Mayor Marks called the meeting to order at 9:40 p.m. All members
of Council were present. All members of staff were present.
BILL 731 - RECREATIONAL VEHICLES
Discussion was held concerning Bill 731, a proposed ordinance
~ recommended by the Planning Commission amending Section 18-35 of
the Village Code of Ordinances, which restricts parking of
recreational vehicles on residential property. The Council
requested clarification of Paragraph (8), the screening of side
yard equipment. This item was not forwarded to Regular Session,
but will be placed on the Workshop agenda of October 28, 1993 for
further discussion.
BILL 732 - COMMERCIAL WASTE DISPOSAL FEES
Discussion was held concerning Bill 732, a proposed ordinance
establishing waste disposal charges for commercial property for
Fiscal Year 1993-94; prohibiting private removal of waste with
exceptions; waste disposal fees due regardless of vacancy or non-
use of property; waste disposal billing procedures; repealing
Ordinance 18-92. This item was forwarded to the Regular Session of
October 28, 1993.
ANNEXATION AND REZONING OF BENJAMIN SCHOOL PROPERTY
Discussion took place concerning the recommendation of the Planning
Commission to annex Benjamin School property, and to rezone the
annexed property from Palm Beach County Commercial CG to Village R-
2 Multiple Family Zoning District. This item will be placed on the
~, Regular Session agenda of October 28, 1993.
GRIEVANCE COMMITTEE REPORT
Following a lengthy discussion of recommendations from the
Grievance Committee regarding Elsie Gatyas's request for a salary

adjustment, the Council agreed to forward this item to the Regular
Session agenda of October 28, 1993, with consensus to consider a 30
salary increase retroactive to April 1993 without a new job
description.
EXCEPTION TO RESOLUTION 23-92 - EXTENSION OF DEADLINE FOR UNUSED
VACATION BEYOND 2-YEAR LIMIT
The Council discussed a request from Public Safety Records Clerk
Carol Bastian to use approximately 64 hours of vacation time which
exceeds the 2-year limit. The consensus of Council was to extend
the deadline until 12/31/93, and to include several other employees
who still had unused vacation time beyond the 2-year limit. This
was forwarded to the Regular Session agenda of October 28, 1993.
EXCEPTION TO RESOLUTION 23-92 - PAYMENT OF UNUSED VACATION TIME
BEYOND 2-YEAR LIMIT
Discussion was held concerning request from Public Services
~ Director C. R. O'Meilia for payment of unused vacation time. The
consensus of Council was to consider a payout for any unused
vacation time, with payments to continue accordingly after
retirement date, but not to extend beyond September 30, 1994. This
item will be placed on the Regular Session agenda of October 28,
1993.
HEALTH INSURANCE COMMITTEE RECOMMENDATIONS
As added to the Workshop agenda during the Regular Session, the
Council discussed the recommendations of the Health Insurance
Committee, which includes offering voluntary annual employee
physical to be paid for by the Village. As a result of the
discussion regarding preventive medicine, the Council included a
random drug screening program for purposes of diagnosis and
rehabilitation, in addition to adding a benefit of annual employee
physicals was forwarded to the Regular Session of October 28, 1993.

meeting adjourned at 11:00 p.m.
