06-27-1996 VC WS-MMINUTES OF WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, JUNE 27, 1996 Present: Absent: ROLL CALL V. A. Marks, M. Kelly, Village Clerk Tom Valente, Vice Mayor Mayor Marks called the meeting to order at 10:00 p.m. All members of Council were present except Vice Mayor Valente, who was out of town. All members of staff were present. BILL 832 - AMENDING GENERAL EMPLOYEES PENSION AND RETIREMENT SYSTEMS -EMPLOYEE CONTRIBUTIONS Discussion was held concerning Bill 832, a proposed ordinance amending Section 2- 158(d), Member Contributions, of Division 3, Pension and Certain Other Benefits for General Employees, of Article V, Pension and Retirement Systems, of Chapter 2 of the Code to include any language required by IRS to make the 2% employee contribution pre-tax. This will be placed on the Regular Session agenda of July 11, 1996. BILL 833 -AMENDING POLICE AND FIRE EMPLOYEES PENSION AND RETIREMENT SYSTEMS -EMPLOYEE CONTRIBUTIONS Discussion was held concerning Bill 833, a proposed ordinance amending Section 2- 163(a), Member Contributions, of Division 4, Pension and Certain Other Benefits for Police and Fire Employees, of Article V, Pension and Retirement Systems, of Chapter 2 of the Code to include language required by IRS to make the 2% employee contribution pre-tax. This was forwarded to the Regular Session agenda of July 11, 1996. ...-~ Minutes of Workshop Session Held Thursday, June 27, 1996 RESOLUTION SUPPORTING A COUNTY CIVIL SERVICE POSITION OF BICYCLE AND PEDESTRIAN COORDINATOR Discussion was held concerning a proposed resolution urging the Metropolitan Planning Organization to recommend to the Palm Beach County Board of County Commissioners the funding of a County Bicycle and Pedestrian Coordinator position as a full-time Civil Service position. This will be placed on the July 11, 1996 Regular Session agenda. BID FOR NPBCC CART BARN Discussion took place concerning the recommendation of the Country Club Administrative Board to reject the bid for the cart barn, and to reissue request for bids with new specifications. This was forwarded to the Regular Session agenda of July 11, 1996. LONG-TERM DISABILITY POLICY ~ Discussion was held concerning changing the Long-Term-Disability (LTD) policy for Village employees from Aetna to Hartford upon its expiration/renewal date of August 1, 1996. This will be placed on the Regular Session agenda of July 11, 1996. BID AWARD FOR LIBRARY COMPUTER AUTOMATION -ELECTRICAL Discussion was held concerning award of bid to Carpenter Electric, West Palm Beach, Florida, in the amount of $12,137.00 from A7927-66000 (Capital) for electrical service and equipment for computer automation at the North Palm Beach Library. This bid will be placed on the Regular Session agenda of July 11, 1996. BID AWARD FOR LIBRARY COMPUTER AUTOMATION -COMPUTER HARDWARE Discussion was held concerning award of bid to Data-Way, Inc., Jupiter, Florida, in the amount of $26,938.01 from A7927-66000 (Capital) for computer hardware and installation for computer automation at the North Palm Beach Library. This bid was forwarded to the Regular Session agenda of July 11, 1996. PROSPERITY HARBOR NORTH P.U.D. APPLICATION Mayor Marks left the meeting at 10:05 to answer a medical emergency telephone call, and returned at 10:10 p.m. 2 Minutes of Workshop Session Held Thursday, June 27, 1996 Discussion was held concerning application for a Planned Unit Development known as Prosperity Harbor North, upon certain lands comprising 33.4 acres, more or less, within the Village. Village Attorney George Baldwin will review procedure to determine whether the revised plan for Prosperity Harbor North should be sent to the Planning Commission before coming back to the Council. In either case, this plan will be brought back to Council workshop on July 11, 1996, if possible. With no further business to come before the Council, the meeting adjourned at 10:50 p.m. ~1 thleen F.
