ROLL CALL
Mayor Vastola called the meeting to order at 9:13 p.m. All members
of Council were present. All members of staff were present.
BID AWARD FOR TENNIS COURT FENCING
Discussion was held concerning a proposed resolution accepting the
bid of Budget Fence Company, West Palm Beach, Florida, for
construction of tennis court fencing in the amount of $7,455.60,
funds to be expended from A8028-34620 (R&M-Bldgs. & Grounds). The
Village Manager was directed to check into the history of the
ownership of the tennis court property, and any obligations
associated with it. Mr. Kelly was also directed to check the
Greenspace Ordinance in relation to permitted uses of that
property. This bid award was forwarded to the Regular Session
agenda of April 28, 1994.
RIVIERA BEACH COMMUNITY REDEVELOPMENT AGENCY - REQUEST FOR
CONVENTION CENTER SITING
Discussion took place concerning a proposed resolution supporting
Riviera Beach Community Redevelopment Agency's efforts to site a
convention center at their municipal marina location. Neil Crilly,
Executive Director of the Riviera Beach Community Redevelopment
Agency, was present to address the Council regarding the primary
site criteria for the convention center that the County is
considering, Riviera Beach being the most northern site to be
offered that fits the established criteria. This item will be
placed on the Regular Session agenda of April 28, 1994.

JOB RECLASSIFICATION AND BUDGET TRANSFERS FOR ADMINISTRATIVE
SECRETARY/LIBRARY AND LABORERS/COUNTRY CLUB
The Council discussed job reclassification and salary adjustments
for Administrative Secretary/Library and Laborers/Country Club, in
followup to discussions held during NAGS collective bargaining
negotiations. These items were forwarded to the Regular Session of
April 28, 1994. Mr. Kelly was asked to provide the job description
for Administrative Secretary/Library, and direction was given to
make the transfer for the Library Administrative Secretary from
A5540-49915 (Reserve-Raises & Benefits) instead of Council
Contingency.
BUDGET TRANSFER - 4% NAGE RAISE - GENERAL FUND AND COUNTRY CLUB
Discussion was held concerning transfer of funds from General Fund
A5540-49915 (Raises & Benefits) and Country Club Fund L8070-49915
(Raises & Benefits) to various departmental accounts for the
1,,,~ purpose of implementing recently adopted NAGS collective bargaining
agreement. These items will be placed on the Regular Session
agenda of April 28, 1994.
VILLAGE MANAGER SALARY ADJUSTMENT
Discussion took place concerning a request from the Village Manager
to adjust his salary relative to comparable positions in the north
county area; and to transfer $4,200 from A5540-49911 (Council
Contingency) to A4902-various items (Village Manager). This
request was not forwarded to the Regular Session because of the
salary survey being conducted at this time.
SOLID WASTE AUTHORITY INTERLOCAL AGREEMENT
The Council discussed a request from the Solid Waste Authority to
enter into an Interlocal Agreement regarding applications for State
Grant Funding for recycling requirements. This will be placed on
the April 28th Regular Session agenda.
RECREATION MASTER PLAN
Discussion was held concerning award of contract to a planning
consultant for a Recreation Master Plan. The Village Council
,_, referred the proposals to the Recreation Advisory Board for review
and recommendation. This issue will be placed on the Regular
Session agenda of April 28, 1994.

PERSONNEL RULES AND REGULATIONS
Review of the proposed Village Rules and Regulations was postponed
until the next Council workshop on April 28, 1994.
ADJOURNMENT
There being no further business to come before the Council, the
meeting adjourned at 9:40 p.m.
