Budget Workshop Minutes of July 14, 1997
The following represents, in essence, the budget workshop minutes of the North Palm Beach
Village Council on Monday, July 14, 1997, convening at 7:00 p.m. All Council members were
present except Councilman Larry Kelley who was out ill. Staff present were Village Manager
Dennis Kelly; Finance Director Shaukat Khan was absent due to a conference out of town. The
following changes to the budget were made or discussed:
MISCELLANEOUS
• Short discussion regarding longevity; staff directed to examine impact of longevity being
prorated over a transition year starting October 1, 1997. The new Personnel Rules and
Regulations made October 1, 1997 the effective date for rolling in longevity.
• Lengthy discussion ensued regarding evaluation of Country Club Administrator and how
raises will be determined for the Country Club. It was Council's consensus that the
Village Manager evaluate the Country Club Administrator and regulate the evaluations
and raises taking place among Country Club employees. In addition, Council consensus
was to review the enabling ordinance creating the Country Club Administrative Board.
• Question raised concerning shutters at Community Center to reconfirm that they will be
budgeted out of the FY 96-97 budget.
• Staff directed to examine service contracts for various computer and copying and other
office machinery and equipment for FY 97-98 budget preparation. In addition, staff was
encouraged to look at state contract linkage for maintenance contracts to business
equipment purchases.
REVENUES
• Lengthy discussion ensued regarding establishment of a tentative millage rate. Council
~--- looked seriously at the differences between 5.25 mills and 5.50 mills and eventually
agreed to a millage rate of 5.4 mills. Staff was instructed to advertise a millage rate of
5.45.
• Staff directed to make minor correction to the budgetary taxable value (95 %) which
should be $723,000,000±, as opposed to $720,597,578.
• The millage rate of 5.4 will represent a 7.59% increase over the rollback millage rate
of 5.0189.
• A millage rate of 5.4 mills will generate $3,888,000 (approximate) in ad valorem tax.
• $3,888,000 is 7.50% increase over the rollback ad valorem tax of $3,616,607.
• $3,888,000 is 6.63% over the current 1996-97 rate, which represents $3,646,223.
There being no further business to come before the Council in their budget workshop, they
agreed the budget workshops were concluded with the tentative millage rate advertised at 5.45
with the intention of reducing it to 5.4 during final adoption of the budget. The Council stood
adjourned at approximately 8:05 p.m.

Date: September 5, 1997
Reference memorandum to Mayor and Village Council from Kelly dated July 22, 1997
regarding the above subject. Specifically, the first page under miscellaneous, the second
bullet it was reported in the July 14, 1997 minutes that it was Council consensus that the
Village Manager evaluate the Country Club Administrator and regulate the evaluations
and raises taking place among Country Club employees. Upon review of the tapes of that
budget workshop the Council at the very end of their discussion decided that their
consensus was to have the Country Club Administrative Board evaluate the Country Club
Administrator and the Country Club Administrator in turn would evaluate the Country
Club employees. It was further understood that such evaluation and distribution of raises
for Country Club non-union employees would be in accordance with the policy set for all
other non-union employees in the General Fund.
This memorandum will serve as an addendum to the budget workshop minutes of July
14,1997 clarifying the responsibilities for the evaluations.
