ROLL CALL
Mayor Gardner called the meeting to order at 7:45 p.m. All members
of Council were present. All members of staff were present.
LABOR NEGOTIATOR'S AGREEMENT
Discussion was held concerning terms and conditions for the labor
~ negotiator agreement to be drafted. The consensus of opinion was
that a new draft agreement be drawn and a request for proposals be
advertised.
HIRING FREEZE
Discussion was held concerning a proposed policy initiating
controls on hiring with a freeze being placed on positions
currently vacant and all positions that become available due to
attrition. This item will be placed on the Regular Session Agenda
of November 14, 1991.
SOLE SOURCE PURCHASE - GOLF COURSE TRACTOR
Discussion was held concerning the purchase of IBDU Nitrogen
Fertilizer submitted as a sole source item in excess of $5,000.
This was forward to the Regular Session Agenda of November 14,
1991.
SURPLUS EQUIPMENT - GOLF COURSE TRACTOR
Discussion took place concerning the declaration of a 1971 Ford
3000 tractor as surplus equipment. This item will be placed on the
Regular Session Agenda of November 14, 1991.
CLERK'S OFFICE - TYPING AND RESEARCH
Discussion was held concerning the Village Clerk's obligations to
individual Council members for items not delegated by a consensus
of the Council. The consensus of Council was to allow the Clerk to

continue her duties as established by the Village Charter.
PRIDE AWARENESS
Discussion was held concerning Pride Awareness Week/Month, which
has been proposed as the result of meetings between the Vice Mayor
and a group of Village residents. With Code Enforcement as a
basis, Vice Mayor Pierman will present a comprehensive plan to
implement Pride Awareness. Her report will be placed on the next
Workshop Agenda on November 14, 1991.
There being no further business to come before the Council, the
meeting adjourned at 9:22 p.m.
