Mayor Broom called the Workshop Session to order at 8:25 p.m. All ROLL CALL
members of the Council were present except Counci]man Marks and
all members of the Staff were present except Village Attorney Gildan.
A discussion was held concerning authorizing the purchase of 500
reams of 8-1/2" x 14" bared paper from A. B. Dick Products Co.,
at $3 per ream in the amount of $1,500 to be expended from
Accowlt No. 141-400 (Inventory Accotnt). This item will be placed
on the Regular agenda of 3-27-80.
A discussion was held concerning MICA analysis and reconmendations
for the Public Library. The Village Manager will come back to
Council concerning this item when the cost benefit analysis has
been prepared.
A discussion was held concerning authorizing the Mayor to execute that
certain agreement with the State accepting a grant offer ire the
' amount of $9,475; selecting a consultant and the scope of services
to be provided. This item will be placed on the Regular agenda
of 3-27-80.
A discussion was held concerning the establishment of an Institute
of Local Governments at Palm Beach Junior College. The Mayor will
write a letter to the President of Palm Beach Junior College.
Vice Mayor Kazimir suggested that '~tiandbook for Council Members ire
Council-Manager Cities" published by the National Municipal League,
Carl H. Pforzheimer Bldg., 47 East 68th St., New York, N.Y., 10021,
be ordered for all new members of the Village Council.
There being no further business to oocrie before the Council, the
meeting was adjourned at 8:45 p.m.

President Pro Tem Valente requested that the Mayor send a letter to DIIACORTE DONATION
Mr. George Delacorte stating that the new Council is still receptive
to his generous offer to the Village and said Council would be happy
to work with him iri any way. Vice Mayor Moore wlunteered to speak
to Mr. Delacorte personally on the am~u-t to be donated and report
back.

Planning Caimission recommends - Medium density land usage.
Ed Elliott, Country Club Circle (employed by Bane Federal Savings
& Loan Assoc.), and a member of the Board of Trustees of the First
Presbyterian Church, spoke on behalf of the church. In 1961, the
parcel of land was not in the Village since it did not have the maley
to buy the 14 acres. The Village purchased the land for approximately
$4,500 per acre for a totla purchase price of $56,000. The First
Presbyterian Church purchased 7 acres of land from the Village for
approximately $49,000. The church agreed to be annexed into the
Village at R-2 zoning, which allows churches. The area is buffered
by R-2 zoning; a park and Garden Apartments. The value of the land
enables the church to borrow against the land at R-2. He estimated
that at R-2, the land may be worth as much as $80,000 per acre;
R-1 may be worth $20,000-$25,000 per acre.
The Public Services Director, Charles O'Meilia, requested that
Council pass a motion that they intend to amend the Comprehensive
Plan at the next Regular meeting on 4/10/80, to enable him to notify
approximately 17 agencies for their 60 day review period.
Village Attorney Gildan will provide the necessary guidance to prepare
the documents, stating that the Village intends to amend the Compre-
hensive Plan plus the reasons as to how a comprehensive view of the
Village, the plan should be changed with consistent reasons; i.e.,
the Conprehensive Plan and the Zoning Map should agree. Mr. Gildan
further expressed his concern regarding a possible law suit against
the Village by Royal American Realty, Inc. and Rybovich.
The following corrections or additions were noted on the draft copy
of the proposed Sign Ordinance:
Page 5 - delete ' 4~eon"
Page 7 - add "the Village of"
Page 8 - the word 'Maintained" needs clarification as requested by
Vice Mayor Moore
Village Attorney Gildan will review said proposed ordinance and
return it with additional additions or corrections.

Vice Mayor Moore suggested that the Finance Director submit a Monthly REQUEST FOR I~NTHLY
Treasurer's Report to Council containing the following: TRFA.SUItER'S REPORT
prior month's balance in checking account
savings account balance (location of each accost)
fund balance
transfers in budget (by line item), "from" - "to"
revenue and expenditures per month
i,dditionally, Council should examine the malthly printout of the
departments and those line items reflecting an overexpenditure of
150% or more should be clarified by the Village Manager. It was
requested that the Finance Director attend the Council meetings.
