ROLL CALL
Mayor Eissey called the meeting to order at 7:30 p.m All members of Council were present. All
members of staffwere present.
INVOCATION AND PLEDGE OF ALLEGIANCE
Councilman Aubrey gave the invocation and Vice Mayor Manuel led the public in the Pledge of
• Allegiance to the Flag.
APPROVAL OF MINUTES
The minutes ofthe Special Session held 9/11/07 and the Regulaz Session held 9/13/07 were approved
as written.
CONSENT AGENDA
Vice Mayor Manuel moved to approve the consent agenda. Councilman Aubrey seconded the
motion, which passed unanimously. The following items were approved:

. RESOLUTION 2007-90 ADOPTED -CONCRETE GOLF CART PATHWAY CONSTRUCTION
Vice Mayor Manuel moved that Resolution 2007-90 entitled
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA APPROVING A CONTRACT AWARD TO CHARLES S. WHITESIDE, INC. TO
PROCEED WITH THE ADDITIONAL CONCRETE PATHWAY CONSTRUCTION ON THE
GOLF COURSE AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE SAME;
AND PROVIDING FOR AN EFFECTIVE DATE
be adopted. Councilman Hemacki seconded the motion.
Discussion took place on the cost for the additional pathways. Mr. Knight advised that the cost is
higher because the concrete cannot be moved by dump truck now that the course is completed;
additionally, the contract includes excavation and form work. Discussion ensued on the areas where
the cart path will be widened. Thereafter, all present voted in favor of Resolution 2007-90.
RESOLUTION 2007-91 ADOPTED -GOLF COURSE MAINTENANCE SERVICES CONTRACT
Vice Mayor Manuel moved that Resolution 2007-91 entitled
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA APPROVING A CONTRACT FOR GOLF COURSE MAINTENANCE SERVICES
WITH INTERNATIONAL GOLF MAINTENANCE, INC. AND AUTHORIZING THE MAYOR
AND VILLAGE CLERK TO EXECUTE SAME; AND PROVIDING FOR AN EFFECTIVE DATE
• be adopted. President Pro Tem Norris seconded the motion.
Village Manager Jimmy Knight advised that the wntract provides for the services of an independent
agronomist to inspect the condition and maintenance of the golf course on a quarterly basis, with the
Village to bear the cost of the inspections. Mr. Knight noted that the contract amount was reduced by
a deduction for the cost of maintenance equipment leased by the Village, as the equipment lease
could not be assigned. Mr. Knight confirmed that the wntractor's references were checked, and that
the Village has received a signed contract.
Discussion ensued on the termination clause in the contract, uniforms for the maintenance employees,
and which party is responsible for any necessary corrective action. Thereafter, the motion to adopt
Resolution 2007-91 passed unanimously.
RESOLUTION 2007-92 ADOPTED -BUDGET AMENDMENT -POLICE & FIRE PENSION PLAN
Vice Mayor Manuel moved that Resolution 2007-92 entitled
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, AUTHORIZING AND DIRECTING THE MAYOR AND VILLAGE CLERK TO
AMEND THE 2006-2007 BUDGET FOR THE PURPOSE OF TRANSFERRING $25,255.00
FROM THE POLICE DEPARTMENT POLICE AND FIRE PENSION ACCOUNT TO THE FIRE
DEPARTMENT POLICE AND FIRE PENSION ACCOUNT TO CORRECT AN UNDER
• FUNDING OF THE POLICE AND FIRE PENSION PLAN; PROVIDING FOR CONFLICTS; AND
PROVIDING FOR AN EFFECTIVE DATE
be adopted. Councilman Aubrey seconded the motion and all present voted aye.

• COUNCIL MATTERS
Councilman Hernacki discussed a fax he received from a business owner who is remodeling a
business on Northlake Boulevard.
Mayor Eissey discussed an email the Council received concerning taxes.
Vice Mayor Manue] moved that the Council hold its November 8th Council meeting on November 7th,
in order to allow two councilmen to attend the Florida League of Cities Conference in Orlando.
Councilman Aubrey seconded the motion, which passes 3 - 2, with Vice Mayor Manuel, Councilman
Aubrey, and Councilman Hernacki voting aye, and President Pro Tem Norris and Mayor Eissey
voting nay. Therefore, the Regulaz Session of November 8, 2007 is suspended, and a Special
meeting will be held on Wednesday, November 7, 2007.
Vice Mayor Manuel requested that discussion of a proposed golf committee be placed on an
upcoming Workshop agenda.
Village Attorney Len Rubin distributed a memo on ex parte communications. Mr. Rubin noted that
ex parte communications are required to be disclosed only during quasi-judicial proceedings. In
future, Mr. Rubin will advise the Council as to whether there aze any quasi-judicial proceedings
requiring disclosure during item 6.B of the Regular Session agenda.
VILLAGE MANAGER MATTERS
• Mr. Knight notified Council of a change order with regard to installation of swimming pool heaters.
Mr. Knight reviewed suggested dates for Heritage Day. By consensus, the Council determined that
Heritage Day is to be held on Mazch 15, 2008.
Mr. Knight announced Fve Prevention Week, October 7 - 13, 2007. Public Safety will host its
annual Safety Fair on Saturday, October 6th from 10:00 a.m to 3:00 p.m
Mr. Knight advised that the Village has received 355 golf membership renewals.
Golf Professional Mike Gray reviewed a request from Palm Beach Gardens High School to use the
golf course on Monday, October 22nd at 10:30 a.m. for the girls' regional golf championship.
Discussion ensued on the time this event would be held and whether fees would be chazged. By
consensus, Council approved the request, but preferred a later starting time for the event.
Mr. Knight noted his performance evaluation is due and provided Council with a suggested
evaluation form The Village Council will complete evaluations of the Village Manager and Village
Clerk by October 1st, or as soon thereafter as possible.
