Mayor Pierman called the meeting to order at 9:20 p.m. All members
of Council were present. All members of staff were present except
Village Manager Dennis Kelly, who was out of the country on
military duty.
BILL 707 - AMENDING ARTICLE II, CHAPTER 9 OF VILLAGE CODE - COUNTRY
CLUB ADMINISTRATIVE BOARD
Discussion on Bill 707 was postponed until the meeting of February
25, 1993, when Village Manager Dennis Kelly returns.
BILL 708 - AMENDING ARTICLE III, CHAPTER 10 OF VILLAGE CODE -
PUBLISHING NRMES OF POLLWORKERS
Discussion was held concerning Bill 708, a proposed ordinance
amending Article III, Chapter 10, by deleting Section 10-58(b)
which requires publication of pollworkers' names. The Council
agreed to forward this item to the Regular Session of February 25,
1993.
RESOLUTION AMENDING TRAVEL REGULATIONS
Discussion was held concerning a proposed resolution amending the
travel regulations of the Village of North Palm Beach. The Council
requested clarification from the Village Attorney on Section 1, ~[
2.03A of the Village of North Palm Beach Travel Regulations. This
will be placed on the February 25, 1993 Regular Session agenda.
ANNUAL FINANCIAL REPORT
Charles Haas and Wendy Douglas of Haas, Diaz & Company, CPA,
presented a synopsis of the Comprehensive Annual Financial Report
for the Year Ended September 30, 1992 for the Village of North Palm

Held Thursday, February 11, 1993
Beach. This will be considered for adoption at the Regular Session
of February 25, 1993.
PALM BEACH GARDENS HIGH SCHOOL - DONATION FOR PROJECT GRADUATION
Discussion was held concerning a request by Palm Beach Gardens High
School for a donation to help fund Project Graduation for 1993.
Paul Moore was present on behalf of Palm Beach Gardens High School.
With the bid for 4th of July fireworks being lower than the
budgeted amount, the Council will consider a donation of $500.00 to
be taken from Special Events. This was forwarded to the Regular
Session agenda of February 25, 1993.
STATUS REPORT CONCERNING FALSE ALARM CHARGES
Discussion 'took place concerning a staff status report on false
alarm charges as established by the North Palm Beach Code of
Ordinances. Data from other cities concerning false alarms has
been collected, and will be forwarded to the Council when the staff
~- completes its review. The Village Attorney was asked if revision
of false alarm charges could reduce the charges set forth in a
prior case, and Mr. Baldwin stated that the Council did not have
authority to go back and change the decision made by the Code
Enforcement Board. Mr. Baldwin also stated that the Code
Enforcement Board had authority to modify their order within 30
days, which has already been done. This item will come before
Council again on the Workshop Session agenda of February 25, 1993.
SIGN APPEAL - CAREERS
An appeal by Stuart Trauberman, Owner and President of Careers, 751
Northlake Blvd., of the Planning Commission's decision to modify
wall and pole signs was forwarded to the Regular Session agenda of
February 25, 1993 without discussion, on the advice of the Village
Attorney. Mr. Baldwin opined that the process of appeal precludes
it from discussion at a workshop prior to the actual hearing, and
that all future appeals should be placed directly on Regular
Session agendas.
HURRICANE SHELTER
Discussion was held concerning establishing a hurricane shelter in
the Village of North Palm Beach. Mr. O'Meilia stated that the
,... North Palm Beach Community Center did conform to all codes required
for an emergency shelter designation. Mr. O'Meilia will get more
information concerning this prior to the next meeting. Mr.

O~Meilia will make further inquiries regarding application, and
will report back to the Council at a later date.
There being no further business to come before the Council, the
meeting adjourned at 10:06 p.m.
