BOAT SMART -SAFE BOATING COURSE
Present by Palm Beach Sail & Power Squadron
Boat Smart, a safe boating course, will be offered by the United
States Sail & Power Squadron, beginning Wednesday, September
18, 2002 through October 9, 2002. The classes will be held at the
Palm Beach Lakes High School, Military Trail, just south of 45th
Street. Registration first night 6:45 PM to 7:00 PM and class from
7:00 - 9:30 PM over four (4) Wednesdays. The boating course
will deal with both sail and power boats. Course material is
$30.00, tax included, and instruction is free. Have the whole fam-

After School Safetv for Children
-Who are Home Alone
The North Palm Beach Department of Public Safety wants all of our
residents to be safe, especially children who are left home alone after
school. Each day millions of children go home to an empty house and
are alone for an hour or more. Experts estimate that nearly 5 million
school-aged children spend time without adult supervision during a typi-
cal week. Although the American Academy of Pediatrics (AAP) recom-
mends that school-aged children, ages 5-12, be supervised, for many
parents this is no[ possible. The AAP states that maturity -not age -
should be the determining factor in whether a child should be left alone.
The National Center for Missing & Exploited Children has a few guide-
lines parents should follow if your child is home alone:
* Your child should know his or her full name, address, and
telephone number; know your full name, the exact name of the
place where you work, your telephone number, and any pager
or cell phone number you may have.
* How to carry his or her key so that it is hidden and secure.
Your name and address should not be on the key, and it may
be wise to leave an extra key with a tmsted friend or neighbor.
- * Nat to walk or play alone on the way home, to never take
shortcuts home and what to do if he or she is being followed.
- * To~always check [he house before entering, look for doors
that may be ajar, windows that may be broken, or anything
that does not look right, and go to a safe place to call for help
if something does not seem right. -
* To always lock the door after entering and make sure that
the house is secure.
* To immediately check in with you upon returning home [o
let you know that he or she had arrived safely.
* To tell callers that you can not come [o [he telephone and
offer to take a message, instead of letting people know. that he
or she is home alone.
* Not to open the door or talk to anyone who comes to the
home unless the person is a trusted family friend or relative he
or she feels comfortable being alone with, and the visit has
been pre-approved by you.
* To stay alert for Ime emergencies such as a shanger at the
door, fire or gas main leak that would require the need to call
for help or leave the home, and when and how to use 911.
- * To check with you or a tms[ed adult if he or she is in doubt
about anything.

Bike Registration
Attention North Palm Beach residents; Let's remember [o register our
bicycles. This is one of many programs offered by your North Palm
Beach Public Safety Department. You can register your bicycle by stop-
ping by the Public Safety Building located at 560 U.S. Hwy #1 between
the hours of 8 a.m. to 4 p.m. Monday through Friday. Information such
as Bike Size, Color, Serial Number, Make and Model will be recorded
and this will assist [he Public Safety Department in identifying your
bicycle in the event it is lost or stolen. Your bike will receive a regisna-
tion number, which will be affixed to the bike. The cost for this service
is $1.00. In [he event your bicycle is lost or stolen, report it to the Public
Safely Department immediately by calling the non-emergency number
848-2525 or contact Officer Heavey a[ 841-3300 if you have any ques-
tions.

Department of Public Safety Building is always open!
We never close the building or lock the front door, North
Palm Beach Police Officers, Fire Fighters, Paramedics
and Dispatchers are in. the building 24 hours a day, 7
days a week! The North Palm Beach Department of
Public Safety Record Deparhnent is closed after 4:00
PM Monday-Friday and during the weekends, but the
rest of the Department is still open. If you enter the Pub-
lic Safety Building after 4:00 PM Monday-Friday or on
the Weekend, please use the telephone located on the
wall to contact a dispatcher when the Record Department
Window is closed. If you have any questions, please

