ROLL CALL
Mayor Vastola called the meeting to order at 9:34 p.m. All members
of Council were present. All members of staff were present.
BILL 765 - AMENDING SECTION 2-161 OF ARTICLE V_. PENSIONS &
RETIREMENT SYSTEMS, FOR POLICE AND FIRE EMPLOYEES
Discussion was held concerning Bill 765, a proposed ordinance
amending subsection (d) of Section 2-161 of Article V, Pensions and
r.~• Retirement Systems for Police and Fire employees and retitling same
from "Death Benefits" to "Preretirement Death". This item was
postponed for six months, pending time frame for matching funds
from the state.
BILL 766 - HOME OCCUPATIONS
Discussion was held concerning Bill 766, a proposed ordinance
providing for home occupations as permitted uses within dwelling
units in all residential districts of the Village. This will be
placed on the Regular Session agenda of January 12, 1995. Village
Attorney George Baldwin will advise the Council at that time
regarding an additional fee above and beyond the fees charged for
commercial that could be charged for home occupational licenses in
order to cover additional costs to the Village for code
enforcement.
RESOLUTION SUPPORTING RAILWAY PASSENGER SERVICE
Discussion took place concerning a proposed resolution recommended
by the Treasure Coast Regional Planning Council supporting
passenger service on the FEC railway between Jacksonville and West
Palm Beach. This resolution was forwarded to the Regular Session
agenda of January 12, 1995.
BUDGET TRANSFER FOR PRERETIREMENT DEATH BENEFITS
This item was postponed to a future workshop, pending return of
Bill 765, a proposed ordinance amending subsection (d) of Section

CLUB MANAGER PERFORMANCE EVALUATION
Discussion took place concerning the placement of this item on the
agenda. The Country Club Administrative Board recently conducted a
performance evaluation with Country Club Manager Alan G. Sayer.
The Village Council asked the Board to forward a recommendation to
the Council regarding Mr. Sayer's salary, based on the salary
survey and the evaluation.
PEPSI SCOREBOARD CONTRACT
As discussed during the Regular Session under the Mayor's report,
this item was removed from the agenda.
ALCOHOLIC BEVERAGES
Discussion was held concerning amending the Village Code of
~,... Ordinances to allow retail liquor stores within CA zoning district;
to exempt retail liquor stores from the rules requiring 1,000 feet
separation from other liquor stores or any restaurant which serves
alcoholic beverages at a bar; and exempting restaurants which serve
liquor from a bar from the rules requiring 1,000 feet separation
from other restaurants serving liquor from a bar or other retail
sellers of alcoholic beverages. These amendments will be placed on
the Regular Session agenda of January 12, 1995.
INTERLOCAL_ AGREEMENT - SOUTHEAST RISK MANAGEMENT ASSOCIATION
(SERMA)
The Council forwarded this Agreement to the Regular Session agenda
of January 12, 1995.

There being no further business to come before the Council, the
