Mayor Brown called the Regular Session to order at 7:30 ROLL CALL
P.M. A11 members of the Council were present.
Councilman Marks gave the invocation and Councilwoman INVOCATION
Nolan led the Council and the public in the Pledge of & PLEDGE
Allegiance to the Flag. OF ALLEGIANCE
The organization of the Council is required by the COUNCIL
Village Charter to be done at the next regular ORGANIZATION
session of the Council following the election of
any Councilman. Therefore, Council proceeded with
its organization in accordance with Article III,
Section 3, of the Village Charter.
Councilman Valente nominated V. A. Marks for the MARKS NOMINATED
office of Mayor of the Village of North Palm Beach. MAYOR
Councilwoman Nolan moved that nominations for Mayor NOMINATIONS

be closed. The motion was seconded by Councilman FOR MAYOR
Marks and all present voted aye. CLOSED
Councilman Marks nominated Al Moore for the office MOORE NOMINATED
of Vice Mayor of the Village of North Palm Beach. VICE MAYOR
Councilman Marks moved that nominations for Vice NOMINATIONS
Mayor be closed. The motion was seconded by Council- FOR VICE
man Valente and all present voted aye. MAYOR CLOSED
Councilman Moore nominated Tom Valente for the VALENTE NOMIN-
office o.f President Pro Tem of the Village of ATED PRESIDENT
North Palm Beach. PRO TEM
Councilman Marks moved that nominations for President NOMINATIONS
Pro Tem be closed. The motion was seconded by Council- FOR PRESIDENT
man Moore and all present voted aye. PRO TEM
CLOSED
The Village Manager placed the names of V. A. Marks PLACEMENT OF
as Mayor; Al Moore as Vice Mayor; and Tom Valente NAMES ON
as President Pro Tem on proposed Resolution No. PROPOSED RES.

' On motion of Councilman Moore, seconded by Council- RES. 16-80
woman Nolan, all present voting aye, proposed Res- ADOPTED
olution No. 16-80 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH
PALM BEACH, FLORIDA, APPOINTING CERTAIN OFFICERS
FOR SUCH VILLAGE
was read in full and adopted as read as Resolution
No. 16-80.

The Village Clerk administered the Oath of Office OATHS OF
to Mayor Marks, Vice Mayor Moore and President OFFICE
Pro Tem Valente. These oaths shall be spread ADMINISTERED
upon the minutes of the Council.
Councilman Brown turned the gavel over to Mayor
Marks.
' The Minutes of Regular Session held Thursday, March APPROVAL OF
13, 1980, and the Minutes of Special Session held MINUTES
Wednesday, March 19, 1980 stand as prepared.
Councilman Moore moved that we instruct the Village GLARE FROM
Manager to instruct the Code Enforcement Officer to LIGHTS -
issue a citation against Old Port Cove giving them OLD PORT COVE
the time as allocated (10 days or whatever the ord-
inance says) to correct the deficiency (the glare problem
from the lights in their parking lot); otherwise they
will have to appear before the Code Enforcement Board.
The motion was seconded by President Pro Tem Valente
and all present voted aye.
The Minutes of the North Palm .Beach Code Enforcement ACCEPTANCE
Board Meeting held February 25, 1980; and the Minutes OF MINUTES
of the North Palm Beach Country Club Advisory Board
Meeting held March 18, 1980 stand as prepared.
Councilman Brown moved that the recommendation of CC AD. BD.
the Country Club Advisory Board that a Village RECOMMENDATION
employee be furnished .to take .minutes be denied. DENIED
The motion was seconded by Councilman Moore and

Concerning the recommendation of the Country Club CC AD. BD.

continued, Councilwoman Nolan moved that we try it APPROVED
for the period of time that Ray Howland has suggested
(three months) and see if it can`t reach the people
who want to read it. The motion was seconded by
Councilman Brown and all present voted aye.
On motion of Councilman Brown, seconded by BILL 346
President Pro Tem Valente, all present voting PLACED ON

BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH
COUNTRY CLUB BUDGET FOR FISCAL REAR 1979-80
BY INCREASING THE UNAPPROPRIATED REVENUE AND
THE EXPENSES OF THE NORTH PALM BEACH COUNTRY
CLUB BY $20,852.00
was placed on second reading and read by title
alone.
On motion of Councilman Brown, seconded by BILL 34&

FLORIDA, AMENDING THE GENERAL FUND FOR FISCAL
YEAR 1979-80 BY .INCREASING THE REVENUE AND EX-
PENSES BY $5,430.00
was placed on second reading and read by title alone.

Councilman Brown moved that we authorize the pur- AUTHORIZATION

in the amount of $1,500.00 to be expended from
Account No. 141-400 (Inventory Account). The
motion was seconded by Councilman Moore and all
present voted aye.
Councilman Moore moved that we authorize the Mayor NOMINATION OF
to execute a letter extending support to the appli- WINTER CLUB
cation for nomination of the Palm Beach Winter Club AS HISTORIC
as a Historic .Site and send a representative to SITE
Gainesville, Florida on April 17, 1980. The
motion was seconded by President Pro Tem Valente
and passed 4-1, with Councilwoman Nolan opposed.
There being no further business to come before the ADJOURNMENT
Council, on motion of Councilman Moore, seconded by
President Pro Tem Valente, all present voting aye,
the meeting was adjourned at 8:45 p.m.
