The Village Council met in workshop session on Tuesday, July 20, 1999, at 7:00 p.m. to review the proposed
Public Safety Department budget for FY 99-00. All Council members were present; staff present were Village
Manager Dennis Kelly, Finance Director Shaukat Khan, Assistant Village Manager Doug Smith, Acting Public
Safety Director John Atwater, Captain George Warren, Fire Chief J.D. Anmstrong, Medic Sergeant Jack
Watrous, and Volunteer Fire Fighter Chris Gunn. There were no members of the general public present.
The Council entered into budget workshop discussions starting with the Law Enforcement Division of the
Public Safety Department and made the changes per the attached workshop changes sheet (attached).
The Council completed their workshop session at approximately 9:30 p.m. and completed all of the Public
Safety Department Divisions. There being no further business to come before the Council, they stood adjourned
at 9:30 p.m.; they will start with the General Fund, Recreation Department, budget on Wednesday, July 21,
1999 in workshop session at 7:00 p.m.

Council discussed certifications and directed staff to revisit the upgrading of certifications and develop recommendations on
uniformity, consistency and determine what certifications are integral parts of a specific job and which certifications are ancillary to
a job. Examine an old RCA dated August 5, 1998 that had a resolution attached to it regarding certification and staff will revisit the
