ROLL CALL
Mayor Marks called the meeting to order at 5:30 p.m. All members of Council were
present. All members of staff were present.
PURPOSE OF THE SPECIAL WORKSHOP
The purpose of the Special Workshop was to discuss financing alternatives for various
capital projects, and to discuss the Contract for Sale and Purchase of the MacArthur land
on U. S. One.
~"` CONTRACT FOR SALE AND PURCHASE
Discussion was held concerning terms of the Contract for Sale and Purchase of land on
U. S. One being considered for a new Public Safety facility. Prior to the Regular Session
scheduled for November 14, 1996, Village Attorney George Baldwin was directed to
negotiate changes in the contract regarding the restriction of municipal use for the 3.22
acres at Anchorage Park. Additionally, the consensus of Council was to change the
period for closing contingencies from 60 days to at least 90 days. This contract, with
requested changes, will be placed on the Regular Session agenda of November 14, 1996.
FINANCING OF CAPITAL CONSTRUCTION PROJECTS
The Council reviewed various financing alternatives as presented by the Finance Director
for various capital construction projects. Consensus of Council was to borrow through
a bank or investment pool. Staff was directed to prepare Requests for Proposals, using
a number of $6,000,000, not to include financing costs. This item will be placed on the
Regular Session agenda of November 14, 1996.

There being no further business to come before the Council, the meeting adjourned at
