10-25-2007 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA • OCTOBER 25, 2007 Present: Dr. Edward M. Eissey, Mayor William Manuel, Vice Mayor David B. Norris, President Pro Tem Darryl Aubrey, Councilman T.R. Hemacki, Councilman Jirnmy Knight, Village Manager Leonard Rubin, Village Attorney Melissa Teal, CMC, Village Clerk ROLL CALL Mayor Eissey called the Workshop Session to order at 8:09 p.m. All members of Council were present. All members of staff were present. COMMERCIAL VEHICLES IN RESIDENTIAL NEIGHBORHOODS The Village Council reviewed the Planning Commission's rewmmendations regazding the pazking of commercial vehicles in residential neighborhoods. Discussion ensued on the following issues: vehicles with a gross vehicle weight in excess of 1 ton; stretch limousines; the • percentage of advertising allowed; and simplifying the ordinance by specifying height, length, gross weight, and/or carrying capacity of the vehicle. Village Attorney Len Rubin will review ordinances used in other municipalities and wnsult with Mr. Knight and staff concerning the amount of advertising signage allowed in order to simplify enforcement. It was suggested that the draft ordinance be publicized to the residents by advertising it in the newsletter and on the home page of the Village website. This item was forwarded to the next Regulaz Session agenda. REORGANIZATION OF COUNTRY CLUB ADVISORY BOARD AND RECREATION ADVISORY BOARD Discussion took place concerning reorganization of the Country Club Advisory Boazd and the Recreation Advisory Board. Mr. Knight advised that the Recreation Advisory Boazd functions well in its present configuration, and recommended that no changes be made to this boazd. Regazding the Country Club Advisory Board, Mr. Knight recommended realigning this boazd to focus on golf operations. Mr. Knight reviewed specific recommendations for membership composition, terms, and authority. Discussion ensued on adding a requirement to the Recreation Advisory Boazd for one pool member, one tennis member, and one field/court sports member. It was noted that one of the present alternate members ofthe Recreation Advisory Board is also a tennis member. Discussion was held concerning membership requirements for the proposed Golf Committee, • with regazd to the appointment ofthe president or a member ofthe Men's Golf Association (MGA) and Women's Golf Association (WGA). By consensus, the Council determined not to specify that the MGA and WGA representatives must be the President or Chair of the association. Minutes of Village Couucil Workshop Session held August 23, 2007 Page 2 of 2 Discussion ensued on the meeting schedule. Council consensus was that the Golf Committee • should hold monthly meetings. Consideration was given to establishing duties of the Golf Committee. Mr. Rubin recommended setting the duties by resolution rather than ordinance. A companion resolution establishing the duties of the Golf Committee will be brought back at second reading of the ordinance. An ordinance creating a Golf Committee will be placed on the 11/7/07 Regular Session agenda.
