02-10-1994 VC WS-M.~-~ MINUTES OF WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, FEBRUARY 10, 1994 Present: V. A. Marks, M. D., Mayor Gail H. Vastola, Vice Mayor Jeffrey H. Atwater, President Pro Tem Tom Valente, Councilman Judy M. Pierman, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk ROLL CALL Mayor Marks called the meeting to order at 8:40 p.m. All members of Council were present. All members of staff were present. BILL 740 - AMENDING PENSION AND RETIREMENT SYSTEM Discussion was held concerning Bill 740, a proposed ordinance amending the definition of "credited service" in Section 2-146 and amending Section 2-148(e), Preretirement Death, of Article V, Pensions and Retirement Systems, of Chapter 2 of the Village Code. This Bill was referred back to the General Employees' Pension Board to determine what the cost would be if applied only to currently employed individuals on Preretirement Death. The Pension Board was directed to hold a meeting as soon as possible. BILL 741 - AMENDING SIGN CODE Discussion was held concerning Bill 741, a proposed ordinance amending Chapter 6, Article V, Signs and Outdoor Displays, Section 6-117, Design, Construction and Location Standards, for purposes of clarification, per the Planning Commission's recommendation as stated in its Minutes of 1/4/94. This will be placed on the Regular Session agenda of February 24, 1994. BILL 742 - HARBOUR POINT MARINA PUD Discussion took place concerning Bill 742, a proposed ordinance creating a Planned Unit Development known as "Harbour Point Marina" ,_, within the Village of North Palm Beach. A payment schedule for the $125,000 cash contribution will be incorporated into the draft ordinance, and will be placed on the Regular Session agenda of February 24, 1994. ~"~' Minutes of Workshop Session Held Thursday, February 10, 1994 HARBOUR POINT MARINA PLATTING Discussion was held concerning a proposed resolution authorizing the Mayor and Village Clerk to sign the final plat of the Harbour Point Marina subdivision. The applicant will submit a preliminary plat for Council approval at a later date, as well as the final plat. ANNUAL AUDIT Deborah Diaz of Haas, Diaz & Co., addressed the Village Council with general comments regarding the Village's financial highlights for the year ended September 30, 1993. The Comprehensive Annual Financial Report will be placed on the Regular Session agenda of February 24, 1994. HIRING FREEZE - NEEDS ASSESSMENT Discussion was held concerning the hiring freeze policy and the r vacant position of Crime Prevention Officer in the Public Safety Department. This was forwarded to the Regular Session agenda of February 24, 1994. Other positions that become vacant will be included. FORFEITURE EXPENDITURE BY PUBLIC SAFETY DEPARTMENT FOR CELLULAR TELEPHONE MAINTENANCE Discussion took place concerning a request by the Public Safety Department to spend funds from their Fines & Forfeiture Account (A5714-34110) for maintenance costs on a cellular phone which had been donated to the Department. This will be placed on the Regular Session agenda of February 24, 1994. NAMING OF NORTH COUNTY SUBSTATION Discussion was held concerning the naming the Public Safety substation north of the Parker Bridge the Jerry Gardner Building, who died on January 29, 1994. Another alternative discussed was dedicating the building in memory of Jerry Gardner. This will be placed on the Regular Session agenda of February 24, 1994. PUBLIC SAFETY SUBSTATION ,~ A brief discussion took place concerning possible availability and use of mobile units belonging to Pratt & Whitney. Staff members will look at these on Monday, February 14th. Discussion of the 2 r"` Minutes of Workshop Session Held Thursday, February 10, 1994 substation will be continued at the next workshop on February 24, 1994. ARTWORK AT LAKESIDE PARK Discussion was held concerning tree stumps at Lakeside Park that could be converted into wildlife art forms as an alternative to having them removed. Councilman Pierman, who has been in contact with an artist who creates such sculptures, offered to donate one art form, after which a decision will be made regarding the remaining tree stumps. HOME OCCUPATION LICENSING Discussion was held concerning amending the occupational licensing ordinance and the zoning code to allow certain home occupations within single-family residences in the Village. This was referred to the Planning Commission for review. VILLAGE MANAGER'S REPORT The Public Safety Director handed out additional information regarding the north county substation, showing estimates for housing personnel at that location, to be included in the backup for the north county substation discussion during the next workshop.
