04-28-1994 VC WS-MMINUTES OF WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, APRIL 28, 1994 Present: Gail H. Vastola, Mayor V. A. Marks, President Pro Tem Tom Valente, Councilman Larry Kelley, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk Absent: Jeffrey H. Atwater, Vice Mayor ROLL CALL Mayor Vastola called the meeting to order at 9:30 p.m. All members of Council were present except Vice Mayor Atwater. All members of staff were present. BID AWARD FOR FIREWORKS DISPLAY Discussion was held concerning a proposed resolution accepting the bid of Zambelli Fireworks Manufacturing Company, New Castle, PA, for 4th of July fireworks display at the North Palm Beach Country Club, in the amount of $6,750.00, funds to be expended from A8229-34932 (Public Events). This bid award was forwarded to the Regular Session agenda of May 12, 1994. LAKE PARK REQUEST FOR ANNEXATION Discussion took place concerning a request from Lake Park Mayor William Wagner that the Village of North Palm Beach enter into an Interlocal Agreement with Palm Beach Gardens, Palm Beach County, and the Town of Lake Park to provide for future annexation of the western portion of an unincorporated enclave by Lake Park, and to amend the respective Comprehensive Plans accordingly. The subject area is bounded on the south by Northlake Blvd. , on the east by Alternate A-1-A, on the north by the C-17 Canal and on the west by the City of Palm Beach Gardens. Kerry Kilday, of Kilday and Associates Land Planners, presented an aerial photograph of the area being discussed. Lake Park is currently proceeding with annexation of property (Bev Smith Ford) north of Northlake Blvd. and west of the FEC railroad, where the Ford dealership plans to expand their facility. This item was not forwarded to the Regular Session at this time. Staff was directed to check on any future plans to extend Congress Avenue north into this area, and to do a cost analysis of annexing property between Prosperity Farms Road and Old Dixie Highway into the Village of North Palm Beach. ~-- Minutes of Workshop Session Held Thursday, April 28, 1994 SALARY ADJUSTMENT OF 1o AND BUDGET TRANSFERS FOR ALL NON-UNION PERSONNEL (GENERAL FUND AND COUNTRY CLUB) Discussion was held concerning rounding out salary increases for all non-union personnel from 3°x to 4$ in order to be on par with NAGE employees. This 1°x increase would be effective 10/1/93. This item will be placed on the Regular Session agenda of May 12, 1994. SALARY ADJUSTMENT OF 3°x/3.25$ FOR EMPLOYEES NOT PREVIOUSLY COMPENSATED The Council discussed a 3°x/3.25$ increase for selected non-union employees not previously compensated from resolved grievance procedure of May 27, 1993. This item was not forwarded to the Regular Session. DEPENDENT COVERAGE REIMBURSEMENT Discussion took place concerning dependent coverage reimbursement for selected ~ non-union personnel in the Public Safety Department. This will be placed on the Regular Session agenda of May 12, 1994. PERSONNEL RULES AND REGULATIONS A Special Meeting of the Village Council will be scheduled to address this issue.
