the last phase is always the most glorious. It is with great pleasure that I be given this opportunity to share with you, the Village residents, our Independent Auditors Report on the
financial activities and overall health of your Village… The “Independent Auditor’s Report” (Nowlen, Holt & Miner, P.A.) of the Village’s financial statements of the governmental activities,
the business-type activities, each major fund and the aggregate remaining fund information as of and for the year ended September 30, 2007 has been completed and released. That audit
is conducted in accordance with U.S. generally accepted auditing standards and the standards applicable to financial audits contained in Governmental Auditing Standards, issued by the
Comptroller General of the United States. A brief synopsis of that report indicates the following?: • Total revenues increased 5.5% over 2006. The increase was due primarily to growth
in Ad valorem taxes. • Total expenditures increased 6.5% from 2006, with the most significant increased costs being insurance premiums and capital outlay. • General Fund unreserved fund
balance at September 30, 2007 was $8,179,659. This represents approximately 42% of general fund budgeted expenditures for fiscal year 2008. • At the golf course Operating Revenues exceeded
that of Operating Expenditures for FY2007. Non-operating expenses increased due to increased interest costs related to the financing of the renovations. The following excerpts were taken
from a report to Council given March 27th by Mr. Richard Podell, Vice Chairman of the Village’s Auditing Committee as to the review of the Independent Auditors Report. “We think [Village
Audit Committee] that the audit presents a superb picture of a Village that is very well financed.” “…the audit report itself is a beautiful picture of transparency – if you take the
time time to analyze the report you know everything that’s happening in this Village and you understand everything that Village Management is doing.” “We’re happy to say that the Village

80 minutes of telephone time from either Iraq or Afghanistan. Once your donation is received, we work with the Military Exchange to purchase cards that are guaranteed to work in our
soldier's deployment area. Our volunteers worked hard to collect enough donations to send 41 calling cards to a reserve unit from Palm Beach County, the 535 Military Police Unit, currently
stationed in Baghdad, Iraq. They thanked us on receipt of their cards, writing: "They (calling cards) are a huge hit...it means the world to them! They all send their regards and thanks

covering all areas of flood protection, building constructiio and flood insurance. Flood zone maps are available for inspection also. If you need to know flood zone your home is in or
obtain a copy of an elevation certificate (if on file), please call the Community Development Department, Village Planner at (561) 582-1156 or email: jnentwick@village-npb.org. About
the Mandatory Purchase of Flood Insurance Requirement NFIP: The Village of North Palm Beach participates in the National Flood Insurance Program (NFIP), which makes federally backed
flood insurance available for all eligible buildings, whether they are in a floodplain or not. Flood insurance covers direct losses caused by surface flooding, including a river flowing
over its banks, a lake or ocean storm, and local drainage problems. The NFIP insures buildings, including mobile homes, with two types of coverage: building and contents. Building coverage
is for the walls, floors, insulation, furnace, and other items permanently attached to the structure. Contents coverage may be purchased separately, if the contents are in an insurable
building. Mandatory Purchase Requirement: The Flood Disaster Protection Act of 1973 and the National Flood Insurance Reform Act of 1994 made the purchase of flood insurance mandatory
for federally backed mortgages on buildings located in Special Flood Hazard Areas (SFHAs). It also affects all forms of Federal or Federally related financial assistance for buildings
located in SFHA is the base (100-year) floodplain mapped on a Flood Insurance Rate Map (FIRM). It is shown as one or more zones that begin with the letter “A” or “V”. The rule applies
to secured mortgage loans from such financial institutions as commercial lenders, savings and loan associations, savings banks, and credit unions that are regulated, supervised or insure
by Federal agencies such as the Federal Deposit Insurance Corporation and the Office of Thrift Supervision. It also applies to all mortgages loans purchased by Fannie Mae or Freddie
Mac in the secondary mortgage market. Federal financial assistance programs affected by the laws include loans and grants from agencies such as the Department of Veterans Affairs, Farmers
Home Administration, Federal Housing Administration, Small Business Administration, and the Department of Homeland Security’s Federal Emergency Management Agency (FEMA). How it Works:
Lenders are required to complete a Standard Flood Hazard Determination (SFHD) form whenever they make, increase, extend or renew a mortgage, home equity, home improvement, commercial,
or farm credit loan to determine if the building or manufactured (mobile) home is in an SFHA. It is the Federal agency’s or the lender’s responsibility to check the current Flood Insurance
Rate Map (FIRM) to determine if the building is in an SFHA. Copies of the FIRM are available for review in most local government building or planning departments. Lenders may also have
copies or they use a flood zone determination company to provide the SFHD form. If the building is in a SFHA, the Federal agency or lender is required by law to require by law to require
the recipient to purchase a flood insurance policy on the building. Federal regulations require building coverage equal to the amount of the loan (excluding appraised value of land)
or the maximum amount of insurance available from the NFIP, whichever is less. The maximum amount of available for a single-family residence is $250,000. Government sponsored enterprises,
such as Freddie Mac and Fannie Mae, have stricter requirements. The mandatory purchase requirements does not affect loans or financial assistance for items that are not covered by a
flood insurance policy, such as vehicles, business expenses, landscaping, and vacant lots. If does not affect loans for buildings that are not in an SFHA, even though a portion of the
lot may be. While not mandated by law, a lender may require a flood insurance policy, as a condition of a loan, for a property i n a n y zone on a FIRM. If a person feels that a SFHD
form incorrectly places the property in the SFHA, he or she may request a Letter of Determination Review from FEMA. This must be submitted within (45) days of the determination. More

