BILL 1182 - 2ND READING OF ORDINANCE AMENDING CODE REGARDING PARKS OPERATION AND MAINTENANCE Consider a motion to approve second reading of Bill 1182, a proposed ordinance amending Section 2-85, Divisions, of Division 6, Department of Public Services, of Article III of Chapter 2, Administration, of the Code of Ordinances to delete Parks as a Division of the Public Services Department; amending Section 2-110, Director's Duties, of Division 9, Department of Recreation, of Article III of Chapter 2, Administration, of the Code of Ordinances to include operation and maintenance of all Village parks in Recreation Director's duties. Consider a motion to enact Bill 1182 as Ordinance ACTION 3. BILL 1183 - 2ND READING OF ORDINANCE AMENDING SIGN CODE Consider a motion to approve second reading of Bill 1183, a proposed ordinance amending Article V, Signs and Outdoor Displays, of Chapter 6 of the Code of Ordinances by adding a Section 6-118, entitled "Severability." BILL 1184 - 2ND READING OF ORDINANCE AMENDING CODE TO IMPOSE CUSTOMER SERVICE AND PERFORMANCE STANDARDS FOR OPERATION OF CABLE TELEVISION SYSTEMS Consider a motion to approve second reading of Bill 1184, a proposed ordinance amending the Code of Ordinances to impose customer service and performance standards for the operation of cable television systems within the Village. BILL 1187 - 2ND READING OF ORDINANCE AMENDING CODE - GENERAL EMPLOYEES PENSION PLAN - GENERAL EMPLOYEE GROUP PARTICIPANTS Consider a motion to approve second reading of Bill 1187, a proposed ordinance amending the General Employees Pension Plan for general employee group participants by changing the actuarial present value of lump sum distributions, adding a definition for "assumed rate of return", and amending optional benefit plan no. 2. BILL 1188 - 2ND READING OF ORDINANCE AMENDING CODE TO SPECIFY DISTANCE RESTRICTIONS FOR SEXUAL OFFENDERS AND PREDATORS Consider a motion to approve second reading of Bill 1188, a proposed ordinance amending the Code of Ordinances to prohibit sexual offenders and sexual predators from living within 1,500 feet of specified locations within the Village. BILL 1189 - 1ST READING OF ORDINANCE AMENDING CODE -GENERAL EMPLOYEES PENSION PLAN -BARGAINING UNIT EMPLOYEE PARTICIPANTS Consider a motion to approve first reading of Bill 1189, a proposed ordinance amending the General Employees Pension Plan for bargaining unit employee group participants by changing the actuarial present value of lump sum distributions, adding a definition for "assumed rate of return", and amending optional benefit plan no. 2. ACTION BILL 1190 - 1ST READING OF ORDINANCE AMENDING GENERAL FUND AND COUNTRY CLUB BUDGETS FOR FY 2004-2005 Consider a motion to approve first reading of Bill 1190, a proposed ordinance amending the General Fund and Country Club Budgets for FY 2004-2005 to transfer funds in the amount of $115,000 and $42,500 respectively. ACTION D. CONSENT AGENDA E. OTHER VILLAGE BUSINESS MATTERS RESOLUTION - BELLSOUTH AGREEMENTS (TABLED ON 8/11/05) Consider a motion to adopt a resolution authorizing and directing the Mayor and Village Clerk to enter BellSouth Business Services Master Agreement with BellSouth MNS, Inc. and BellSouth Telecommunications, Inc. for the purpose of obtaining NetVPN telecommunications equipment and services for Village facilities and Internet services. ACTION 2. RESOLUTION - INTERLOCAL AGREEMENT FOR MUTUAL ASSISTANCE, AUTOMATIC AID, AND DISPATCH SERVICES Consider a motion to adopt a resolution approving Emergency Services Agreement for Mutual Assistance, Automatic Aid, and Dispatch Services between Palm Beach County, Palm Beach Gardens, and North Palm Beach; authorizing and directing Mayor and Village Clerk to execute the agreement on behalf of the Village. ACTION 3. RESOLUTION -APPOINTING 2ND ALTERNATE TO NORTHLAKE BLVD. TASK FORCE Consider a motion to adopt a resolution appointing a second alternate to the Northlake Boulevard Corridor Task Force. ACTION 4. RESOLUTION -REQUEST TO RENAME PORTION OF A1A AS "JACK NICKLAUS BLVD." Consider a motion to adopt a resolution requesting the Florida Legislature to rename a designated portion of State Road AlA as "Jack Nicklaus Boulevard" and requesting the Board of County Commissioner to enact a resolution supporting the renaming. ACTION 5. RESOLUTION -SURPLUS VEHICLE DONATION Consider a motion to adopt a resolution declaring 5 Public Safety vehicles surplus and authorizing disposal by donation to law enforcement agencies whose vehicle fleets were destroyed by Hurricane Katrina. ACTION 6. RESOLUTION -GOLF COURSE RECIPROCITY Consider a motion to adopt a resolution authorizing the Village Manager to negotiate prices and terms, and execute Letters of Understanding with Palm Beach County golf courses for reciprocal play by NPB Country Club golf members during extended closing of Village course for renovation. ACTION 7. RESOLUTION - FPE AGREEMENT Consider a motion to adopt a resolution approving a Collective Bargaining Agreement between the Village and Federation of Public Employees and authorizing the Mayor and Village Clerk to execute the agreement. ACTION 8. RESOLUTION - PBA AGREEMENT ADDENDUM Consider a motion to adopt a resolution authorizing the Mayor and Village Clerk to enter into an Addendum to Amend Collective Bargaining Agreement between the Village and Palm Beach County Police Benevolent Assoc. ACTION 9. RESOLUTION -PROFESSIONAL FIREFIGHTERS/PARAMEDICS AGREEMENT ADDENDUM Consider a motion to adopt a resolution authorizing the Mayor and Village Clerk to enter into an Addendum to Amend Collective Bargaining Agreement between the Village and Professional Firefighters/Paramedics of Palm Beach County, Loca12928, IAFF. ACTION 10. RESOLUTION -COUNTRY CLUB POINT OF SALE SYSTEM PURCHASE Consider a motion to adopt a resolution approving, authorizing and directing the purchase of the remaining software and hardware for Point of Sale system at the Country Club, in an amount not to exceed $47,573.00.