GENERAL FUND BUDGET
This past July the Village Council and staff spent three
weeks in Workshop Sessions drafting the annual budget
for fiscal year 2002-2003. The Council balanced the
budget at $13,471,749 which represents an increase over
last year's budget of $13,056,918 by $414,831 or 3.18%.
As a result of the increases the Council has opted to in-
crease the tentative millage rate from 5.6 to 5.8 mils.
This is a 3.6% increase over the current millage rate and
a 13.9% increase over the rollback millage rate. In order
to satisfy state law the Village is required to advertise
and announce the estimated rollback millage rate for
2002-2003. The rollback millage rate is what the mil-
lage rate would be to generate the same amount of dol-
lars from the 2001-2002 budget as a result of increased
property values. As property values increase more dol-'
lazs aze generated from the same millage rate. If we
were to generate the same dollazs based on the increase
values the millage rate would have been 5.0938 (roll
back). However, due to increase cost in operation and
maintenance, capital equipment cost, benefits and pay
increases the Council has determined the necessity of in-
creasing the rate accordingly.

$20.00 from 5.60 to 5.80 mils on a $100,000 value.
Copies of the draft budget are available in the fol-
lowing offices: Village Clerk, Village Manager, Fi-
nance Office and the Library. The public hearings
for the draft budget will be held preceding the Vil-
lage Council meetings at 7:00 PM with the first
hearing on Thursday, September 12, 2002 and the
second final hearing and final adoption of the
budget and setting of the millage rate on Thursday,

VIDING FOR SEVERABILITY; PROVIDING FOR THE REPEAL
OF ALL ORDINANCES OR PARTS OF ORDINANCES IN CON-
FLICT HEREWITH; AND, PROVIDING FOR AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE VILLAGE COUNCIL OF NORTH
PALM BEACH, FLORIDA:
Section L The Village Council of the Village of North Palm Beach,
Florida, does hereby create a Chapter 25 [o the Code of Ordinances of
the Village entitled "Swimming Pools" and to read as follows:
"Chapter 25 Swimming Pools
Section 25-1. Definitions
As used in this chapter, the following words and phrases shall have
the meaning indicated:
'~ Private therapeutic spa poo! means any receptacle far water having a
depth at any point greater than two (2) feet, used or intended to be
used for bathing, and constmcted, installed or maintained in or above
ground as an accessory swemre. A spa/pool shall have a surface area
of less than sixty (60) squaze feet.
Private swimming poo(. As defined in [he Florida Building Code.
Section YS-2 Setbacks.
All Village zoning setback requirements shall be complied with in the
plot location of any pool but in no even[ shall [he setback of the out-
side rim of a private pool be less than seven and one half (7 I /2) fee[
from the back property line and not less than five (5) fee[ from the
side property line, including a two and one half (2 1/2) foot walk
around the pool.

Section 25-3 Permits.
Applications for swimming pool permits shall be accompanied by pay-
ment of a fee in accordance with Village ordinances, and by plans and
specifications prepared by a competent engineer registered in the State of
Florida.
Section 25-4. Construction.
Private and public pools shall be constructed of reinforced concrete, con-
crete block reinforced and poured after laying up, or of reinforced gunite
constmctian.
Section 25-5. Barrier/Feocing Requirements.
(a) A barrier, fence or screen enclosure shall surround a swimming
pool as specified in the Residential Swimming Pool Enclosure section of
the Florida Building Code.
(b) The Building O[Iicial is required to conduct an inspection of all
swimming pools not less than one time per year to determine compliance
with this section and [o enforce the provisions of this section.
Sectiou 25-6 Elevation.
(a) The [op of the rim of all swimming pools shall no[ be in excess of
two (2) feet above the average grade of the land surrounding the pool.
(b) The top of the rim of any spa pool shall not be in excess of two (2)
feet above the average grade of the land surrounding the pool or a perma-
nent platform constructed completely around the rim of the spa pool. The
maximum height of a spa pool above the grade of the land surrounding
the pool shall be four (4) feet.
Sectiou 25-7 Final Approval.
A final approval by the Building Official shall be issued prior to any use
made of a swimming pool"
Section 2. If any section, paragraph, sentence, clause, phrase or word of
this Ordinance is for any reason held by a Court to be unconstitutional,
inoperative or void, such holding shall not affect [he remainder of this
Ordinance.
Section 3. All Ordinances or parts of Ordinances in conFlict herewith are
hereby repealed.
Section 4. This Ordinance shall take effect immediately upon passage.