the car on the grass or any place that doesn't drain to the street. • Use biodegradable detergent. • Cars can leak motor oil and other fluids on your driveway and them into storm drains.
• Inspect your car regularly for leaks. • When you change the oil or other fluids, collect each fluid in a separate pan. • Take motor oil to a collection sites. • Never pour motor oil
to fluids down storm drains. • When it rains, fertilizer and pesticides can get washed into storm drains. • Nitrogen in fertilizer can make algae grow, killing fish and other wildlife.
• Pesticides can get into waterways and kill plants and animals. • Use less fertilizer and pesticides. • Use non-toxic or less toxic products. • Do not apply fertilizer and pesticides
on sidewalk, driveways, streets, or near storm rains or ditches. • Do not apply fertilizer before a rainstorm. • Household products like paint, solvents and cleaners can cause serious
pollution if they get into storm drain. • Buy only the amount of paint you need, and save what's left for touch-up. • Buy only the amount of cleaners that you need. • If you need dispose
of any household chemical, take it to the SWA collection site. • When litter gets into water ways it makes them ugly and causes pollution. • Pick up after pets. • Dispose of pet waste
into trash. • Never wash pet waste into the street or into storm drains. • If pet waste is left on the ground, harmful bacteria, parasites and viruses can wash into waterways. • NEVER

This exciting ½ day progrra is for youth 3 – 5 years of age. The group meets Monday through Friday from 9:00-noon. This program runs in 2 4-week sessions beginning the week of June 9.
Each week features a different theme with guests coming in to present fun, exciting and sometimes educational programs. Camp includes story time, crafts, free play, snack and much more.

To help our boating community stay safe, your North Palm Beach MarinePatrol Unit has partnered with the U.S. Coast Guard Auxiliary. The Coast Guard Auxiliary has agreed to conduct vessel
safety checks at marinas and launch ramps on a regular basis. I strongly urge all our boaters who are launching at Anchorage Park to take advantage of this free opportunity when you
see the Coast Guard Auxiliary team at the Park. A vessel examination will ensure that your boat has the equipment necessary for you to be safe on the water. Coast Guard requirements
include three flares (check the expiration dates), a current fire extinguisher, a sound producing device, and one life jacket for each person on board. Running lights (right, left, and
stern) must be operational. Fuel tanks are examined to ensure that ventilation is adequate and the overall condition of the boat’s deck is evaluated to ensure that it is free of hazards.
Upon completion of a successful examination, your Vessel Examiner will provide you a decal to display on your boat. If your Vessel Examinne notes unsafe conditions, you will be given
a list of deficiencies to correct. Boats that do not pass an initial examination by the Auxiliary are not subject to penalties as they are there to help, not penalize. But remember,
if you are on the water And boarded by a law enforcement official, you may be fined if safety deficiencies are found. Captains, look for your Vessel Examiner. And remember, you must
have your boat’s registration on board at all times. Without your registration, you may not operate your boat. Another great program being offered by the Coast Guard Auxiliary is the
“America’s Boating Course” being offered on May 17th, 2008 at your Public Safety Building, 560 US Highway 1, from 8:30 a.m. to 4:30 p.m. This is a state approved class for the Florida
Boaters I.D. which is required for boat operators under the age of 22. It is also a great program for anyone that would like to increase their knowledge regarding boating safety. A.W.A.R.E.
is a 3 hour course that is designed to provide women ages 18 and older with the basic fundamentals of personal safety, crime prevention strategies, and risk reduction and avoidance techniques.
The North Palm Beach Department of Public Safety has intertwined these items with real life scenarios and developed a complete and comprehensive, "street" practical, program. This course
will teach women the importance of motivation and empowerment and will demonstrate how to protect themselves from potential assailants. They will be able to recognize danger, learn to
avoid it and how to handle an attack if it comes. Participants encounter real life scenarios and will learn how to overcome and face confrontations assertively and confidently. The class
is taught in a safe & comfortable atmosphere that enhances physical confidence and teaches reliable techniques. They will also be taught valuable information on how to prevent problems
while at home or out in public. Additional information will be provided on personal protection devices and how best to use them. This FREE course will be held on May 3, 2008 from 9:00
a.m.-12:00 p.m. at the North Palm Beach Department of Public Safety located at 560 US Highway 1. Participants should wear comfortable clothing and sneakers. If you are interested in

mom out to dinner to give her a break from cooking. That’s my cue to remind you that cooking is our number one cause of home fires which are usually attributed to leaving the stove
unattended. In these busy times we get distracted by the phone, someone at the door, or a variety of other reasons and leave something cooking on the stove. By the time you return a
fire has started. started. If you must walk away from the stove, even for what you think will be “just a minute” please take the time to: ? Turn the stove off. ? Turn those pot handles
in so they don’t hang over the stove’s edge. ? Resume cooking when you return and can stay with it. If you have any questions regarding cooking fires, or any other fire safety topics,
