PUBLIC SAFETY DEPARTMENT RECEIVES CALEA ACCREDITATION! The Law Enforcement Division of your Department of Public Safety was awarded national accreditation on Saturday July 26, 2008 by the Commission on Accreditation for Law Enforcement Agencies. This was the culmination of a three year project that included creating a Standard Operating Procedures Manual that complied with 361 nationally accepted standards for Law Enforcement Agencies, and then compiling physical proof that the Department complied with those standards. This was followed by a four day assessment of the Department by a team of assessors from out side the State of Florida, which included a review of all of the CALEA files, a static display of equipment and uniforms, ride-along time with numerous officers, interviews of officers and Village Village staff, a session allowing the general public to telephone the assessment team with any comments and a public meeting where the public was invited to speak about their Department. This resulted in the production of a twenty two page Assessment Report that was submitted to the Commission for final review. On July 26th, the day started with a Committee Review conducted by four of the Commissioners, which allowed them to ask questions of Chief Warren, Accreditation Manager Mel Lange and Village Manager Jimmy Knight with respect to the Assessment Report. The Review Committee then made and passed a motion to recommend to the full commission that your North Palm Beach Department of Public Safety receive national accreditation, which was awarded that evening at an awards banquet. They offer four plays a year, the third one being performed by children. The children's play takes place each summer. The other plays usually consist of a comedy, a mystery and a drama. This season features these plays; "Little Old Ladies in Tennis Shoes", "The Sunshine Boys", and "Toward Zero". We welcome anyone interested in theater to join our group as directors, actors, or backstage helpers. Auditions for “Little Old Ladies in Tennis Shoes", a comedy by Sandra Fenichel Asher are scheduled on Sunday, Sept. 7 at 7 PM and on Sunday, Sept. 14 at 7 PM, both at the NPB Community Center.
