ROLL CALL
Mayor Marks called the Workshop Session to order at 9:51 p. m. All
members of the Council and staff were present.
GOLF MEMBERSHIP REGISTRATION.
A discussion was held concerning registration times and procedures
for residents and non-residents. This matter will be placed on the
regular session agenda for April 12, 1990, with notification to
residents of advance registration prior to the April 12th meeting.
INTERLOCAL AGREEMENT - AMENDMENT TO 911 TELEPHONE SYSTEM.
A discussion concerning the adoption of the Interlocal Agreement
Amendment to the 911 telephone system was conducted between Council
and Lieutenant Clay Walker of the Public Safety Department. This
matter will be brought back to the next workshop session on April
12, 1990, with a report by Lt. Walker on the items that are already
'`"" budgeted.
INTERIM LEGAL SERVICE/CODE ENFORCEMENT BOARD.
Discussion was held concerning retaining Mr. Phillip Gildan to
represent the Village in the Gladwin boat dock appeal. The Village
Attorney, Mr. George Baldwin, has a conflict of interest in this
matter, having represented Mrs. Gladwin prior to becoming Village
Attorney. This will be placed on the agenda for the next regular
session of April 12, 1990.
RESOLUTION SUPPORTING CONSTITUTIONAL AMENDMENT #3.
Discussion concerning adoption by the Village of a resolution
urging Florida citizens to support the Constitutional Amendment #3
on the November 1990 ballot, limiting unfunded state mandates on
cities and counties. The adoption of this resolution will be
placed on the agenda of the regular session on April 12, 1990.
POLICY CHANGE - STATEMENTS FROM THE PUBLIC.
Discussion was held concerning the proposed change in policy of a
3-minute limit on statements from the public. It was agreed that
the 3-minute time limit has worked successfully in the past, and
~. since it can be put on a future agenda at the discretion of the
Mayor, the consensus was to leave this policy as it now stands.
WIDENING OF PROSPERITY FARMS ROAD.
After discussing the possibility of halting the County's plan to
widen Prosperity Farms Road, it was agreed to request a current
traffic study from the County, through the Village Attorney.

ADVISORY BOARD - SEACOAST UTILITY AUTHORITY AND UTILITY OPERATION.
Due to the 11:00 p.m. curfew, this item of business-will be placed
on the next workshop session of April 12, 1990.
