ROLL CALL
Mayor Aubrey called the meeting to order at 7:30 p.m. All members of Council were present. All
members of staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
Councilman Eissey gave the invocation and Mayor Aubrey led the public in the Pledge of Allegiance.
APPROVAL OF MINUTES
The minutes of the Regular Session held 2/9/2012 were approved as written.
LIBRARY ADVISORY BOARD APPLICANT INTERVIEWS
Janet Delaney and Carolyn Kost were present for interviews with the Council.
FIRST READING OF ORDINANCE 2012-02— CODE AMENDMENT— CHAPTER 6, "BUILDING
AND BUILDING REGULATIONS"
President Pm Tem Manuel moved to adopt on first reading Ordinance 2012-02 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, AMENDING CHAPTER 6, `BUILDING AND BUILDING REGULATIONS," OF THE
VILLAGE CODE OF ORDINANCES; AMENDING ARTICLE II, "MINIMUM CONSTRUCTION
STANDARDS," BY AMENDING SECTION 6-17, "CODES ADOPTED," TO PROVIDE FOR THE
ADOPTION OF THE CURRENT EDITION OF THE FLORIDA BUILDING CODE AND
ADOPTING A NEW SECTION 6-18, "CONSTRUCTION BOARD OF ADJUSTMENT AND
APPEALS;" AMENDING DIVISION 3, "CERTIFICATE OF APPROPRIATENESS," OF ARTICLE
III, "APPEARANCE CODE," BY AMENDING SECTION 6-57, "FINAL HEARINGS,"SECTION 6-58,
"ACTION OF PLANNING COMMISSION," SECTION 6-59, "APPROVAL BY PLANNING

The motion was seconded by Vice Mayor Norris and passed unanimously.

CONSENT AGENDA
• A motion was made by Councilman Eissey, seconded by Vice Mayor Norris, and passed unanimously
to approve the consent agenda, which included the following items:
Receive for file Minutes of the Golf Advisory Board meeting held 1/9/2012
Receive for file Minutes of the Waterways Board meeting held 1/24/12
Recommendation:"that Village Council host a public meeting to"brain storm"ideas for grants"
Receive for file Minutes of the Recreation Advisory Board meeting held 2/14/2012
RESOLUTION 2012-16—APPOINTING A MEMBER TO THE LIBRARY ADVISORY BOARD
A motion was made by President Pro Tern Manuel, and seconded by Vice Mayor Norris, to move
2nd alternate Tina Chippas to the vacant regular member position. The motion passed unanimously.
By written ballot, the original of which is attached to the minutes of record, the Council appointed
Carolyn Kost as the 2nd alternate member of the Library Advisory Board. Thereafter, Ms. Kost's
name was entered into Resolution 2012-16.
A motion was made by President Pm Tern Manuel and seconded by Councilman Eissey to adopt
Resolution 2012-16 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, APPOINTING ONE MEMBER TO THE LIBRARY ADVISORY BOARD;
AND PROVIDING FOR AN EFFECTIVE DATE.
Thereafter, the motion to adopt Resolution 2012-16 passed unanimously.
RESOLUTION 2012-17 — APPLICATION FOR FLORIDA INLAND NAVIGATION DISTRICT
WATERWAYS ASSISTANCE PROGRM GRANT
A motion was made by President Pro Tem Manuel and seconded by Councilman Gebbia to adopt
Resolution 2012-17 entitled
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, AUTHORIZING THE APPLICATION OF A GRANT FROM THE FLORIDA INLAND
NAVIGATION DISTRICT WATERWAYS ASSISTANCE PROGRAM AND PROVIDING FOR
ACCEPTANCE OF THE TERMS AND CONDITIONS THEREOF; PROVIDING THE REQUIRED
CERTIFICATIONS;AND PROVIDING FOR AN EFFECTIVE DATE.
Mr. Knight reviewed grant-funding possibilities for the modified Phase II Master Plan for Anchorage
Park, which would enhance public access to the park. Mr. Knight explained the parameters of the
Florida Inland Navigation District (FIND) grant.
Discussion ensued on TBE's conceptual drawing for Phase II modifications to the park, including
increased storage for boats and recreational vehicles, expansion of the walking path, screening of the
• dry storage area, landscaping, and shade structures.
Discussion took place regarding obtaining a cost estimate for the proposed modifications.
Thereafter, the motion to adopt Resolution 2012-17 passed unanimously.

MAYOR AND COUNCIL MATTERS/REPORTS—TURTLE COVE RESTORATION PROJECT
• Mayor Aubrey announced an application from the Palm Beach County Board of County
Commissioners to the U.S. Army Corps of Engineers (USACE) for a permit to fill approximately 40
acres of the Lake Worth Lagoon with 640,000 cubic yards of sand, which would reduce depth in that
area to six feet. Mayor Aubrey noted the project would take five to ten years to complete. Mayor
Aubrey reported on a draft letter to the USACE prepared by Village Attorney Len Rubin expressing
opposition to the project and requesting a public hearing.
Waterways Board Chairman Ken Wright reported on discussion of this issue and the concerns
expressed by the members at the Board's 2/21/12 meeting.
During discussion, Council expressed questions and concerns about the proposed project outlined in
the permit application. Mr. Rubin described the federal process and explained that although the
comment period is thirty days, the USACE continues to take public comment until issuance of a
permit, and although it generally does not grant a public hearing, all comments received are forwarded
to the applicant to provide a response.
By consensus, Council approved sending the letter prepared by Mr. Rubin to the USACE, with copies to
the Board of County Commissioners and affected property owners. Additionally, Council determined to
issue a letter of objection to the Board of County Commissioners, to request public records regarding the
project, and to designate Councilman Gebbia as the point person on this issue. It was suggested that all
stakeholders send letters to the USACE and the Board of County Commissioners, as well as to their
elected representatives on the state and federal leveL
VILLAGE MANAGER MATTERS/REPORTS
Mr. Knight announced that the Village received the Distinguished Budget Presentation Award from
the Government Finance Officers Association.
Mr. Knight reminded all present of the Meet the Candidates event on 2/29/12 at Anchorage Park.
Mr. Knight reported on a problem with turkey vultures causing damage to vehicles in the dry storage
area at Anchorage Park.

With no further business to come before the Council, the meeting adjourned at 8:55 p.m.
