INSIDE THIS ISSUE: SUPPORT HOME RULE! The Proposed dual vote amendment to the PBC Charter gives local residents a voice in county regulations and standards as they apply within their
municipality. Without this amendment, the county could pass regulations overriding local standards including tree protection, adult business restrictions, landscaping, architectural
guidelines, pet leash laws, sale of alcoholic beverages, redevelopment, water supply, charitable solic?itation and billboard sign codes. Ballot Language Shall the Palm Beach County
Charter be amended to have charter amendments that are approved by a majority of PBC voters take effect in a municipality only if the amended is also approved by a majority of voters
in that municipality, when the proposed amendment transfers or limits a municipal service, function, power or authority? YES NO Vote YES this November! For more information, visit www.letusvote.info
Permanent and Holiday TRASH SCHEDULES on back page! In April 2008, the “2008/09 Citizen Satisfaction Survey” was mailed out and Village residents were asked to “make their voice heard”
by completing a 3 page questionnaire. That questionnaire was designed to capture personal data, levels of satisfaction with services provided, and budgetary priorities. One thousand
and forty two surveys were completed and returned. All data received was imputed into an automated database where it was batched, analyzed and assigned a numerical score. The computed
results indicate that Village residents prize their unique sanitation services (69% said “Excellent” and 51% ranked it a top budgetary priority) and their Public Safety Department (59%
and 57% rated Police and Fire “Excellent” respectively and 73% ranked it a top budgetary priority as well.) Eight-nine percent (89%) indicated they were “Satisfied” (55%) or “Very Satisfied”
(34%) with the balance between the taxes they pay and the services they receive from the Village. Ninety-two percent (92%) indicated that they feel the Council and Administration are
effective at preserving the “small town” feel and character of the Village. In conclusion, despite overwhelmingly approving Amendment 1, residents who responded to the Citizen Satisfaction
Survey indicated that they are satisfied with the type and quality of services provided to them by the Village and wish to continue these services at present levels. The “Citizen Survey”
Result Summary in its entirety can be viewed on the Village website www.village-npb.org I wish to thank again all those who took time from their busy schedules to assist in this process.
It is both my desire and the desire of your Council to be responsive to the needs and wants of you the residents of this great Village! Respectfully, Jimmy Knight -Village Manager

With bicycles and buses returning to rush hour, The North Palm Beach Department of Public Safety would like to remind motorists to slow down and pay attention to their surroundings.
Drivers need to step up safety around school zones, crosswalks, bus stops and wherever children may be playing outside. Here are some back-to-school tips for motorists: ? Obey the crossing
guards ? Be familiar with school zones ? Pay attention to posted speed limits ? Avoid using your cell phone while driving ? Always stop when buses activate flashing lights ? Be cautious
to buses loading or unloading children, even if lights are not flashing ? Be alert to children walking and bike riding to school when pulling out of your driveway or early in the morning
when it is dark The North Palm Beach Department of Public Safety is committed to the safety of its citizens. A Safe Community is a community that promotes traffic safety and injury prevention.
Traffic Oriented Policing is a program which requires members of the community and law enforcement to work together to reduce traffic problems in North Palm Beach. It uses an approach
to involve residents in addressing traffic problems and safety concerns in the village. We would like your help to determine specific areas of concern. If you have an area of concern

and late afternoon or great offshore action from Jupiter to Palm Beach. August provides anglers with plentiful amounts of live bait to catch. Live bait fishing is the best method for
anglers to use targeting variety of species like Dolphin (See photo 1), Kingfish (2), Wahoo (3), Bonita (4) and Tuna (5). Slow trolling and drifting are tactics commonly used for rod
bending action. Look for signs of color changes and current for places to target fish. Bottom fishing is another option for those looking to bend a rod and save on fuel. Many offshore
wrecks will provide catches of Amberjacks (6), Mutton Snapper (7), Grouper (8), and plenty of Sharks (9). Live baits, and dead baits dropped to the bottom will produce fish. Artificial
lures like butterfly jigs and bucktail jigs are another safe bet if live bait is not available. Once hooked up be sure to get the fish off the bottom to avoid break offs from the structure
and Sharks. The near shore waters and local inlets will be teaming with Snook (10), Tarpon (11) and big Jacks (12). These fish provide great sight fishing and drag screaming action on
light tackle. Live baits like greenies, sand perch and croakers will produce consistent bites. For anglers who prefer to use artificial lures storm baits, swimming plugs, and jigs will
get the job done. Like I always say… “You can’t catch them from the couch, so get out there and get hooked up!” Tight Lines! Capt. Craig Korczynski * PhlatsInshoreFishing.com * PalmBeachFishingGuides
