07-28-2011 VC WS-M MINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA • JULY 28, 2011 Present: Darryl C. Aubrey, Sc.D., Mayor David B. Norris, Vice Mayor William L. Manuel, President Pro Tern T.R. Hernacki, P.E., Councilman Robert A. Gebbia, Councilman James Titcomb, Village Manager Leonard Rubin, Village Attorney Melissa Teal, Village Clerk ROLL CALL Mayor Aubrey called the meeting to order at 7:57 p.m. All members of Council were present. All members of staff were present. CODE AMENDMENT—RECREATIONAL EQUIPMENT PARKING Discussion was held concerning Chapter 18, Section 18-35 of the Village Code of Ordinances, "Recreational, boating and camping equipment and personal use trailers; parking on residential property restricted,"regarding amending the height and length restrictions for recreational vehicles. Mr. Titcomb reviewed the history of this issue. Village residents addressed the Council concerning the current height and length restrictions. Council commented on the need to enforce the code. Discussion ensued on exploring additional storage locations in the Village. Concerns were noted regarding inadequate screening, visibility from the road, and setbacks from the property line. It was suggested that recreational vehicles (RVs) might be more intrusive than boats. Discussion took place on the length of boat trailers. Mr. Titcomb offered suggestions, which included investigating whether storage at Anchorage Park could be reconfigured; considering scale in conjunction with lot size and setbacks; addressing anomalies; and meeting with citizens to discuss alternatives and solutions. It was suggested that this item be sent back to the Planning Commission for further review and specific recommendations concerning screening and other concerns. Discussion took place concerning code enforcement procedures. Council consensus was to explore options and alternatives for resolving the issue of non-complying boats and recreational vehicles, other than changing the size limitations. This matter will be brought back to another Workshop Session for further discussion, pending additional analysis and investigation of alternatives by the Village Manager.
