04-07-1993 VC SP WS-MMINUTES OF SPECIAL JOINT WORKSHOP OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA AND THE PLANNING COMMISSION HELD WEDNESDAY, APRIL 7, 1993 Present: V. A. Marks, M. C''AT.T. Mayor Marks called the meeting to order at 5:50 p.m. All members of Council were present except Councilman Valente, who was ill. All members of the Planning Commission were present except Vice F Chairman George Gauthier, who had another commitment. Village ' Manager Dennis Kelly and Public Services Director Charles O'Meilia were present. Ad Hoc Committee members Barry Paraizo and John Wetterman were also present. PURPOSE OF THE MEETING The Special Joint Workshop was called for the purpose of discussing the proposed revised sign code, as developed by the Planning Commission and Ad Hoc Committee. Discussion was held concerning the difference between the appeal process and a variance procedure. Also discussed was the cost of application for variance. It was stated that since advertising is required for the Board of Adjustment's Public Hearings, the $150 application fee covers the cost of two publications. Mr. O'Meilia pointed out various changes in the proposed sign code, showing the difference between the current sign code and the revised. A major change, according to Mr. O'Meilia, requires ground signs (monument signs) instead of pole signs. The proposed sign code would allow merchants seven years to adapt their existing ground and pole signs to the new code; window signs, neon signs, and all others must comply within 30 days. Clarification was made ~" Meeting of Special Joint Workshop Held Wednesday, April 7, 1993 regarding face changes, which will be allowed during the 7-year amortization period, but structural modifications would require compliance with the revised sign code at the time the change is made. It was agreed that the language "all building wall signs, existing pole signs and ground signs erected within the Village that do not conform with the terms of this Code shall conform by seven years" (after date of adoption) should be included under Non-conforming signs. The definition of a sign has been changed to include all signs, both inside and outside. Currently, the code only addresses signs that are outside the building. Discussion was held concerning the prohibition of outdoor lights, as proposed in the revised code. Signs may display the name or occupant of the building and the nature of the business if the letters are 50% maximum height of the line that shows the building occupant. The logo may be only as large as the letters on the first line indicating occupant. Currently, the display of flags must be approved by the Village Manager; the proposed code states a maximum of three flags on any one parcel of land. Temporary window signs will be restricted to a maximum of 100 of the window area. Multi-tenants will no longer have individual names listed on one sign. Only community-related banners are allowable under the proposed revised sign code, and no balloons will be permitted.
