01-12-1960 VC REG-MMINUTES OF A REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH HELD AT THE NORTH PALM BEACH COUNTRY CLUB JANUARY 12, 1960 ' Present: Jay H. White, Mayor Walter E. Thomas, Vice-Mayor Charles A. CumSingham, Councilman Richard E. Ross, Councilman William Young, Councilman John M. Farrell, for C. Robert Burns, Village Attorney ' Albin R. Olson, Village Manager and. Clerk Mayor White called the meeting to order at 8:00 p.m. and requested the Clerk call the roll. • Mayor White requested the Clerk read the minutes of a regular meting of the Village Council held December 8, 1959. On motion of Vice h4ayor Thomas, secoxxl.ed by Councilman Young, all members voting aye, the minutes ~rere approved as read. GAY AS DIRECTOR OF THE PALM BEACH COUNTY RESOURCES DEV~r.LOPMENT.BOARD; APPOINTING WILLIAM YOUNG AS DIRECTOR TO SUCCEID ALLEN T. GAY; AND APPOINTING CHARLES A. CUPTIdiNGHAM AS DIRECTOR OF THE PALM BEACH COUNTY RESOURCES DEP-r..LOPMENT BOARD. was adopted. On motion of Councilman Ross, seconded by Uice-Mayor Thomas, all members voting aye, the Village Manager was authorized to contract with Spencer Communications, Snc., West Palm Beach, to service the village police and fire radio equipment. • Minutes January 12, 1960 Page #2 ' On motion of Councilman Ross, seconded by Vice-Mayor Thomas, all members voting aye, the Village Attorney was requested to prepare a Notice of Hearing for the establishment of a bulld?ead line in the southeast corner of the village, namely, on the east side o£ bake Worth in that area where no bulkhead line has been formally established. On motion of Councilman Ross, seconded by Vice-Mayor Thomas, all members voting aye, the Village Attorney was requested to prepare a Notice of Rearing to consider an amendment to the Zoning Ordinance reducing the square footage requirement 3n apartment dwelling units. On motion of Councilman Ross, seconded by Councilman Young, all members voting aye, the Village Manager was directed to attach a fee of-ten ($10} to each application requesting an adjustment of the zoning ordinance for fihe purpose of defraying administrative and advertising costs. • The matter of a proposed Community Center building was discussed. The Village Manager reported a survey had been made of a71 village residents and that of 255 replies received, 13l~ were in favor of the building, 121 were not in favor. In view of the lack of a preponderance in favor of constructing fine building at this time, the Council determined to place the matter in abeyance. The Council discussed the need for considering the construction of a municipal swimming pool. Mayor White appointed Vice-Mayor Thomas, chairman, Councilman Ross and Councilman Young a committee to study the feasibility of a village pool at this time and requested it report at the next meeting. On motion of Councilman Ross, seconded by Vice-Mayor Thomas, all members voting aye, the List of accounts payable was approved for payment. The Statistical Data Report for December was distributed to the Council together with a report of the 3uilding Official for the year 1959. The Village Manager was instructed to post appropriate signs giving notice to boats operating in the North Palm Beach waterway of the ordinance pertaining to excessive speed and wake.
