ROLL CALL
Mayor Vastola called the meeting to order at 9:13 p.m. All members
of Council were present. All members of staff were present.
BILL 755 - COMMERCIAL WASTE DISPOSAL FEES
Discussion took place concerning Bill 755, a proposed ordinance
establishing commercial waste disposal fees for Fiscal Year 199'4-
'"^ 95. This Bill was forwarded to the Regular Session agenda of
September 22, 1994.
BID AWARD FOR GOLF COURSE FERTILIZER
Discussion was held concerning the bids for fertilizer with Ronstar
for the North Palm Beach Country Club. This item will be placed on
the Regular Session agenda of September 22, 1994. The Golf Course
Superintendent was asked to revise his RCA and to changeā¢ the
purchase date from November to September, since funds cannot be
approved for the new fiscal year until the budget is approved.
This expenditure will have to come from the current budget, and be
purchased or encumbered by Purchase Order by September 30, 1994.
SALARY SURVEY
Discussion was held concerning the Wage and Pay Plan Study for the
Village of North Palm Beach and the revised Impact Analysis Report.
The consensus of Council was to forward the Wage and Pay Plan Study
and option "B" detailed in the revised Impact Analysis Report dated
9/7/94 to the Regular Session on September 22, 1994 for adoption,
and to implement the Plan for the non-union employees effective
October 1, 1994.
HOME OCCUPATIONS
Discussion was held concerning revising the Code of Ordinances to
allow home occupations as permitted uses within dwelling units in
residential districts. A draft ordinance allowing home occupations

will be placed on the Regular session agenda of September 22, 1994
for further consideration and direction to the Planning Commission
to review it. A copy of Palm Beach County's proposed ordinance
regarding home occupations should also be sent to the Planning
Commission for review of a plan to implement home occupations. The
Council also would like the cost of occupational licenses for the
home to cover the cost that the Village will incur as a result of
adding home occupations.
BETHESDA AMBULANCE SERVICE. Discussion took place concerning a
contract between the Village of North Palm Beach and Bethesda
Ambulance Service for services based at the north substation.
Scott Rester was present for Bethesda. The Council forwarded
Public Safety's Plan for EMS at the north substation to the next
Regular Session agenda on September 22, 1994.
