ROLL CALL
Mayor Marks called the meeting to order at 9:35 p.m. All members of Council were
present. All members of staff were present except President Pro Tem Kelley, who was
absent due to illness.
BILL 849 -TELECOMMUNICATIONS TAX
Discussion was held concerning Bill 849, a proposed ordinance levying a 5% public
service tax on purchases of telecommunications service within the Village. This Bill will
be placed on the Regular Session agenda of November 14, 1996.
BILL 850 -AMENDING COUNTRY CLUB BUDGET FOR POOL FILTRATION SYSTEM
Discussion was held concerning Bill 850, a proposed ordinance amending the 1996-97
Country Club Budget to appropriate funds in the amount of $110,000 from L4600-09100
(Retained Earnings to L8051-66210 (Pool-Const. & Major Renov.) for a pool filtration
system at the NPBCC. During discussion, staff was directed to bring back a valid
estimate. This item was forwarded to the Regular Session of November 14, 1996.
BILL 851 -PUBLIC SAFETY "CAT" PROGRAM (COMBAT AUTO THEFT)
The Council discussed Bill 851, a proposed ordinance establishing a voluntary program
called "Combat Auto Theft" (CAT) which would allow police officers to stop enrolled
vehicles between 1 a.m. and 5 a.m. This will be placed on the Regular Session agenda

BILL 852 -BUDGET AMENDMENT -CERTIFICATION PAY
Discussion was held concerning Bill 852, a proposed ordinance amending the 1996-97
General Fund Budget to appropriate funds in the amount of $1,000 for Finance Director
certification pay for Certified Government Financial Manager (CGFM). With no policy
having been established for certification pay when not a job requirement, it was the
consensus of Council to consider this during their review and revision of the Personnel
Rules and Regulations. Staff was directed to provide information at another workshop
regarding what was given to employees in the past who achieved certifications.
ZONING CHANGE -PARKING
Discussion was held concerning Planning Commission recommendation to amend the
zoning code to change parking ratio from one parking space per 100 sq. ft. to one parking
space per 200 sq. ft. for various zoning categories in all but the C-3 district. This was
forwarded to the Regular Session agenda of November 14, 1996.
COMP PLAN AMENDMENT (96-2) -PROSPERITY HARBOR SOUTH
Discussion took place concerning the Planning Commission's recommendation to amend
the Comprehensive Plan to be consistent with Prosperity Harbor South P.U.D. Included
the in the discussion was directive by the Council to staff to draft a new agreement
between Land Research Management, Inc. and the Village of North Palm Beach, rather
than between LRM and WCI Communities for the application. This is to be completed
prior to the next meeting. This amendment will be placed on the Regular Session
Agenda of November 14, 1996.
COMP PLAN AMENDMENT (96-3) -PROSPERITY HARBOR NORTH
Discussion took place concerning the Planning Commission's recommendation to amend
the Comprehensive Plan to be consistent with Prosperity Harbor North P.U.D. and the
annexation of the F.I.N.D. parcel. This was forwarded to the Regular Session Agenda
of November 14, 1996.

CONSTRUCTION PROJECTS -FINANCING
Due to the complexity of this issue and the length of the agenda, it was the consensus
of Council to discuss this issue at a special workshop. The MacArthur Contract for Sale
and Purchase for Public Safety facility property will be discussed at that workshop also.
CHANNEL 20 BROADCAST SURVEY
A short discussion was held concerning a request from Channel 20, Palm Beach County
Government and Education station, soliciting interest from municipalities in have their
meetings broadcast for a fee. The Council directed staff to complete and return the
requested survey, with no interest from the Village of North Palm Beach in paid
broadcasting.
ZONING -TELECOMMUNICATIONS TOWERS
Discussion was held concerning proposed zoning changes to allow telecommunications
~.., towers on Village-owned property, per the Federal Communications Act of 1996. Staff
was directed to continue research regarding this issue, with particular attention being paid
to new FCC rules and regulations. This will be brought back to Council workshop at a
later date.
