05-26-1994 VC WS-MMINUTES OF WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MAY 26, 1994 Present: Gail H. Vastola, Mayor Jeffrey H. Atwater, Vice Mayor V. A. Marks, M. D. , President Pro Tem Tom Valente, Councilman Larry Kelley, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk ROLL CALL Mayor Vastola called the meeting to order at 8:50 p.m. All members of Council were present. All members of staff were present. BILL 748 - HOME OCCUPATIONS Discussion was held concerning Bill 748, a proposed ordinance r~ providing for home occupations as permitted uses within dwelling units in residential districts. Councilman Atwater requested that ordinances providing for home occupations in other cities be looked at during another workshop. No action was taken at this time. BUDGET TRANSFER - ICE MACHINES AT COUNTRY CLUB Discussion took place concerning a budget transfer request in the amount of $3,908.00 from L8070-49920 (Reserve-Capital Contingency) to L8053-66490 (Restaurant Capital-Machinery & Equipment) for the purchase of two ice machines to be bought on state contract. This item will be placed on the Regular Session agenda of June 9, 1994. HARBOUR POINT MARINA P.U.D. MODIFICATION The Village Council discussed a proposal to modify the existing Harbour Point Marina Planned Unit Development by expanding the size of the project to what it had originally been three years ago by including a piece of the property on the west end which had been removed from the plan after the first application. Also proposed was a change to allow the access road to remain where it is today. The Council stated that the impact fee should be raised to $150, 000 as it was originally when that piece of property on the west end had been a part of the development, with the established payment ,_„ schedule of $40,000 on 10/1/95 being increased to $50,000; and the 10/1/96 final payment of $35,000 being increased to $50,000. Larry Smith, representing the owners of the property, asked that Council consider a lesser increase in the impact fee between now and the next meeting, since the development being proposed now is of a much lower scale than originally proposed three years ago. "- Minutes of Workshop Session Held Thursday, May 26, 1994 Staff will prepare the required P.U.D. ordinance for the Regular Session of June 9, 1994, and will schedule the required Public Hearing for June 23, 1994. FINAL PLATTING OF HARBOUR POINT MARINA P.U.D. Discussion took place regarding the final platting of the modified Harbour Point Marina .Planned Unit Development. This item was forwarded to the Regular Session of June 9, 1994. REORGANIZATION OF THE COUNTRY CLUB ADMINISTRATIVE BOARD Discussion was held concerning a proposal for reorganization of the Country Club Administrative Board. Discussion included the losses incurred at the restaurant from June 1993. The Council did not take any action at this time, but will bring it forward for discussion again in six months.
