ROLL CALL
Mayor Vastola called the meeting to order at 8:20 p.m. All members of Council were
present. All members of staff were present.
DOCK REGULATIONS -PROSPERITY HARBOR
This item was dropped from the agenda.
~ ANCHORING OF BOATS
Discussion was held concerning a draft ordinance amending the Code by regulating
anchoring, mooring, and parking of vessels on waterways within the Village. Changes
to the draft ordinance included deleting the phrase or cause or permit or allow any other
person under his control or command to do the same from Section 5-17 on page 2; the
word continuous was deleted after the phrase ninety-six (96) and before the word hours;
The language in prohibitions, item C. was changed by deleting the word operating; and
in item D., insert the words appropriately permitted after the word vessel. Mr. Baldwin
will determine at what point a permit must be obtained. On Page 3, Section 3, Section
5-18, the following language was inserted on line 2 as follows:...to take into custody and
impound any such vessel unlawfully parked in violation of Section 5-17...; Section 4, Sec.
5-19, line 4 was changed by replacing the word "immediately" with the phrase within 24
hours. page 4, Section 5-20, line 3: "is not able" was changed to state "is not reasonably
able". Page 6, Section 8, 5-23: Language will be added to state that failure to reclaim
proceeds within 90 days shall cause the proceeds to be forfeited to the Village.
Further discussion took place regarding the difference between the procedure proposed
for impounding boats and what is currently in the Code for impounding vehicles, and
existing language which applies to impounding boats at the Village Marina. It was
requested that all such impounding procedures be revised in the near future to conform
with the proposed impounding procedure for vessels.
This will be returned to the next Workshop agenda on March 12, 1998.

LRM, INC. AGREEMENT -AMENDMENTS TO COMPREHENSIVE PLAN
This item was from the agenda because of a 1996 agreement already executed with
LRM, Inc. for performance of this task, with that agreement still in effect and binding. It
was requested that a new schedule be provided by LRM in the near future.
ANCHORAGE PARK PEDESTRIAN PATH AND OVERLOOK
Discussion was held concerning construction of a pedestrian path and river overlook
structures along the Earman River, according to the Recreation Master Plan
recommendations. Staff reported that cleanup of a portion of this area was designated
as a part of the Village's participation in the "Beautiful Palm Beaches" project. Staff was
directed to get more specific cost estimates so that budgeting for a path and overlook
could be included in next year's budget. Staff was also asked to report on any inherent
problems anticipated in construction in that area. This will be returned to the next
Workshop Session agenda on March 12, 1998.
Request was made of staff to invite Mr. Paul Bremmer to the ceremonies at the
Community Center on Saturday, March 7, 1998. Mr. Bremmer was instrumental in the
~' past in developing a walking path at the Community Center. The new Community Center
project will include a new path.
VILLAGE MANAGER'S REPORT
Councilman-Elect Ed Eissey addressed the Council at this time to thank retiring
Councilman and President Pro Tem Kelley for his service to the Village of North Palm
Beach for two terms of office.
